Se enfatiza la recuperación de un destino alta-mente competitivo y bien posicionado entre la población de Estados Unidos, la ciudad de Tijuana en la frontera con San Diego, California, comparándolo con otros destinos, uno nacional (Cancún, Quintana Roo –México–) y el otro internacional (Tailandia). The authors argue that this period saw an increase in detention, deportation and securitization on both sides of the border, despite the differences in the politi-cal orientations of the Canadian and U.S. governments. Drawing on recent developments in border theory, the article explores the ways in which the northern U.S. border has become increasingly politicized and securitized. The Trump administration’s anti-migrant policies led to a rapid increase in the numbers of asylum seekers crossing the Canada-U.S. border into Quebec in an irregular fashion at Roxham Road in northern New York state. The intense political re-sponse to this situation in Canada and especially Quebec eventually resulted in the renegotia-tion of the Safe Third Country Agreement between the two countries. In the same period, in the northern United States, there was an increase in surveillance and targeting of migrants through the enforcement of international checkpoints 100 miles south of the territorial border. The research draws on over 300 pages of internal communications and other corpo-rate documents, which were produced by Vancouver-based Skye Resources and released pub-licly as an affidavit in a civil court case in Ontario, Canada. The documents demonstrate the roles of mining company executives and their collaborators in coordinating events that led to the gang rape of eleven Maya Q’eqchi’ women in Guatemala during a 2007 land eviction. Ana-lyzing the documents through a framework of corporate counter-insurgency (co-COIN), the pa-per explores the importance of international consultants and local elite networks in co-COIN campaigns. The case study explored in this paper contributes to the theorization of public-pri-vate repressive forces within co-COIN. This is visible online on the sites of some influencers who have waged a battle against COVID-19 mandates, and in real world protests such as Canada’s Freedom Convoy, an event that culminated in a three-week occupation of Canada’s capital, Ottawa, from January 29 through February 20, 2022. The movement had some appeal beyond its core groups and picked up momentum as time went on. Ford’s election platform, titled a “Plan for the People,” resonated with the business elite who supported his free-market reforms but also with middle-class and blue-collar workers living in suburban and northern areas of the province. The article examines how Ford positioned his rivals as “out of touch” members of the political and cultural urban elite, responsible for a spiralling deficit that would economi-cally burden hard-working people. Unlike many other right-wing populist leaders, who have relied on xenophobic or anti-immigrant narratives, we argue that Ford’s populist stance is dema-gogic and pragmatic. This enabled him to pivot and shift his political strategy to amass support from a diverse range of economic, racial, ethnic, and religious groups, including new immigrants. We draw on newspaper articles, public documents and reports, as well as thirteen interviews with politicians, teachers and civil servants. The article highlights how Ford’s government operated to weaken democratic institutions through measures such as “strong mayor powers,” invoking the notwithstanding clause, as well as undermining the public sector. We trace how Ford’s populism undermined public education through overt and subtle measures that weaken school boards and unions while advancing privatization. We show how Ford bypassed intermediaries, in this case, school boards and teachers’ unions, and appealed directly to “the parents” through the media and employed cli-entelist strategies such as cash transfers under the guise of “parental choice” to hollow out public education. En esta actualización se incluye la meta de llegar a emisiones netas cero para el 2050, siguiendo la tendencia global con liderazgo de Naciones Unidas y el Estados Unidos del presidente Joe Biden. Para cumplir con estos objetivos, el gobierno federal canadiense diseña varias leyes y programas. No obstante, la implementación depende de las provincias. Este artículo asume que las estrategias normativas climáticas a nivel provincial están vinculadas con su matriz energética y tipo de economía, lo cual tiene como resultado divergencias entre las provincias y con el gobierno federal. Algunas de ellas no establecen este objetivo federal como prioritario y las que sí, diseñan instrumentos climáticos diversos que van desde soluciones basadas en mercados hasta tecnológicas. Tal es el caso de la literatura en francés de las Prime-ras Naciones canadienses que, si bien ha ido ganando visibilidad, sigue siendo relativamente poco conocida fuera e incluso dentro de Quebec. Con el fin de permitir al público hispanohablante conocer, disfrutar y valorar la poesía contemporánea escrita en francés por autoras innúes, se esboza aquí un panorama de la situación actual de la producción literaria de las Primeras Naciones en Canadá, para enfocarse después en aquello que caracteriza las voces poéticas innúes: voces inauditas, voces milenarias, voces insurrectas y voces espejo.
