However, policy decisions have been sporadic and empirical literature examining the program have relied on public data, which contain information about equipment transfers, but does not show the frequency of agencies' use of this equipment – or contexts of use – once received.Design/methodology/approachThis study presents the findings of a survey of a national sample of law enforcement agencies that used the program to obtain armored vehicles, rifles, and body armor and how these agencies used this equipment in 2019 and 2020. Correlations and binary logistic regression models are tested for 2019 to examine the racial threat hypothesis and additional predictors of equipment use.FindingsA statistically significant correlation is found between perceived percentage of Black and other race residents and the frequency of armored vehicle deployment in 2019 and between the perceived percentage of other race residents and the percentage of special weapons and tactics (SWAT) officers wearing body armor. Police in these areas must have the training to identify human trafficking and resources to combat the issue – both of which may be lacking in small, rural areas. The purpose of this project is to explore police chiefs' perspectives on human trafficking in small, rural areas.Design/methodology/approachA mixed-methods approach was used to assess Pennsylvania police chiefs' understanding of human trafficking and their perspective of the extent of the problem in their area. First, 349 police chiefs completed an online survey during the summer of 2020. Follow-up in-depth interviews were conducted with 52 police chiefs.FindingsMost chiefs believed human trafficking is a problem in Pennsylvania (81%) or in their local area (12%). Logistic regression analysis indicated chief experience, department budget and the number of employees affect small and rural police chief perceptions of human trafficking. Qualitative analyses identified three themes of police chief perceptions of human trafficking: conflation with prostitution, definitional debates and competing beliefs about prevalence. Training on identifying human trafficking would benefit small and rural police departments. Chiefs recommended outside assistance investigating human trafficking cases and other state-level resources would be helpful.Originality/valueScant research exists on small and rural police departments in the United States, especially in regards to human trafficking. On the other hand, police identity, COVID-19 self-legitimacy, supervisor support, COVID-19 information and adaptive emotion regulation were found to be associated with an enhanced level of mental health.Research limitations/implicationsThe surveys were conducted at the beginning of the community outbreak. However, recruitment procedures have not significantly changed in the past few decades. With psychometric testing commonplace in North America and Australasia to help ensure the right recruits are selected, this research seeks to understand if police trainers feel there is scope for a similar process in the United Kingdom (UK).Design/methodology/approachTwenty-five police training staff across four different police forces took part in a total of six focus groups to discuss views on this and other areas of recruitment.FindingsResults indicated that police trainers are concerned about the quality and aptitude of recruits. Support was given for the introduction of formal psychometric testing to prevent unsuitable candidates from successfully joining and/or to give trainers better insight into the personalities of their students.Originality/valueThere was general concern from female trainers that the police environment new recruits entered still bore elements of covert sexism. In addition to a core group, this includes groups with misaligned and matching values. Surface acting impacts on all groups, and in each group it is associated with increased levels of burnout.Originality/valueA unique feature of this research is the involvement of a practitioner from the police service in the authorship team, together with re-engagement with the police service in order to refine this typology. Officers were asked to indicate their assessment of the presence of reasonable suspicion and the likelihood that they would extend the stop for investigatory purposes.FindingsOfficers' reasonable suspicion judgments are significantly influenced by the vignette facts and align with court ruling expectations. However, even in the presence of reasonable suspicion, responses indicate a limited use of officer discretion to extend the stop.Originality/valueAnalyses of officer decision-making often rely on large datasets with easy indicators of location, officer demographics and citizen demographics, but rarely consider the facts of individual cases. An online survey was conducted to measure spirituality and mental health among these police trainees. The association between spirituality and mental health was analyzed using hierarchical linear regression and hierarchical logistic regression with demographic variables (i.e. gender and age) controlled for.FindingsThe results revealed that the police trainees with stronger secular spirituality tended to have better general mental health. Higher levels of secular spirituality were significantly associated with lower levels of mental illness risk and suicidal ideation. By contrast, religious spirituality was not significantly related to police trainees' mental health.Originality/valueThe present study is the first to empirically investigate the relationship between spirituality and mental health among police trainees. Although such literature has been growing in recent years, research on Asian American interactions with the police remains limited. Additionally, this paper is situated within the theoretical framework of system justification theory to account for Asian Americans' views of the police.Design/methodology/approachThis study relies on interview data collected from 20 Asian Americans residing in mid-Atlantic states. Participants were either recruited directly by the researchers or through the snowball-sampling method.FindingsPolice support is influenced by perception of neighborhood safety, personal police contact and empathetic feelings toward the police. Specifically, regarding the latter component, humanizing or empathizing with police officers is a form of rationalizing individual police misconduct that reinforced police legitimacy. Most participants had similar characteristics and displayed police justification. This study is among the first to document experiences at a state level, affording an opportunity to compare national results and allowing for documenting shifts between each wave.Design/methodology/approachThis study draws from a state-specific replication of the IACP instrument fielded by Lum et al. (2020a) on the experiences of police departments working under COVID-19 and integrates specific questions from stakeholders in Washington. The survey was administered through Qualtrics, which was distributed by the Washington Association of Sheriffs and Police Chiefs (WASPC) 6 months into the pandemic and 18-months later.FindingsRespondents reported operational and organizational reconfigurations including shifting to telecommuting for support staff and command staff, implementing online reporting forms for use by the public to report crimes and planning exercises for predicted budget reductions. While CDC and Washington Department of Health guidelines informed most of the respondents' policy, integrating that policy into the operational procedures demonstrated how quickly issues in staffing can transition from a challenge to a severe issue. Quarantining and staffing problems remained an issue across both waves, which were exasperated by staff turnover.Research limitations/implicationsThe response rate and response completeness, particularly a drop in response for Wave 2, limit the ability to supply more precise estimates documenting the experiences of WA police departments. Relatedly, an inability to match Wave 1 to Wave 2 results inhabits a direct comparison of changes 12-months later. Second, the responses reflect those of the chief law enforcement officer (Chief of Police, Sheriff) or the person designated by the chief, which may not represent the experiences of front-line officers.Practical implicationsReflecting on the lessons learned across each Wave, agencies shared adaptations implemented to better protect the health of staff and their communities to effectively manage future health emergencies. Most directly, they learned how to conduct some business remotely and the necessity to innovate. The most important lesson learned, and implication for policy is improving the resourcing and logistics to secure adequate health protections. The data also highlight a concern for clarity, consistency, and credibility in supplying information to police departments in pandemic and emergency situations.Originality/valueThis paper fulfils an identified need to enhance “lessons learned” for police response in pandemic and emergency situations. These data supply insight into the anticipated and lived experiences of agencies adapting to the pandemic in Washington State. The study investigates the role of perceived organizational support, leader–member exchange and demographic factors in predicting perceptions of self-identification and perceived external legitimacy.Design/methodology/approachThe police legitimacy literature has focused primarily on the public's perceptions of the legitimacy of police. There is limited understanding of the components of officers' attitudes towards police legitimacy, or the predictors of those components.FindingsResults of the Ordinary Least Squares regression models indicate perceived organizational support mediates the relationship between leader–member exchange and self-identification and perceived external legitimacy. Exploratory mediation analyses indicate perceived organizational support mediates both of those relationships.Originality/valueThe results provide further evidence that the two types of self-perceived legitimacy are analytically distinct. They differ from previous work in that demographic and organizational variables predict each type similarly, and that one predictor (POS) mediates the influence of another (LMX).
