METHODOLOGICAL APPROACHES TO CARRYING OUT COMPREHENSIVE ANALYSIS OF AUTHORITIES

Abstract

This article discusses the issues of conducting a comprehensive analysis of the competencies of state bodies with a methodological point of view, goals and typs of functional analyzes of the functions of state bodies. The article is aimed at defining the conceptual foundations for conducting a functional analysis and its legal foundations, reviewing the legislative framework for the institutional consolidation of the conceptual basics and determining a unified methodology for studying sectoral functional reviews. The article presents conclusions on the current state and improvement of the functions of state bodies through the analysis of their competencies. The article was carried out within the scientific and technical program «Scientific and methodological justification of the processes of development of the civil service and the transformation of the activities of state bodies at the construction of New Kazakhstan» (IRN BR18574203).
