We argue that this migration is integral rather than incidental to the gendered reproduction of state and society. A review of the emerging literature on trans-local householding explores the process whereby the reflexive engagement of the state and the household remakes rural-urban differentiation in ways that are deeply gendered and classed. My purpose here is to suggest four preliminary theses on the role of indebtedness in the evolution of capitalism, with special reference to the rural sphere. I argue that across time and space, credit/debt relations have not only been a key factor behind social differentiation through the control of land, labour and capital (Thesis I). They have also fostered market discipline by forcing the borrower – whether a poor peasant or a company manager – to calculate, pay, trade, work, intensify (Thesis II). Interest-bearing and guarantee-based loans have thus generated pressures for economic growth, short-termism and innovations, but have also undermined traditional community bonds and environmental conditions (Thesis III). Yet root-cause analysis is absent from most climate response assessments. Framings for climate-change risk analysis often locate causality in hazards while attributing some causal weight to proximate social variables such as poverty or lack of capacity. They rarely ask why capacity is lacking, assets are inadequate or social protections are absent or fail. This contribution frames vulnerability and security as matters of access to assets and social protections. Assets and social protections each have their own context-contingent causal chains. A key recursive element in those causal chains is the ability – means and powers – of vulnerable people to influence the political economy that shapes their assets and social protections. Vulnerability is, as Sen rightly observed, linked to the lack of freedom – the freedom to influence the political economy that shapes these entitlements. In the Anthropocene, human causes of climate hazard must also now be accounted for in etiologies of disaster. It is globally renowned as a key site for documenting and analyzing variegated trajectories of agrarian change across space and time. Over the years, authors have taken new angles as they reinvigorated classic questions and debates about agrarian transition, resource access and rural livelihoods. This introductory essay highlights the four classic themes represented in Volume 1 of the JPS anniversary collection: land and resource dispossession, the financialization of food and agriculture, vulnerability and marginalization, and the blurring of the rural-urban relations through hybrid livelihoods. There has been a growing recognition of the role of finance in the global food system, in particular the way in which financial markets have become a mode of accumulation for large transnational agribusiness players within the current food regime. This paper highlights a further political implication of agrifood system financialization, namely how it fosters ‘distancing’ in the food system and how that distance shapes the broader context of global food politics. Specifically, the paper advances two interrelated arguments. First, a new kind of distancing has emerged within the global food system as a result of financialization that has (a) increased the number of the number and type of actors involved in global agrifood commodity chains and (b) abstracted food from its physical form into highly complex agricultural commodity derivatives. Deforestation in the Brazilian Amazon has dropped by over 80 percent, a pattern mimicked elsewhere in Amazonia, and is down by more than a third in Central America. Forest resurgence – increasing forest cover in inhabited landscapes or abandoned lands – is also expanding. In Latin America, woodland cover is increasing, at least for now, more than it is being lost. These dramatic shifts suggest quite profound and rapid transformations of agrarian worlds, and imply that previous models of understanding small-farmer dynamics merit significant review centering less on field agriculture and more on emergent forest regimes, and in many ways a new, increasingly globalized economic and policy landscape that emphasizes woodlands. This paper analyzes changing deforestation drivers and the implications of forest recovery and wooded landscapes emerging through social pressure, social policy, new government agencies, governance, institutions, ideologies, markets, migration and ‘neo-liberalization’ of nature. These changes include an expanded, but still constrained, arena for new social movements and civil society. The most common explanation for the crisis suggests that it is caused by weak and illiberal property regimes. It follows that correcting the crisis involves the creation of private property rights that will restore equilibrium between the profitable, productive function of fishing firms and fish stocks in order to maximize ‘rent’. In this approach, coastal states are seen as passive, weak, failed and/or corrupted observers and facilitators of the fisheries crisis, unless they institute private property relations. This paper offers an alternative analysis by using the perspective of historical materialism to re-examine longstanding debates over the problem of property and its relation to ground-rent in industrial fisheries. It identifies coastal states as modern landed property, enabling an exploration of the existence of and struggles over surplus value, and drawing attention to the role of the state and the significance of the environmental conditions of production in understanding political-ecological conditions in fisheries. It queries the role of financialization in the contemporary food crisis and analyzes its impacts upon the distribution of power and wealth within and along the generalized agro-food supply chain. A systematic treatment of key nodes in the supply chain reveals four key insights: (1) the line between finance and food provisioning has become increasingly blurred in recent decades, with financial actors taking a growing interest in food and agriculture and agro-food enterprises becoming increasingly involved in financial activities; (2) financialization has reinforced the position of food retailers as the dominant actors within the agro-food system, though they are largely subject to the dictates of finance capital and face renewed competition from financialized commodity traders; (3) financialization has intensified the exploitation of food workers, increasing their workload while pushing down their real wages and heightening the precarity of their positions, and (4) small-scale farmers have been especially hard hit by financialization, as their livelihoods have become even more uncertain due to increasing volatility in agricultural markets, they have become weaker vis-à-vis other actors in the agro-food supply chain, and they face growing competition for their farmland. The concept of the moral economy in European history is explored here to make sense of contemporary political perspectives on how food markets should work in Bangladesh, Indonesia, Kenya and Zambia. The concrete expressions of these moral economies are localized and politically contingent, yet there are broad areas of common ground across settings. As with the moral economies of seventeenth- and eighteenth-century Europe, there is strong popular feeling against speculation and collusion in food markets in times of dearth, and an emphasis on the responsibilities of public authorities to act. But whereas the moral economy in European histories focused on customary paternalistic obligations, the contemporary emphasis is on formal and electoral accountabilities as a means of triggering public action. Nevertheless, triggered by the neo-liberal reforms in the countryside, state attention to agriculture and rising land conflicts, new social movement organisations with a strong political orientation are emerging in Russia today. This sudden burst of civil activity, however, raises questions as to how genuine and independent the emerging organisations are. Our research shows that many rural movements, agricultural associations, farm unions and rural political parties lack constituency, support the status quo and/or are actually counterfeits (what we call ‘phantom movement organisations’).
