To deepen the new round of high-level opening up to the outside world, it is necessary to accelerate the construction of a domestic institutional system that is connected with international high standard economic and trade rules. This article takes high standard international economic and trade rules as the research object, focusing on the \"Three Zero\" rules, digital trade, competitive neutrality, intellectual property, government procurement, labor rules, etc. By sorting and summarizing the main rules of high standard economic and trade agreements such as CPTPP, USMCA, DEPA, etc., it analyzes the differences with domestic rule systems and the risks and challenges of China's integration. On this basis, this article proposes countermeasures and suggestions for international economic and trade rules based on elevation standards: firstly, steadily promote high-level opening up to the outside world and enhance the level of trade liberalization and facilitation; Secondly, accelerate the completion of domestic institutional reform and build an open economic system that is compatible with high standard economic and trade rules; Thirdly, actively promote the process of joining CPTPP and DEPA; Fourthly, actively participate in international economic and trade rule negotiations, and deeply participate in rule formulation and reshaping. Employing empirical analysis on data from China's A-share non-financial listed companies between 2003 and 2019, it is found that monetary policy uncertainty undermines corporate confidence in development, leading to a diminished enthusiasm for adjusting investment strategies in response to economic fluctuations. This hampers the sensitivity of corporate investment to capital costs, suggesting that monetary policy uncertainty impedes market entity decision-making, not only impairing the effectiveness of monetary policy interest rate transmission mechanisms but also reducing the efficiency of corporate investment. The Yangtze River Delta region has invested a large amount of funds in the field of new infrastructure, including 5G networks, data centers, intelligent transportation, new energy, and other fields. These investments not only promote the optimization and upgrading of regional industrial structure, but also lay a solid foundation for high-quality economic development. The impact of new infrastructure investment on high-quality economic development is reflected in the following aspects: promoting traditional infrastructure reform and promoting the transformation of old and new driving forces; Promote supply side structural reform and optimize resource allocation; Promote diversification of financing channels and stabilize capital structure; Generate spillover effects, increase employment opportunities, and improve people's well-being.
