It signalizes the opening of a new chapter in the official statistics of Massachusetts, and is indicative of the recognition by the legislature,?belated, to be sure, but still welcome, after four years of urging?of the need of a comprehensive, authoritative annual survey of the financial operations of the cities and towns of the Common? wealth, in addition to the statements of their debts, sinking funds, liabilities, and assets which have been published annu? ally for many years by the Tax Commissioner. That every social condi? tion is due to some cause or causes, that social remedies depend for their effectiveness on knowledge of causes, that this knowl? edge involves more or less investigation and examination are almost self-evident propositions, stated in this general way, and lead naturally to the employment of the statistical method as a form of research especially applicable where large numbers are to be dealt with, as in the case of social groups.
