The electricity transmission project itself is a complex project because it consists of many stages of work that are interrelated with each other, spread over many locations and involve many stakeholders. This type of project is generally difficult to control and contributes a lot of activities that should not be needed (waste) which leads to delays in project completion. The purpose of this study is to identify waste based on the concept of lean construction in power transmission projects. The research was conducted in the 500 kV Sumatera Package 3 transmission project and was descriptive qualitative as measured by quantitative methods. The research begins with taking actual data in the field with working papers filled out by each personnel related to the work to be mapped. Existing waste is obtained from mapping carried out using lean construction Value Stream Mapping (VSM) tools. The results show that the largest waste in the Transmission project is waste Waiting with an average of 2,29 and the lowest waste is Inventory with an average of 0,14 with the order of the largest waste to the smallest waste, namely Waiting, Defects, Overprocessing, Motion, Overproduction, Transportation, and Inventory. Abstrak Berdasarkan laporan kinerja Ditjen ketenagalistrikan 2020, persentase capaian kinerja penambahan transmisi tenaga listrik adalah 58,17%. Proyek transmisi listrik sendiri merupakan proyek yang kompleks karena terdiri dari banyak tahapan pekerjaan yang saling berkaitan satu sama lain, terpencar pada banyak lokasi serta melibatkan banyak stakeholder. Tipe proyek seperti ini pada umumnya sulit dikontrol dan menyumbangkan banyak aktivitas yang seharusnya tidak diperlukan (waste) yang berujung kepada keterlambatan penyelesaian proyek. Tujuan dari penelitian ini adalah untuk mengidentifikasi pemborosan (waste) berdasarkan konsep lean construction pada proyek transmisi listrik. Penelitian dilakukan di proyek transmisi 500 kV Sumatera Paket 3 dan bersifat deskriptif kualitatif yang diukur dengan metode kuantitatif. Penelitian dimulai dengan pengambilan data aktual di lapangan dengan kertas kerja yang diisi masing-masing personil yang berkaitan dengan pekerjaan yang akan dipetakan. Pemborosan (waste) eksisting diperoleh dari pemetaan yang dilakukan dengan tools lean construction Value Stream Mapping (VSM). This morale can affect the length of time it takes to work on a project, if the lower the morale of the workers, the longer it will take to carry out the development project. This work spirit is closely related to the time spent on a construction project. This study aims to determine the effect of morale on the progress of project realization. This type of research uses data collection techniques carried out using observation and interviews conducted through question and answer between researchers and informants. The population in this study were workers who worked in the Surya Grand Cisoka warehouse development project and the samples taken for this study were 6 workers. The results of the case studies show that the morale of the workers has an important role or a very significant contribution to the progress of the realization of project development. The results of this study indicate that on average the morale of workers decreases because their wages are late for days. Abstrak Semangat kerja merupakan aspek yang sangat penting didalam menjalani sebuah kegiatan konstruksi. Semangat kerja ini dapat mempengaruhi lama waktu pengerjaan suatu proyek. Semakin rendah semangat kerja para pekerja maka semakin lama juga waktu yang dibutuhkan dalam melakukan proyek pembangunan tersebut. Semangat kerja ini sangat berkaitan dengan waktu pengerjaan sebuah proyek konstruksi. Penelitian ini bertujuan untuk mengetahui pengaruh semangat kerja pada progress realisasi proyek. Teknik pengumpulan data dilakukan menggunakan observasi dan wawancara antara peneliti dan narasumber. Populasi dalam penelitian ini adalah para pekerja yang bekerja di proyek pembangunan gudang Surya Grand Cisoka dan sampel yang diambil untuk penelitian ini sebanyak 6 orang pekerja. Hasil studi kasus menunjukan bahwa semangat kerja para pekerja mempunyai peran penting atau kontribusi yang sangat berarti bagi progress realisasi pembangunan proyek. Currently, many construction projects uses value engineering to save costs. However, the implementation of construction projects in Indonesia especially the Water Supply System still very limited. Evaluation is one of the phase in value engineering that works to choose one alternative from various alternatives resulting from the creative phase. In decision making, the choice is influenced by several factors. Therefore, it is necessary identify the factors related to decisions on WTP buildings through a literature study, and then the results found are to be shared with WTP workers. The data processing uses relative importance index (RII) method to rank the influence factors. The calculation result of relative importance index (RII) shows that availability of water sources is ranked first with a score of 0,9371 and the factor labor that is needed is ranked last with a score of 0,8. With the result as the basis, hopefully it can be used as a reference to help the decision makers on WTP construction project and in taking decisions on other factors in choosing alternatives on Water Supply System buildings. Abstrak Sistem Penyediaan Air Minum (SPAM) merupakan penyedia air layak konsumsi yang diperuntukkan untuk memenuhi kebutuhan air minum di Indonesia. Saat ini, banyak proyek konstruksi menerapkan rekayasa nilai untuk penghematan biaya. Namun, implementasi pada proyek konstruksi di Indonesia khususnya Sistem Penyediaan Air Minum masih sangat terbatas. Evaluasi merupakan satu tahap rekayasa nilai yang bertujuan untuk memilih satu alternatif dari berbagai alternatif hasil tahap kreatif. Dalam pengambilan keputusan pemilihan alternatif dipengaruhi oleh beberapa faktor. Oleh sebab itu, perlu adanya identifikasi terkait faktor pengaruh keputusan pada bangunan Sistem Penyediaan Air Minum melalui studi literatur, lalu hasil identifikasi faktor disusun menjadi kuesioner dan disebarkan kepada para pekerja SPAM. Pengolahan data menggunakan metode indeks kepentingan relatif (RII) untuk mengurutkan peringkat faktor pengaruh. Hasil perhitungan RII menunjukkan bahwa faktor ketersediaan sumber air merupakan peringkat pertama dengan nilai RII sebesar 0,9371 dan faktor jumlah tenaga kerja yang dibutuhkan merupakan peringkat terakhir dengan nilai RII sebesar 0,8.
