This article discusses the issues of financing and ensuring the accessibility of higher education, and getting the balance between higher education spending and other public spending.\u0000Objectives. The article aims to analyze the major economic indicators of the higher education system's development in some countries and regions.\u0000Methods. For the study, I used the general scientific research methods.\u0000Results. The article describes different combinations of students' tuition costs and ways to find the optimal balance between different forms of learning support undertaken by governments of different countries.\u0000Conclusions. The high quality of higher education is recognized as an absolute priority. In the coming decade, higher education ecosystems will change in many countries, driven by changes in demand for higher education. This article discusses the issues of ensuring balanced socio-economic development at the local level.\u0000Objectives. The article aims to develop a methodology for classifying municipal districts according to the level of social development.\u0000Methods. For the study, I used the methods of mathematical analysis.\u0000Results. Based on the analysis of indicators for the period 2010–2021, the article divides the Central regions of the Republic of Sakha (Yakutia) into three clusters. Most of the districts are included in the second cluster, corresponding to the average level of social development. This indicates that there are insignificant differences in social development indicators between the Central regions of the Republic of Sakha (Yakutia).\u0000Relevance. Based on the analysis of the main macroeconomic indicators of the Republic of Mordovia for 2011–2022, the article identifies risk factors associated with the formation of the revenue part of the budget of a depressed region.\u0000Relevance. This article discusses the importance of special economic zones in solving problems related to attracting investors, supporting regions of concern, and creating regional growth poles.\u0000Objectives. The article aims to consider the impact of economic and geographical location, characteristics of the region of base, the investment policy implementation quality, and the level of tax burden on the efficiency of Russian special economic zones.\u0000Methods. For the study, we used the Data Envelopment Analysis (DEA) technique, and a regression analysis.\u0000Results. The article presents the results of the analysis of the effectiveness of budget investments in the infrastructure of various special economic zones in Russia.\u0000Conclusions. The quality of the implementation of the regional investment policy has the most significant impact on the success of the development of special economic zones. For the study, I used economic and statistical research methods.\u0000Results. The article finds certain imbalances of the spatial distribution of economic activities in the Chechen Republic and states that the mining and processing industries are thinly represented in the Chechen Republic's economy.\u0000Conclusions. To accelerate the economic advancement of the Chechen Republic, it is necessary to create a modern science-intensive industrial base. The development of industry is closely related to agglomeration processes. This article discusses the issues of budget reform and changes in the regional budgets of the subjects of the Ural Federal District.\u0000Objectives. The article aims to assess changes in the regional budgets of the subjects of the Ural Federal District for the period from 2000 to 2022.\u0000Methods. For the study, we used a statistical analysis.\u0000Results. The article finds that the percentage of the Ural Federal District regions in the total revenues of the consolidated budgets of the constituent entities of the Russian Federation gets decreasing, while a significant increase in the percentage of non-repayable receipts is recorded in the revenue part of the budgets under study.\u0000Conclusions. It is necessary to develop measures to improve the independence of regional budgets, especially in the context of constant external and internal economic changes. For the study, I used historical, comparative, statistical, and systems analyses.\u0000Results. The article considers the basic conditions for the formation of agglomerations in the Magadan Oblast and Chukotka Autonomous Okrug, and proposes several variants of the spatial transformation of the Far North-East of Russia. As well, the article clarifies the definition of the Northern Agglomeration concept.\u0000Conclusions.
