In Kenya, emigrants have advocated for direct influence through external voting rights, while less attention has been given to the ways in which they may also indirectly influence elections through economic remittances. In this research note, we explore diaspora efforts to influence elections through the perspectives of domestic voters, which are often overlooked in the literature on diaspora voting. We surveyed a nationally representative sample of eligible voters within Kenya prior to the August 2022 presidential election and posed parallel questions to a smaller sample of diaspora Kenyans. Domestic voters strongly support direct diaspora participation in elections for president, but not for lower-level offices. Our survey results also indicate that roughly one of every seven eligible voters in Kenya was encouraged to vote in the 2022 election by friends and family abroad from whom they receive remittances. Thus, emigrants may have more influence on elections through their connections at home than through their direct votes. How does protest participation shape intention to migrate? How does the relationship between migration intention and protest change amidst Hong Kong's transition to authoritarianism? Drawing upon Hirschman's exit-voice theory, this study examines the relationship between protest and migration intentions against the changing context across time. We use a time-series dataset on Hong Kong's anti-extradition movement of late 2019 for our analysis. The results show that people who have greater intention to migrate are more likely to participate in protest, but this association wanes as state repression intensifies. We find that migration intention indicates the psychological preparedness to leave, and that the fallback plan emboldens people to speak out. Yet, as the state becomes more repressive, people who intend to migrate are also sensitive to the signals about the repression, which thus attenuates protest participation. This also explains the phenomenon that more active protestors intend to leave to escape repression. To this end, it specifies a migration model, computed for the whole period and two subperiods (March–May and June–December), that captures the influence of social networks. Furthermore, our migration model makes a distinction for the first time between prewar migrant communities and the new social networks that are emerging in wartime circumstances. The estimation of the model, using the Poisson Pseudo-Maximum Likelihood estimator by Santos Silva and Tenreyro (2006), confirmed the importance of both types of social networks in explaining refugees’ choice of destination. This will help us to gain an understanding of how stateless refugees and the officials, administrators and humanitarians who assisted them navigated and negotiated the kinds of care requested, needed, withheld, or provided, and that have been captured in the documents coming out of these processes. By positioning care as relational and embedded within historical documents, this contribution offers glimpses of the physical remnants of the processes that took shape between the various actors. From these explorations, it follows that the distinction between anonymous care, as provided by humanitarian or state organizations, and personal care may not have been so clear-cut: sometimes helpers and those being helped turn out both to be Nansen passport holders.
