Singkawang is a positive example of a community where harmony and mutual understanding among ethnic groups have prevailed. Rarely are incidents, whether riots or conflicts related to the Chinese ethnic group, found. Therefore, this study aims to analyze the active role of the Chinese ethnic community in the governance of Singkawang through acculturation. This study was conducted with the direct involvement of the researcher on-site. The study used qualitative-descriptive to understand the phenomenon or events regarding cultural acculturation in Singkawang. Historical, anthropological, and sociological approaches are employed to comprehend this phenomenon. Interviews were conducted with ethnic communities to gather primary data, including the Chinese, Dayak, Malay, and Madurese ethnic groups and the Singkawang local government. Secondary information was collected from various research findings, news sources, and historical documents. The results indicate an active role of the Chinese ethnic community in the governance of Singkawang. Their presence is accepted and supported by all ethnic groups in society as a result of the acculturation process that has been ongoing for some time. More specifically, cultural acculturation has occurred between the Chinese ethnic community and other groups, such as the Malay and Dayak communities. This acculturation has generated positive perceptions among the community. Acculturation has also led to language, material culture, dietary habits, and clothing changes. The direct interaction among diverse groups and shared economic conditions play a role in shaping or influencing this situation.","PeriodicalId":52606,"journal":{"name":"Jurnal Bina Praja","volume":"7 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-08-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135052134","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, occasionally, some obstacles cause a lack of community participation. Therefore, several aspects, like socio-cultural and customary practices, are utilized for the rural development of indigenous peoples. This study aimed to analyze customary sanctions' function as social control in rural development for the indigenous Pepadun community in Srimenanti Village, Negara Batin sub-districts, Way Kanan Regency. This field research used a descriptive qualitative approach. The primary data were collected from interviews and observations, while the secondary data were assembled from Statistics Indonesia and customary records owned by informants. Transcription and description were conducted for data processing and analysis. As a result, customary sanctions enforced by Members of the Indigenous Council (Anggota Dewan Adat) have an important role in the social control of deviant behavior through agreed Bia (Biaya Adat/Customary Fees). Additionally, customary rules also play a role in filling both physical and non-physical rural development of the skills in the rural government and customary administrators. These customary sanctions run on community participation in complying with agreed customary rules.","PeriodicalId":52606,"journal":{"name":"Jurnal Bina Praja","volume":"56 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-08-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135054611","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The fund aims to promote regional self-sufficiency and community welfare throughout Indonesia. Riau is one of the provinces implementing fiscal balance funds and has high regional income in various sectors. However, the human development of some regions in Riau is unequal, even though the fiscal balance issued by the government continues to increase. This study aims to explore the fiscal balance funds, which consist of revenue sharing funds (DBH), general allocation funds (DAU), special physical allocation funds (DAK Physical), and special non-physical allocation funds (DAK Non-Physical), will affect human development in Riau Province from 2017 to 2022 in terms of health, education, and standard of living. This study used 72 observations from 12 cities/regencies in Riau obtained from Statistics Indonesia, and it was conducted by using a quantitative approach through panel data regression. This study produces three estimation models for each aspect of human development. REM is the model chosen to answer the three research models. The results in the first model showed that DAK Physical and DAK Non-Physical influenced human development in the health aspect. The second model was DAK Non-Physical, which significantly affected human development in education. Finally, DBH, DAU, and DAK Non-Physical significantly affected human development in aspects of decent living standards. Fiscal balance funds affect every aspect of human development in Riau. Fiscal planning and budgeting by local governments in Riau with targeted support are needed to further human development.","PeriodicalId":52606,"journal":{"name":"Jurnal Bina Praja","volume":"136 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-08-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135055031","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This study uses panel data regression analysis with a fixed effect model because it can reduce bias compared to other panel data models, especially those caused by unobservable time-invariant variables. The results showed that regional financial performance, as measured by the fiscal decentralization ratio, fiscal independence ratio, capital expenditure ratio, and social assistance expenditure ratio, significantly influenced inclusive economic development in Indonesia. Fiscal decentralization and social assistance spending have a positive relationship with inclusive economic development. Meanwhile, fiscal independence and capital expenditure have a negative relationship with inclusive economic growth.","PeriodicalId":52606,"journal":{"name":"Jurnal Bina Praja","volume":"24 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-08-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139352185","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This study answers three questions, namely, first, how is the policy implemented; second, what are the supporting and inhibiting factors; and third, how is work motivation due to equalization? This study used a qualitative method. Data was collected through interviews and secondary data. The research results showed that the policy of equalizing administrative positions into functional positions within the Ministry of Home Affairs in terms of implementing statutory regulations is smooth. However, problems arose when the policy was implemented. This problem can be seen in policy productivity, policy linearity, policy efficiency, and work motivation due to policy. This study suggests that the equalization of administrative positions into functional positions within the Ministry of Home Affairs should continue to be evaluated, and training related to the main duties and functions of each employee should continue to be improved.","PeriodicalId":52606,"journal":{"name":"Jurnal Bina Praja","volume":"24 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-08-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139352980","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The goal was to introduce their identity of them, so strong branding could be the basis for marketing tourism from the city. Therefore, the purpose of this study was to examine the perspectives of domestic tourists about city branding that use religion as the basis for their branding. This study analyzes the perspectives of tourists who visit Gorontalo City and Manokwari Regency. Gorontalo has the branding Serambi Madinah, and Manokwari is famous with Kota Injil as its branding. This study uses a qualitative approach and descriptive analysis based on Tourism Consumption Behavior (TCB) and critical questions for developing a city brand strategy. This study was conducted in 19 days, from 1 February to 20 February 2023, by interviewing tourists who visited Gorontalo City and Manokwari Regency. Literature studies also support the discussion in this study. The results showed that Gorontalo City, which has Serambi Madinah branding, has not attracted tourists' attention to sites, mosques, and religious festivals held in Gorontalo City. Tourists prefer to travel to the coast of Tomini Bay, such as Pulo Cinta and Botubarani Whale Sharks. Meanwhile, tourists visiting Manokwari have a more perspective that Manokwari is Kota Injil, where the bible first entered Papua through Manokwari. Several factors can also influence city branding: local history, culture, natural resources, and religion. Local wisdom is also essential to support the city's branding.","PeriodicalId":52606,"journal":{"name":"Jurnal Bina Praja","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-04-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"46345761","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The method used in this study used qualitative with a literature study approach. The findings in the study showed that in understanding the place and building city branding, there are at least three processes first through urban governance planning or infrastructure, then observation by looking at other places in the city branding. Finally, branding representation on social media is in the form of websites and tweets through news, while Instagram is through branding images from somewhere and several other media. Furthermore, City branding can be hyper-competition, showing that business competition is increasing. On the other hand, it can be a challenge and an opportunity considering that many cities have reimagined their competitive strategies by maximizing their internal potential, namely existing resources, to take opportunities and anticipate the threats faced. The contribution of this study provides an understanding of measurements in the city branding literature, helps researchers discover new studies, and can interpret the complex nature of cities. Another thing is that closing the gap between theory and practice presents a huge challenge for brands.","PeriodicalId":52606,"journal":{"name":"Jurnal Bina Praja","volume":"1 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-04-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"68353489","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

City branding is one of the phenomena of the 21st century, which is a strategic effort for regions to increase competitiveness in global competition. Several cities or regencies in Indonesia have strong branding because they are made to follow the identity of the city that is formed. This study uses a qualitative method with logo and tagline theory to reveal the image displayed through its visual elements. Based on the observations and reviews of the logo and the tagline of the Kendal Handal logo, it was found that the elements of a good logo have been completed in Kendal City branding. Let's look back at the history of the Kendal tree, which is the origin of the name Kendal. The symbols in each of its elements contain the meaning of local wisdom, including geography, history, and culture. The regional image displayed from the logo's shape is not something static, and it will, of course, change according to its conditions. The Kendal Handal logo is part of the existing dynamics and represents the geographical, historical, and cultural conditions of each era.","PeriodicalId":52606,"journal":{"name":"Jurnal Bina Praja","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-04-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"47587015","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This study uses a qualitative approach by examining several relevant official government documents. It is done by thematic analysis. The findings of this study indicate that the forest city development plan in IKN is based on the principles; of conservation of natural resources and wildlife habitats, connected with nature, low carbon development, development of water resources, controlled development, and community involvement. In addition, the government has also calculated the benefits gained from the development of the forest city economically, socially, and environmentally. However, the government cannot only calculate the benefits but also considers other negative aspects that could occur, such as forest ecosystem problems. Development that is not carried out carefully can cause environmental damage and threaten survival. This study encourages the government to act following an orientation towards quality and sustainable environmental management. This can only be done if the government implements strong and strict regulations. The government also needs to consider financial problems and socio-economic challenges. This is useful for ensuring sustainable development can run harmoniously between the government, the environment, and the social community.","PeriodicalId":52606,"journal":{"name":"Jurnal Bina Praja","volume":" ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-04-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"48768712","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
