When traditional components of sovereignty are eroded, what options remain open to states seeking to forestall international isolation? Drawing on a case study of Taiwan, this paper explores the potential and the pitfalls of using paradiplomacy as a substitute for traditional diplomacy. I argue that Taiwan uses paradiplomacy for three primary purposes: as a ‘hedge’ against weakness in the central-level US-Taiwan relationship; as a tool for developing long-term relationships with rising political stars; and as a performative strategy for asserting Taiwan’s statehood by showing others that it acts like a state. While paradiplomacy enables Taiwan to strengthen ties to US policymakers, these efforts have become increasingly complicated as mainland Chinese influence on local US politics increases. Rather than equitably affecting all, COVID-19 has brought about a “patriarchal reset”, exacerbating women’s health and care labour burdens and heightening the physical violence against women and other threats to women’s human rights. This paper examines global health governance in the region from a feminist political economy perspective. We ask how has the pandemic and associated lockdowns affected women’s safety and access to economic resources and services on the one hand, and ‘women, peace and security’ (WPS) practitioners’ capacity to safeguard women’s rights in fragile settings on the other hand? We examine the gendered impacts of COVID-19 based on two surveys of WPS practitioners during 2020. Significant rises in domestic and gender-based violence, reduced access to reproductive health services, and increased income insecurity were all perceived and/or experienced during COVID-19 restrictions. WPS practitioners delivered services to mitigate these effects of COVID-19 despite overall less funding than before COVID-19. Seemingly, China and Japan have been competing over the export of infrastructure projects and access to the Southeast Asian market. Against this backdrop, this paper sheds light on recipient states’ agency. Specifically, this paper explores how Indonesia has responded to Sino-Japanese competition through the perspective of economic hedging. In the realm of domestic railway development and the need to establish connectivity on Java, why did the Indonesian government decide to work with China to develop the Jakarta-Bandung High-speed Rail project and Japan on the North Java Upgrading Line, as the two lines are not interoperable? Railway policy in Indonesia is strategic and pragmatic. On the one hand, Sino-Japanese competition diversifies Indonesia’s options as it continues striving to strengthen infrastructure development. On the other hand, the need continually to strike a balance between the two great powers requires skill and flexibility. These relatively smaller US allies must deepen cooperation with the US to address some critical security challenges that cannot be dealt with alone, but have failed in three key ways. First, the less capable the US becomes via dwindling resources reserved for meeting allied security needs, the more likely the allied dependence on US military protection is proportionately reduced in the absence of viable alternatives. Second, China’s attempts to drive a wedge between the US and its allies compounds the perception of disunity that results in allied dependence being significantly reduced. Lastly, the smaller states have limited capacity to create a buffer to navigate the rivalry between the two larger nations. The article opens with a consideration of why attention is drawn to the agency of the weak. Weak states are often treated as ‘objects’ of international politics rather than ‘subjects’, and their foreign policy actions are commonly taken to be ‘reflexive’ of external constraints, such as fluctuations in the balance of power in the international system. We disagree with this view. We argue that weak actors can demonstrate varieties of agency regardless of their position in the international system in terms of material capabilities. To clarify this point, the article reflects on the changed and changing global and regional environments and order. Rather than seeing them through the lens of great power politics and its signature concept of ‘polarity’, the article offers an alternative notion, namely a ‘multiplex’ world, and identifies the key nature of order therein: multiplicity and fluidity. Both material and normative power have already and continue to become fragmented, decentralised, and dispersed within and across states. Paribatra","doi":"10.1080/09512748.2021.1998205","DOIUrl":"https://doi.org/10.1080/09512748.2021.1998205","url":null,"abstract":"Abstract Despite terminological variations used to characterize Myanmar’s foreign policy within the extant literature, in practice Myanmar has adopted a foreign policy of neutrality and non-alignment since independence to avoid being drawn into global and regional post-World War II power struggles. As realist perspectives suggest, Myanmar’s behavior is a rational choice derived from inherent limitations that a typical weaker state must inevitably conform to the systemic pressures and changes. However, as the discussion illustrates, a weaker state can also be relatively autonomous and possess the ability to pursue independent foreign policies in relation to more powerful states at the international level while dealing with unit-level domestic security problems and challenges. Meanwhile, it is essential not to treat the state as a cohesive unit, as commonly done within existing IR theories based on the experiences of the West. Rather, the state should be treated as a fragmented unit in which its segments possess varying degrees of agency to interact and leverage with other actors at both the international and domestic levels.
