The aim of the article is to explore the problems of exploitation and their solutions: an excursion into the past and a modern view in various manifestations and forms. Methodology of research. Research on the chosen topic was carried out using various methods of detailed study of the main components of this topic. At the same time, preference was given to the following methods: historical (the phenomenon of exploitation is considered in historical retrospect), dialogic (processes of exploitation are studied from the standpoint of the formation of the author’s questions, and the answers are from the appropriate source), system and structural, abstract and logical (all structural components of the study are presented in certain logical and abstract sequence). All research processes were closely related from the standpoint of their dialectical development. Findings. A study of the development of exploitation was carried out with an emphasis on the processes of the origin of this social and economic phenomenon in various spheres of mutual relations in human society. The importance and role of exploitation processes in various spheres of social relations and, at the same time, the insufficient volume and level of research into this phenomenon are emphasized. In the research processes, the main attention was focused on: clarifying the essence and phenomena of the development of exploitation and its interpretation in scientific publications; periods and conditions of exploitation in various production methods; combination of economic and non-economic forms of exploitation; the development of new forms of exploitation and their influence on views and statements regarding the development of the processes of this social and economic phenomenon. Originality. On the basis of the obtained research data, specific conclusions and proposals regarding further steps in the study of the patterns of the development of new forms of exploitation in modern conditions have been formed. Practical value. Proposals to expand the range of research on exploitation processes, focusing special attention on such an important component of this socio-economic phenomenon as self-exploitation, deserve attention. It is also necessary in modern conditions and for the future to provide for the study of the basics of exploitation in educational institutions of Ukraine. The aim of the article is to substantiate the relationship between the life cycle of the enterprise and the management of the development of its potential. Methods of research. General scientific and special methods were used in the research process, in particular: induction and deduction – at the stage of collecting, systematizing and processing the necessary information; abstract and logical – for the formation of theoretical conclusions regarding the management of the development of the company's potential; monographic and comparative – to systematize the approaches of scientists to the selection of stages of the life cycle of an enterprise; tabular – for visualization of research results by scientific searches. Findings. The issue of the relationship between the life cycle of the enterprise and the development of its potential is considered. Attention is focused on the fact that in order to achieve the goals, focusing on the company's development strategy, the manager should plan the search and supply of resources not only at the stage of the company's formation, but also throughout its life cycle. The importance of strengthening the company's potential and its connection with competitive positions on the market is indicated. An analysis of the components of resource provision in terms of potential management at each stage of the life cycle was carried out. The views of scientists on the life cycle of the enterprise, its structure and the emphases made in their scientific works were analysed. It is proven that the analysis of the life cycle of the enterprise gives an answer to the question of the effectiveness of the management decisions made and is the basis for adjusting such decisions and improving their effectiveness. Originality. The article examines the 5-stage model of the life cycle of the enterprise through the prism of the potential of resource security, which, unlike the existing ones, ensures by establishing an effective system of potential management at each step of the corresponding stage. Attention is focused on the potential management system in terms of management functions. It is noted that using a functional approach, a clear structure of the management system is built, with consistent planning, forecasting, and organization of production and business processes. Practical value. Proposals substantiated by research results can be used by the company's management to strengthen its position in the market, and act as a competitive player with the appropriate potential. The purpose of the article is to study the structure and volume of revenues of local budgets of Ukraine during martial law, comparing them with pre-war indicators to determine possible additional sources of revenue at the level of local self-government. Methodology of research. In the research process, general scientific and empirical methods based on a systemic approach were used. The methods of statistical data processing and grouping were used to analyse the dynamics of tax and non-tax revenues of local budgets, as well as the method of system analysis. Findings. The article examines and analyses the dynamics and structure of revenues of local budgets of Ukraine under martial law. The negative impact of a full-scale war on the revenues of local budgets, in particular on non-tax revenues, revenues from capital operations and inter-budgetary transfers, has been established. To ensure the financial stability of local authorities, the authors proposed reserve sources of income, such as the employment of internally displaced persons, the creation of new jobs, including through the relocation of business entities, the elimination of shortcomings in the management of communal enterprises and their removal from unprofitability, more effective management of land resources, in particular, review of existing lease agreements, inventory, systematic land accounting, timely review of rent, formation of a base of tax payers for land, etc. Originality. This article provides a detailed analysis of the influence of martial law on the formation of the revenue part of local budgets of Ukraine, taking into account the latest statistical data and legislative changes. In addition, a number of reserve sources of income for local budgets are proposed, which can be used to ensure the stability of financial resources in the conditions of martial law. Practical value. The results of this study can be used for the development of effective mechanisms for the formation of the revenue part of local budgets in the conditions of martial law and ensuring the stability of finances at the local level. The aim of the article is to reveal the peculiarities of the corporate culture transformation of the metallurgical industry enterprises amid digital and green economy. Methodology of research. General scientific and special methods of economic research were used in the process of conducting the research, in particular: a systematic approach – for determining the essence of corporate culture; sociological survey – for diagnosing the corporate culture of metallurgical enterprises; statistical methods – for processing the survey results and calculating Cronbach's Alpha parameters to determine the reliability of the questionnaire; comparative method – to compare deviations between existing and desired profiles of corporate culture under the influence of digitalization, smartization and environmentalization; dialectical, abstract and logical – for making theoretical generalizations and forming conclusions. Findings. A methodology for diagnosing of the corporate culture transformation of the metallurgical industry enterprises under the influence of digitalization, smartization and environmentalization is proposed on the basis of a sociological survey of the staff of metallurgical enterprises of Ukraine. The results of the survey based on the profiles of the existing and desired corporate culture are demonstrated. The results of the survey proved that the staff of metallurgical enterprises PJSC \"Zaporizhstal\" (Zaporizhia), PJSC \"INTERPIPE\" (Dnipro), PJSC \"Central GZK\" (Kryvyi Rih), PJSC \"KAMET-STEEL\" (Kamianske), PJSC \"YUZHKOKS\" (Kamianske) want to reduce the gap between the existing and desired corporate culture in the direction of digital smart and green economy. Directions for improving the corporate culture of metallurgical enterprises under the influence of digitalization, smartization and environmentalization are recommended. Originality. A methodical approach to evaluating the transformation of corporate culture under the influence of digitalization, smartization and environmentalization (existing and desired) was developed. The approach includes five stages: 1) conducting a sociological survey; 2) calculations of integral indices; 3) three profiles formation of the corporate culture transformation of metallurgical enterprises; 4) calculation of the level of deviation of the desired from the existing culture and their comparison; 5) development of recommendations for the corporate culture transformation. Practical value. The proposed recommendations can be used to improve the mission, strategic vision, corporate culture and its values for metallurgical enterprises. Findings. The study examines the theoretical foundations of various forms of tourism development in the contemporary economic environment and explores the transformation aspects of the tourism industry as a whole. The research emphasizes the significance of the tourism sector for the economies of countries and their social development, highlighting how tourism facilitates self-improvement, fulfilment of recreational, cognitive, and spiritual needs, and the internalization of personality. Moreover, it highlights the sense of responsibility towards the environment and the desire to enhance ecology, confirming the close connection between tourism and sustainable development, encompassing economic, social, and ecological aspects. Originality. The article explores the distinctive features of tourism development worldwide and in Ukraine, substantiating the contribution of tourism to the global GDP. The research evaluates the current state of tourism development in Ukraine, taking into account external challenges and ecological crimes. The study identifies the demand for different types of tourism in the current context, substantiating their effectiveness and conditions for recovery and implementation, including recreational, health-oriented, cultural, educational, social, fashion, youth, and ecological tourism. The study concludes that further development of the tourism industry stimulates economic growth, creates additional job opportunities, attracts investments, and supports local communities. Practical value. The proposed recommendations resulting from this research can be employed for the effective development of necessary forms of tourism, considering analytical research and risks like the pandemic and aggression against our state by the Russian Federation. Methodology of research. The methodological basis of the research is the dialectical method of scientific knowledge. In the research process, general scientific and special methods were used, in particular analysis and synthesis, dialectical – to determine the initial conditions and content of critical technologies; analytical – when processing literary and Internet sources; causal – to determine the dynamics of the development of the energy sector of Ukraine; abstract and logical – for outlining the main directions of functioning of critical technologies in the field of energy security, clustering of the national economy, forming conclusions and proposals. Findings. Current and prospective critical technologies in the energy sector, which will be able to ensure the growth of the efficiency of the energy sector and national security of Ukraine, are summarized. The article is devoted to the problem of studying the accounting practice of reflecting the receivables of budget institutions, as an object of investigation with the participation of forensic economic experts. The relevance of the study is determined by the need for information support for pre-trial investigation requests, especially those where the budget funds aimed at payments for goods, works and services, which are classified as accounts receivable and all relevant transactions, are the object of the crime. Methodology of research. The research methodology included theoretical and traditional legal methods using empirical research data. When writing the article, an analysis of the accounting treatment of receivables of budgetary institutions was carried out and an assessment of its regulatory and legal support for the work of a forensic expert was performed. Findings. The article analyses the stages of reflection the process of accounting, documentation of receivables of budgetary institutions in the understanding of how the existing forensic tools of forensic economic examination interact with the object to solve the issues raised by investigative bodies. An analysis of the accounting process was carried out separately by types of receivables - current, past due, expired, bad. The peculiarities of the display on the accounts of debts due to settlements with accountable persons, which are potential objects of forensic economic examination, are taken into account. The information on the accounting support for the examination of amounts of receivables that arose in previous budget periods, taking into account the sources of funding from the general or special funds of the budget of institutions, banks (except for own revenues) and its return, was detailed. The correct algorithm for displaying funds received in the current budget period as a return of receivables that arose in previous budget periods in the accounting was specified, and it is also proposed to consider actual actions in the institution regarding the adjustment of the result of the estimate in the course of the examination. The impact of calculations that arise in the process of performing estimates between the main managers of funds and managers of a lower level on the order of accounting display and generalization of information about such calculations in the reporting is analysed. The need to carry out separate procedures for advance payment (advancement) of goods (works, services) is substantiated, taking into account the limitations of advance payment by budget legislation. Originality. The scientific novelty of the study consists in the improvement of the regulatory and legal support for conducting a forensic and economic examination of the receivables of budget institutions. Findings. An assessment of the state of production and economic activity of the main producers of agricultural products in Ukraine was carried out. The main factors that affect the formation of their economic stability, in the conditions of the manifestation of destructive phenomena in the social and political life of the country, which are a consequence of Russia's military aggression against Ukraine, are determined. Taking into account the experience of business entities under martial law, theoretical and practical proposals regarding the post-war revival of the agrarian sector are proposed. Originality. An assessment of the stability of agricultural enterprises and households in the conditions of changes in the external business environment caused by Russia's military aggression against Ukraine was carried out. The purpose of the work is to study the impact of the war on the economic availability of food and to estimate the volume of deficits in the production of vegetable products. Methodology of research. Scientific works on the problems of the formation and functioning of the vegetable market became the methodological basis of the research. The following methods used were: dialectical, the method of expert evaluations (when analysing publications and the main opinions of experts on the researched topic), mathematical and statistical (when determining the amount of deficit in vegetable production, determining the share of occupied regions and when analysing the regional structure of vegetable production), systemic analysis (theoretical generalizations, establishing structural connections between the elements of the studied system), abstract and logical (when forming conclusions and recommendations), etc. Findings. An analysis of the current state of vegetable production was carried out. The volumes of the deficit of vegetable production have been established and the share of the occupied regions in the sown areas and gross harvests of vegetables and melon food crops was determined. The reasons for the unsatisfactory state of the vegetable and food sub-complex were established. The general strategy and priority directions for the development of vegetable growing and melon growing and the processing industry were outlined. The volumes of production of vegetable and melon products for the future for domestic needs were determined. Originality. For the first time in the conditions of martial law, the actual volumes of the deficit of vegetable production in the southern regions of Ukraine, which are occupied or affected by military operations, were determined. Scientific and methodical approaches to the formation and functioning of the vegetable market were improved by introducing a mechanism for replacing the deficit in the production of certain vegetables in specific regions. Thus, it is proposed to expand the area of cultivation of vegetables of the borscht group and rare vegetable crops in the western, central and southern regions of the country within 67.0‒80.0 thousand hectares; and heat-loving vegetable crops (tomatoes, peppers, eggplants, melon crops) in Mykholaiv, Dnipropetrovsk, Kirovohrad, Odesa regions within 25.0‒26.5 thousand hectares. In addition, by introducing innovative technologies, scientific support of the industry and increasing the share of specialized large-scale enterprises, increase the yield of vegetables from the existing 20 to 25 t/ha, which, unlike existing approaches, will make it possible to overcome the deficit in the production of vegetables in the amount of 2 million tons and melon food crops at the level of 230‒250 thousand tons. The aim of the article is the determination and substantiation of the essence of the economic mechanism for the development of territorial communities and attracting additional financing. Methodology of research. The research is based on the scientific works of domestic scientists on the development of territorial communities, the identification of its elements, and the formation of measures for attracting funding. General scientific and specific methods such as dialectical method of scientific cognition, analysis and synthesis, graphical method, abstract and logical methods were used to achieve the set goal. The dialectical method of scientific knowledge was used to consider the essence of the economic mechanism of the development of territorial communities; analysis and synthesis – to clarify the relationships between the elements of the mechanism; graphic – for a visual representation of the proposed measures; abstract and logical – for forming research conclusions and proposals. Findings. The economic measures for attracting financing to the development of territorial communities were analysed. It was established that the development of local economy and attracting additional financing is the key subject of study. The key elements of an effective economic mechanism for rural development were highlighted. Originality. A comprehensive understanding of the key elements of an effective economic mechanism was proposed. It provides an understanding of the interaction of these elements and their joint impact on promoting sustainable growth, investment attractiveness, improvement of living conditions, and creating a favourable economic environment. The scientific novelty of the research lies in its integrated approach to studying economic mechanisms necessary for the development of territorial communities. Practical value. The conclusions of the research have practical significance for local authorities and stakeholders involved in rural development of territorial communities. The identified elements of the economic mechanism provide a general plan for policy development and implementation of measures that contribute to economic growth. The research emphasizes the importance of targeted investments in infrastructure, support for small and medium-sized businesses, regulation of human capital development, promotion of tourism, and support for innovation. Integrating these elements into development strategies will help create a favourable environment for territorial communities, promoting economic stability and reducing inequality among them.
