The article is aimed at defining the conceptual foundations for conducting a functional analysis and its legal foundations, reviewing the legislative framework for the institutional consolidation of the conceptual basics and determining a unified methodology for studying sectoral functional reviews. The article presents conclusions on the current state and improvement of the functions of state bodies through the analysis of their competencies. Considering the existing circumstances and the political, economic, cultural and ideological context of all the President's Messages addressed from the moment of gaining sovereignty to the present, the researcher reveals their features. In addition, during the research, the author conducts a meaningful analysis of the Messages, paying special attention to their names and textual features. Distinguishes the features of each message. Methodologically, all the messages for the years of independence are divided into periods and compared with each other. As methods of analysis, the author conducted a survey to identify citizens' understanding of the concepts of \"information and psychological security\", \"negative impact of information\". I considered the main volumes and streams of direct foreign investments in the country in recent years. Key indicators of direct foreign investments (further DFI) in the country and the prospects of development are defined in this work. The article also studies the major factors of attraction of direct foreign investments. A review of scientific literature on the factors defining the inflow of direct foreign investments to Kazakhstan is made. The paper investigates investment shares into priority sectors of the economy of Kazakhstan and provides analytical and statistical methods of knowledge and observation, which serve as a methodological basis of research. The article reveals the history of the formation of an effective regional security structure aimed at countering modern challenges. The analysis of the interaction of language policy and globalization is carried out. Within the framework of the article was proved that English is the language of globalization and how this language affects changes in the language vector of the development of states. The article notes that Chinese may become the world language in the long-term perspective. It was determined that globalization is not only a threat to the national policy of preserving one's own identity, however at the same time an opportunity for a number of countries to integrate into the global system of distribution of economic benefits since globalization provides an equal opportunity for all participants in the «free market».
