The high incidence of disasters in Indonesia has had a detrimental impact on several sectors, one of which is the tourism sector. This study was conducted to find out actors who play a role in disaster management strategy and their relation to national defense. This study used QGIS software, MICMAC, and MACTOR for analysis. MICMAC analysis emphasizes factors or variables, and then MACTOR emphasizes actors. This research found that the institutional capacity between institutions in Batu City was good, but still needed to be improved. The role of actors in improving disaster management in tourism areas in Batu City is very crucial, especially BPBD and DLH as actors who influence other actors on strategy and disaster management in Batu City. The role of actors in disaster management through risk mapping, preparing emergency response plans, and involving the community in prevention efforts are important actions in disaster management. The success of these efforts will contribute to overall national security and stability. This lofty goal necessitates this study to assess how human capacity development could be leveraged as a tool for the demographic bonus towards enhancing national defense. The study utilizes qualitative methodology in addressing the research objectives. To maximize a projected demographic bonus by 2045 for Indonesia, a key strategy for state defense is the maximization of human resources to ensure productivity. Three efforts to this effect have been identified and studied. The Merdeka Belajar (Independent Learning) curriculum and the Merdeka Kampus (Independent Campuses) initiative identified processes for educational reform in Indonesia to face the challenges of the demographic bonus in 2045. Another tangible means for human capacity development is the implementation of the Pancasila Student Profile Project, which actualizes the values of Pancasila in the educational process and everyday life through student activities. The policy has not been successful because separatism, terrorism, and insurgency against Indonesia in various remote areas and urban areas of Papua Province causing fatalities from civilians, Papuan Native, Indonesian National Armed Forces/Police, and Papuan Terrorist Separatist Groups themselves continue to emerge, precisely when Papua should focus on implementing their special autonomy policy. This study discusses how the special autonomy had been implemented as a national policy to improve the welfare of the people of Papua amidst the increasing intensity of the separatism, terrorism, and insurgency carried out by the Papuan Terrorist Separatist Group. This study uses a qualitative method and a descriptive analysis approach; data was obtained by literature study and deep interview techniques with various stakeholders. This study reveals that the state budget allocated for the special autonomy was not used properly based on the good governance principle as previously expected by the central Government. In contrast, the money was found illegally transferred to the Papuan Terrorist Separatist Group, supporters (active and passive), and sympathizers to operate their armed struggles, separatism, and propaganda activities, undermining the authority of the central Government and threatening the sovereignty of Indonesia. This study recommends the special autonomy policy be prolonged and strengthened for the next two decades with conditionalities that it should be prepared with detailed development planning and transparent and good supervision involving various stakeholders. The country aims to enhance recovery prospects by strengthening food and financial security, rebuilding regional growth, and connectivity, while also accelerating the transformation towards an inclusive and participatory digital economy. The study aims to explore how Indonesia can strategically leverage the USA-China rivalry in the Indo-Pacific to enhance its economic opportunities and examine the implications of the rivalry on its economic growth and development. This study employs a qualitative research design, analyzing, and interpreting data from literature reviews. The results show Indonesia's economic growth and development are intricately linked to its approach to leveraging the USA-China rivalry, managing infrastructure dependencies, and promoting the digital economy. To ensure sustainable progress and poverty reduction, well-designed policies and a multi-pronged approach are essential. Balancing relations with both the USA and China will be pivotal in attracting investment and expanding trade while avoiding undue external influence. Emphasizing digital infrastructure, talent, economy, and government sectors can also enhance the digital economy and contribute to Indonesia's long-term success on the global stage. In this context, programming is recognized as a tool for developing creative and logical thinking skills, which are key in overcoming complex challenges both in the military and society. The purpose of this study was to determine the impact of programming training for Indonesian Army soldiers. The methodological approach used combines quantitative and qualitative methods, through an initial survey to identify the number of soldiers taking programming training as well as an in-depth interview approach to explore the impact of programming on military assignments. The results showed that programming training had a positive impact, not only on improving problem-solving skills but also on the development of logical, systematic thinking and analytical skills. From a military perspective, programming gives The Indonesian Army soldiers a competitive edge in addressing modern challenges, such as technology development, intelligence analysis, and data management. Programming training also forms habits of logical thinking that are useful in making everyday decisions. Under international law, states are not required to enter into extradition agreements. There are impediments to the implementation of extradition, such as disparities in sovereignty principles and perspectives on offenses; in addition, this impediment exists at the regional ASEAN level, such as terrorism that can be extradited based on the UN Convention, even without an agreement, recognizing its impact on sovereignty. Therefore, the conclusion of an extradition agreement is crucial.<em> </em>Using normative research methodologies and legal perspectives, this study will explore the prospects and challenges in forging extradition agreements at the ASEAN regional level and compare them to the E.U. processes. The study's results indicate that there is still enormous potential for forming an ASEAN extradition treaty, which has made substantial progress with the 2018 provisional draught. Regional barriers and limits comparable to those encountered by ASEAN are anticipated. Therefore, an extradition convention will assist law enforcement and contribute to regional collaboration. Countries in the Middle East, especially Muslim-majority countries, still have a lot of conflicts going on. However, the contribution of Islam to the world of peace never stops. In the contemporary world, for example, this contribution is realized through the participation of Islamic countries in United Nations Peacekeeping Operations (UN PKO). This study aims to analyze the contributions of female peacekeepers of Islamic countries. This research uses the concept of peacekeeping and analyzes secondary data with the quality method and literature review approach as the data collection technique. The result of this research shows that eight of 12 peace missions involved Muslim-majority countries such as Bangladesh, Pakistan, Egypt, and Indonesia, which sent the most female peacekeepers. This study found that the Muslim-majority countries have successfully implemented the UN PKO program, especially for the increasing number of female peacekeepers agenda. It also found that the female peacekeeper has a substantive and public function in the operations, such as their contribution to the operation in logistical, informational branches, and medical aid aspects. However, the UN PKO still emphasizes masculinity. This study shows that domestic issues including inadequate military personnel and social stigmatization of women's peacekeeping engagement greatly reduce women's representation in UN peacekeeping operations. The usage of the phrase rebellion equates the PETA Army Action in Blitar with post-independence rebellion operations. Conceptually, this narrative raises the dilemmatic question of whether heroic actions can be considered acts of rebellion at the same time. From a defense science perspective, the discourse on acts of rebellion is classified as acts of insurgency. An act of rebellion is a criminal act that cannot be allowed. As a result, people are trapped in terms that have negative connotations in describing PETA's heroic struggle in Blitar. Therefore, this paper seeks to straighten out this perspective so that =narratives of history education can be in accordance with defense science. The method used in writing this research uses a descriptive qualitative research method with a literature study approach with a variety of literature on the philosophy of defense, philosophy of conflict, and philosophy of peace. The results show that rebellion against legitimate authorities can be categorized as a criminal act or social pathology and must be combated. Meanwhile, rebellion in the sense of revolution to achieve independence in the view of defense philosophy is an effort to achieve peace in the life and security of a nation. This kind of action is in accordance with defense objectives. Based on this, the actions taken by the PETA Army in Blitar were an independence movement to resist colonialism. This study proposes the Index of Basic Military Capacity (IKMR) as a reliable and valid measuring instrument to ensure the readiness of its civilian population in facing protracted warfare. we used the Partial Least Squares-Structural Equation Modelling (PLS-SEM) method to test the relationships between selected variables, validate constructs, and measure the reliability of each variable in developing the IKMR. Our innovative approach enables the government to determine a more effective strategy based on measurement results, ensuring that the civilian population is adequately prepared to defend the sovereignty, territorial integrity, and national safety of the country. This study aims to explore how game theory can be applied to assess the policies of NATO and Indonesia in combating and to establish the link between game-theoretic evaluation and conflict resolution in Indonesia's cyber landscape. By understanding strategic interactions and motivations of various actors, this study seeks to provide insights into fostering international cooperation, promoting responsible state behavior, and enhancing cybersecurity. This study employs a qualitative research design, relying on literature reviews, policy analyses, and case studies to examine the cybersecurity policies of NATO and Indonesia. Game theory serves as the primary analytical framework to model cyber conflicts and interactions between different actors. The policies of NATO and Indonesia are evaluated concerning cooperation, competition, and compliance with international law. The analysis reveals that both NATO and Indonesia employ distinct approaches to combating. NATO's collective response emphasizes coordination, information sharing, and cooperative defense strategies, reinforcing international cybersecurity efforts. On the other hand, Indonesia's response is shaped by its unique challenges and priorities, leading to tailored policies and collaborations. Game-theoretic evaluation establishes the importance of cooperation, deterrence, and adherence to international law in resolving conflicts arising from cyber threats in Indonesia.
