{"title":"Effects of Political and Socio-economic Dynamics on Library Development and Utilization in Nigeria","authors":"Jonathan Chimah","doi":"10.4314/ajpas.v16i2.3","DOIUrl":"https://doi.org/10.4314/ajpas.v16i2.3","url":null,"abstract":"This paper presents qualitative analyses of case study discussions on the importance of libraries and the effect of political and social-economic dynamics on libraries in Nigeria with particular reference to public, national and academic libraries. It traces historical antecedents of selected libraries with a view of buttressing the point of libraries’ relevance from the ancient times to the modern information society.The article adopted an exploratory research design. Secondary data were obtained using a desk review of existing literature on state of Nigerian public, national and academic libraries. Theoretical framework based on library social responsibility and the role of government in the provision of library and information needs of the people is employed and discussed. They include planning process and critical discourse and informational justice (as part of social justice). Challenges facing libraries in Nigeria are identified to include adverse policies, paucity of funds and general government apathy to library development. The main objective of the research is to determine the extent of Nigeria’s commitment to the realization of the African Union’s vision of becoming a fully integrated, prosperous and peaceful Africa; and a dynamic force at the global level. Since her independence in 1960, Nigeria has been widely acknowledged as a leading power in Africa (The Giant of Africa) by several studies because of its preponderant political, economic and militarily power; influence; and benevolent contributions regarding to the liberation and progress of Africa. However, there are hardly substantive assessments of its recent performance towards Africa’s integration. The study adopts the Hegemonic Stability Theory; and descriptive analysis method to analyze data obtained from secondary sources. Analysis of the 2016 and 2019 Regional Integration Index (ARII) reports covering the period from 2010-2019 reveals that Nigeria has performed poorly towards the continent’s integration among its peers, both at the continental and sub-regional levels. The paper concludes that Nigeria’s poor performance would significantly slow the acceleration of Africa’s integration; and the country risks losing its leadership position in Africa to its rivals, especially South Africa. Russia’s invasion of Ukraine is the most violent interstate conflict in the world since the second invasion of Iraq and Afghanistan in 2003 and 2001 respectively by the United States of America. The paper examined the nature and causes of this war, and consequences of the war. The Qualitative method of data analysis through the use of Secondary sources of data was used in achieving the said objectives. The paper adopts the power theory as theoretical framework in investigating the nature of the war, remote and immediate causes of the war. The paper found out that the war is hybrid in nature and there are remote causes such as Ukraine’s sense of national identity, idiosyncrasy of the leaders’ involved and immediate causes such as Ukraine’s sovereignty, and status of Crimea, Donetsk, and Luhansk, international alliances, that triggered the occupation of Ukraine by Russia in February of 2022. The paper recommends that respect for a state’s sovereignty as enshrined in international law and United Nation’s charter should be a thing of national concern of both countries, that referendum should be considered especially with issues surrounding the status of Crimea. Hence, the paper’s objective is to ascertain the extent to which the X ban affected Nigerian political and economic development using the lens of small and medium scales enterprises (SMEs).Lagos state and computer village, renown for computer, mobile phones and other digital enabling devices in the sub-national unit of Nigeria, the business nerve center of the country, was selected as focus for the study because of the appropriateness of its features. Thedescriptive survey design was adopted for the research and the findings revealed that the suspension adversely affected Nigeria’s political and economic development as it breached Nigerians’ human right to expression, stained the country’s national image, devastate the e-commerce businesses such as lowering profits and cut jobs which increases unemployment rate. The study recommends that the government should improve on human rights respect, and explore alternative dispute resolution measures while X embraces adherence to national operational rules and laws amongst others. Specifically, the research among others sought to ascertain the extent to which SERVICOM has enhanced timely response to patients’ complaints in AE-FUTHA; to examine the extent to which SERVICOM has improved quality healthcare delivery in AE-FUTHA. The study was anchored on New Public Management Theory by Hood (1991). A descriptive survey design was adopted with a sample size of 380. Data for the study were obtained from the structured questionnaire, which were presented in frequency distribution tables for purpose of analysis. The findings of the study revealed among others - that there was significant positive relationship between SERVICOM and timely response to patients’ complaints in AE-FUTHA; that there was significant positive relationship between SERVICOM and improved quality healthcare delivery in AE-FUTHA. The implication of the findings is that SERVICOM is very strategic to entrenching efficient service delivery in the health facility. Hence, emphasis is placed on the need to provide adequate security in order to guarantee credible, free and fair elections. While previous studies have focused on the roles of security in the electoral processes, the implication of their roles (security agencies) have not been central to the existing debates. This paper examines the implications of politicizing the security agencies in the electoral process with special regards to the 2019 general elections. The paper employed a documentary analytical technique as our method of data collection, while qualitative descriptive method was used for the analysis. Anchoring our discuss on the structural functional theory, findings amongst others revealed that politicization of the security agencies by desperate politicians undermines the principles of credible, free and fair elections in the 2019 general elections; also the professional dispositions of some security agencies in the electoral process negates their role of maintenance of law and order which are an important tenets of the protection of lives and properties that enhances the need for credible and impartial electoral governance in Nigeria. This percentage of the citizens depend on their daily earnings to be able to take care of their family members in terms of feeding, health care services, payment of school fees among others. This daily earnings were shortened by the Indigenous People of Biafra with their mandatory sit at home order on Mondays and every other day that their leader would be appearing in court in the whole of five South East States. This followed the arrest and detention of the leader of IPOB; Mazi Nnamdi Kanu by the federal government of Nigeria. The broad objective of this paper is to examine the socio- economic implications of this sit at home order on the poor citizens of South East States of Nigeria with focus on Ebonyi State; a state rated as the poorest among the five states of the South East. The theory that anchored the study is the optimal constraint theory while quantitative research design which made use of survey method was employed to accomplish the purpose of the study. The data for the study were collected through structured questionnaire items and focus group discussion. 400 respondents were purposively selected from the study area. Four points Likert type scale was employed in data collection and to measure the magnitude of the responses. Data collected were analyzed using percentages. The three formulated hypotheses were tested using Chi-Square. The findings show that the sit at home order has made the people of South East States especially Ebonyi State poorer with its chain effect on school drop-out, joblessness and increased insecurity. Chapter 4, Article 4 of the African Union Charter on Democracy, Elections and Governance of 2007 (AU, 2007) and Chapter 17, Article 11(1) of the African Youth Charter of 2006 both demands for state parties to ensure equal access for young men and young women to participate in decision – making through fulfilling civic duties of which election is core for peace building. This paper investigated the rationale as to why despite the call for youth to engage in political and democratic election to enhance Peace, still during elections particularly on voting in Tanzania, youth turnout is uncertain. This paper used both secondary and primary information. It has observed that, youth participate in election campaigns, but their motivation in voting for Peace Building is uncertain due to various reasons including lack of trust to body responsible for election management (NEC), lack of political awareness, disengagement of youth from politics of chaos and violence during election times. The broad objective of the paper is to examine the impact of religion on the Land Dispute Resolution between Akataka-Ekpa-Omaka and Omege-Echara, Ikwo. The paper adopted survey and documentary methods in gathering data. The descriptive analytical technique tools such as tables, simple percentages, histograms, charts and content analysis data were used for data analysis. The theoretical framework used is human needs theory. The paper revealed that there is incompatibility of religious fanatics between traditional religion practice of the area and Christians belief which hinders the efforts to resolve the land dispute. The paper recommended setting up a special committee to harmonize the relationship between the two major religions as gateway to peace building in the area.
