However, there is relatively little literature about how the university team should implement business assistance to a small partnering firm. Accordingly, this research used three stages and a mixed-method approach to solve the problem, involving qualitative and quantitative techniques and action research. This study introduced PROSEM, an acronym for problem rooting, solution treatment, and measurement, to guide university business assistance to small firms by adopting the design thinking paradigm. The results revealed a significant impact on the SME's business performance. The PROSEM process further proved that a measurable and well-planned treatment based on the root causes could increase revenue and production volume and reduce the returned product rate. At the same time, this study enriches researchers' knowledge and skills in developing the concept and guidelines of a systematic problem-solving method using unique, real cases in the small business community. In contrast to the studies by Gaus et al. (2017), Sofyani et al. (2018), Muellerleile and Robertson (2018), Turner et al. (2019), and Meilani and Hardjosoekarto (2020), this study explores normative and mimetic mechanisms resulting in the mixed pattern of public administration (Traditional Public Administration (TPA), New Public Management (NPM), and Post NPM), focusing on the transformation of Digital Era Governance (DEG). Employing Soft Systems Methodology (SSM) by Reynolds and Holwell (2010), combined with Text Network Analysis (TNA) by Segev (2020) and Social Network Analysis (SNA) by Borgatti et al. (2014), this study shows the micro dynamics of relationships between actors, the meso dynamics of organizations, and the absence of regulations at the macro level, all of which lead to institutional divergence in the form of fully hybrid governance (as proposed by De Waele et al. (2015)) that is also caused by normative and mimetic mechanisms. Systems Thinking can support problem-solving in the reactive crisis mode that practitioners find themselves in, let alone when seeking ways to improve the end-to-end Supply Chain. This paper determines the prevalence of Systems Thinking methodologies within the literature and confirms if these contributions provide benefits to Supply Chain Management beyond the dyad through empirical research? Given the challenges of realising supply chain-wide progression, are these contributions supporting the discipline in pursuing industry advancement strategies? A systematic literature review methodology was employed, evaluating ninety-seven peer-reviewed papers regarding the breadth; from suppliers' supplier to customers customer, and depth; from literature review to empirical research. Five research outcomes are identified, resulting in an established hypothesis. We argue that a positive correlation between Systems Thinking Maturity and Supply Chain Performance leads to a more significant opportunity to go beyond the dyad.
