Szabo, Csaba Weiner","doi":"10.5817/pc2022-1-32","DOIUrl":"https://doi.org/10.5817/pc2022-1-32","url":null,"abstract":"South-Eastern European (SEE) countries are typically keen to maintain the status quo in their energy systems, generally characterized by underinvestment, high coal share and utility affordability needs. Their energy mixes have historically been determined by external factors, currently mainly related to decarbonization pressure. This article assesses how the EU’s ongoing decarbonization-driven withdrawal from supporting natural gas projects shapes fuel choices in nine selected SEE countries and may have geopolitical consequences. It is based on more than 70 interviews with stakeholders from these countries, EU institutions, and international organizations. In exploring and theorizing the geopolitical ramifications of the energy transition in SEE, it applies a novel approach, which draws on theories of power and the concept of an assemblage, which we link to theories on entanglement and disentanglement. We find that the EU’s climate policy significantly changes local infrastructural assemblages and the EU’s disentanglement from natural gas goes against Russian and US efforts. By wielding its power to support such an energy transition, the EU has shifted the bipolar system ‘EU/US vis-à-vis Russia’ defined along a single geopolitical ruleset (supply security), to a tripolar disposition ‘EU-Russia-USA’ defined along two rulesets (supply security and climate policy). In addition, China has become involved. For this purpose, an ex-post index of government support is used. This indicator expresses the measure of growth or decline in a government’s (governing parties’) electoral support in parliamentary elections at the end of its functional period in comparison with its start, while also taking into consideration election turnout in the given elections. Governments in the period 2002–2020 are analyzed. In none of the five cases did the government manage to achieve a more favourable result at the end of its mandate than at the beginning. Government support on all levels showed a dramatic decline over time, particularly after 2010. An interesting finding is that on the sub-state level, while considering election turnout, differences in the evaluation of governments’ performance during their term were not, on average, particularly significant between districts. When evaluating the measure of government support, we can on the level of regions and districts talk about a moderately large to large decline in election support for the individual governments (with the exception of the 2006–2010 government). While in the first decade of the new millennium, economic reforms and the state of the economy played a key role in the reckoning for the government, after 2010 more specific political events defined by differences in values between governing parties, scandals or simply the need for change due to ‘material fatigue’ were behind the changes in government. In these cases, a great deal depended above all on the measure of party self-identification. Building on a great deal of research in electoral geography and spatial analysis, it focused on specific spatial elements of voting behaviour that have not been previously studied, and on the key time-specific factors that shaped the electoral map and party system in the 2021 elections. Employing a quantitative approach to aggregate electoral and socio-demographic data, the study maps the electoral dynamic by exploiting the unique political situations that were characterized by a competition between two blocs – the two centre-right coalitions, SPOLU and the Pirates and STAN, and the populist ANO and SPD parties. Despite profound changes in the party system, the spatial stratification of Czech politics remained unchanged. Quite the contrary, the societal cleavages shaped the spatial voting patterns even more intensively. Additionally, the study shows that regional context factors modified the overall nationwide trend. One commonly-used strategy for measuring this unity is to analyze the degree of intra-party agreement on policy issues. Despite this importance, there is a lack of up-to-date understanding of the internal unity of political parties in Latin America and of its determinants. In this article, we analyze the degree of agreement in the views of legislators’ ideological self-placement over the course of the last thirty years. Evidence suggests that this level of agreement is greater amongst members of left-wing parties than amongst their right-wing rivals. However, in the last general election, we observed a significant rise in voters’ support for women, alongside slightly better women’s positions on candidate lists. A flexible-list proportional representation (PR) system allows both the nominating political party and the voters to influence the composition of the legislature. However, it is not yet clear whether the low descriptive representation of women is due to the voters, the parties or both. Our primary goal is to test the actual effect of the parties and the voters on the representation of women in the Czech Republic. We analyse the Czech Statistical Office’s open data on more than 16,000 cases of candidates who competed in eight Czech Chamber of Deputies elections between 1996 and 2021, and who were nominated by relevant political parties. As a dependent variable, we employ the share of voters casting preferential votes for a candidate, rather than the candidate’s success in winning a mandate, which allowed us to include smaller parties. In contradiction to the common expectation of the existence of voter bias, being a woman helped candidates get more preferential votes compared to men, not only in the last but also in four out of seven previous elections. Many studies have showcased Albanian criminal groups’ main characteristics and what makes them stand out. Nevertheless, such studies lack a theoretical application that binds the findings and provides an extensive panorama of Albanian organized crime development. Implying that the formation of Albanian organized crime is not a coincidence but rather an ongoing process, this study refers to path dependence theory to explain such an occurrence. Traditionally, the study of path dependence has focused on explaining how standards or rules become reinforced and determinant in a set environment by passing through three sequential stages. With this in mind, mainly based on the calculations of the indices of overall electoral volatility, intra-system electoral volatility and extra-system electoral volatility, we analyze the parameters of changes in electoral support (by voters) for political parties, in particular new ones, during the 1998–2019 parliamentary elections in Ukraine. In addition, we correlate overall, intra-system and extra-system electoral volatility, and present the correlation of overall electoral volatility in the sample of all political parties as the subjects of electoral processes in Ukraine and political parties elected to the national parliament (the Verkhovna Rada of Ukraine). As a result, the study outlines two clusters of extra-system electoral volatility, which show the highest level of similarity, and calculates the dependence of the level of electoral volatility and stability of the party system in Ukraine.
