Ninety-eight librarians from one hundred thirty engineering institutions participated in the study. The paper reveals that training by computer suppliers and software packages are the significant mode of acquiring DBMS skills by librarians; three-fourths of the librarians are postgraduate degree holders. Most colleges use database applications for automation purposes and content value. This paper discusses a global analysis of open access books, which are available in the Directory of Open Access Books (DOAB). The data was collected from the open access directory at http://www.doabooks.org / on 20 th October 2015. In total 3379 books are listed as available on the directory; the first and second books were published in 1866 and 1867 respectively. After 1962, the publication of books, increased gradually and the greatest number of books more than 300, was published in 2010, 2012, 2013 and 2014. It is common for such document images to require specialized processing in order to remove background noise and become more legible. Document images may be contaminated with noise during transmission, scanning or conversion to digital form. We can categorize noises by identifying their features and can search for similar patterns in a document image to choose appropriate methods for their removal. In this paper, we propose a hybrid binarization approach for improving the quality of old documents using a combination of global and local thresholding. A survey method was used for the undertaken study. The data were collected using a structured questionnaire, self-administered to 120 foreign students (60 males & 60 females) with 88 (47 males & 41 females) returns. The research is limited to post-graduate, M.Phil. and Ph.D. foreign students in University of Delhi. It was found that post-graduate students need information regarding their program of study while research scholars need information for writing research articles and for doing their research work. Most of them seek information through the internet. Research scholars used electronic resources such as databases, e-journals and e-theses and dissertations. 88.6% of the respondents also use books for seeking information. Their use of the library is limited with complaints about library staff and too few computer terminals. The present study will be helpful in designing new systems and services for the foreign students so that their information needs can be fulfilled easily. We surveyed 4,889 students enrolled in e-learning courses and analyzed 830 completed questionnaires to identify factors that influence student satisfaction with e-learning. Results showed significant correlations between system factors and satisfaction (R 2 = 0.577; p = 0.000). The main purpose is to introduce flexibility and context sensitivity in the detection and the correction of errors related to Constrained Natural Language (CNL) principles. This is realized by enhancing error detection paired with relatively generic correction patterns and contextual correction recommendations. Patterns are induced from previous corrections made by technical writers for a given type of text. The impact of such an error correction memory is also investigated from the point of view of the technical writer\"s cognitive activity. The notion of error correction memory is developed within the framework of the LELIE project an experiment is carried out on the case of fuzzy lexical items and negation, which are both major problems in technical writing. In general, the study found that traditional scholarly methods and criteria remain important across the board. However, there are significant differences between younger (age 30 & under) and older researchers (over 30). It will provide a window that gives open access to improve the sponsoring institution’s visibility and status. This paper discusses the growth and development of Institutional Repositories available in BRICS Countries. The relevant data was collected from the directory of OpenDOAR. Based on the data in OpenDOAR, 242 repositories are represented from BRICS countries. Among the 242, 84 (34.71%) repositories are from Brazil, 39 (16.12%) from China, 68 (28.10%) repositories from India, 22 (9.109%) repositories from Russia, and 29(11.98%) repositories from South Africa. The retrieval requires the estimation of the semantic similarity between the query and each FAQ. The similarity estimation is challenging as semantic structures of Chinese healthcare FAQs are quite different from those of the FAQs in other domains. In this paper, we propose a conceptual model for Chinese healthcare FAQs, and based on the conceptual model, present a technique ECA that estimates conceptual similarities between FAQs. Empirical evaluation shows that ECA can help various kinds of retrievers to rank relevant FAQs significantly higher.
