The purpose of this study is to analyze the current legislation and assess the volume of financial support for activities aimed at ensuring environmental safety and environmental protection. As part of the study, the evolution of legislation in the field of environmental development and security of territories was studied, followed by an assessment of the dynamics of spending on the implementation of the national project «Ecology». The importance of developing a management mechanism in the field of nature management and environmental protection to improve the ecological situation of the territories is shown. On the basis of a complex indicator, the dynamics of the ranking of regions was assessed. The share of expenses of the consolidated budgets of the constituent entities of the Ural Federal District for environmental protection has been calculated and analyzed. It has been established that the costs of environmental protection and conservation activities are an important part of the costs of the regional budgets of the Russian Federation, although they are not a significant part of it. The rank of the regions that are part of the Ural Federal District is analyzed in terms of budget expenditures on environmental protection per capita among all subjects of the Russian Federation. Along with state regulation of the environmental sphere and building relationships with enterprises that use natural resources, in order to reduce environmental damage, the need to form an ecological culture of the population as a new way of life for people is reflected.","PeriodicalId":477107,"journal":{"name":"Вестник Евразийской науки","volume":"18 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135145437","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The key element of the system is the landfill. One of the most pressing issues in waste management is the choice of a suitable site for the construction of a landfill. This article presents the results of a study on the use of a geographic information system and the method of analyzing hierarchies to select a land plot for a municipal waste disposal site in the Komsomolsk cluster of the Khabarovsk Territory. Three land plots proposed by the municipal authorities for the construction of the landfill were studied using eleven evaluation factors. Evaluation factors were the population within a radius of 1.5 km, the presence of enterprises within a radius of 1.5 km, the population density in the service area, the distance to the boundaries of the settlement, the distance to the airport, the distance to water bodies, the current use of the land, the depth of the first aquifer, site slope, site area, distance to transport routes. As a result of the study, it was shown that the option of locating the MSW landfill in the Solnechny municipal district is the most preferable in terms of a set of evaluation factors. The worst option is the construction of a landfill in the vicinity of Komsomolsk-on-Amur. The study showed that solving the problem of taking into account socio-economic and sanitary-environmental factors when choosing a land plot for the construction of a MSW landfill requires a practical methodology that can reduce the subjectivity of a management decision. Satisfying the need for a methodology to improve the validity of management decisions when choosing the best places for the construction of MSW landfills is possible through the use of GIS technologies and a multi-criteria decision support system.","PeriodicalId":477107,"journal":{"name":"Вестник Евразийской науки","volume":"37 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135145485","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The sanctions imposed against Russia significantly affect the possibility of replenishing fixed assets with the best samples of foreign equipment. The federal structure of the country determines the high importance of the regions in achieving the technological sovereignty of the country. Therefore, the topic of ensuring technological sovereignty seems very timely. The article examines technological sovereignty as a tool for ensuring the sustainable development of the region's economy under sanctions. To do this, an analysis of imports was carried out on the example of the Samara region, showing the «bottlenecks» of fixed assets in the sectoral context. The author shows the expediency of a differentiated approach to the policy of ensuring technological sovereignty. Two types of technological sovereignty policy are proposed. The first type has an adaptive character and is aimed at ensuring economic security and maintaining the technological level of production. The second type of technological sovereignty policy is designed to create promising foundations for international competitiveness in the production of equipment and products. It is shown that the Russian Government, by Decree of the Government of the Russian Federation No. 603 dated 04/15/2023, lays an important organizational and preferential basis for the practical implementation of projects to ensure technological sovereignty in the Russian regions. It is concluded that innovation clusters are an important advantage for regions in ensuring technological sovereignty. It is noted that world-class scientific and educational centers can be of strategic importance, since a powerful potential of competencies in key branches of science, technology, and economics has been created on their basis.","PeriodicalId":477107,"journal":{"name":"Вестник Евразийской науки","volume":"66 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135145587","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Agriculture consists of a system of interconnected industries that produce various types of agricultural products, ensuring the food security of the state and the quality of life of the population. The purpose of the work was to analyze the resource potential of regional agriculture and identify a set of relevant factors (based on processing the flow of statistical data) on the example of the Orenburg region. The economic and statistical apparatus using the Statistica software package was used as a tool for carrying out correlation and regression analysis and building models. The article analyzes various interpretations of the concept of \"potential\". The components of the resource potential are considered and the factors characterizing them are ordered. A comparison of a number of indicators of agricultural production (the volume of agricultural production in millions of rubles, the size of the acreage of crops, the volume of gross harvest of grain and potatoes, the number of cattle and pigs) by regions of the Volga Federal District is given. The leading subjects of the district have been identified, among them the Orenburg Region, on the materials of which methods of correlation and regression analysis have been implemented and a set of models has been built. As an example, an econometric model of the impact on the volume of agricultural products of a number of factors (characterizing the resource potential of the region) is given, including the area of agricultural land, the average annual number of agricultural workers, the introduction of organic and mineral fertilizers per hectare of crops, the cost of fixed assets by type of economic activity, the volume of investments in fixed capital of agriculture farms. The analysis of the variables included in the model is carried out. Taking into account the identified factors, a set of measures aimed at improving the efficiency of agricultural production in the region is formulated.","PeriodicalId":477107,"journal":{"name":"Вестник Евразийской науки","volume":"9 4 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-04-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135772909","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The purpose of this paper is to identify the key effects of the Bank of Russia's monetary policy on the economies of the Eurasian Economic Union. The authors' initial assumption is that the monetary policy shock of the Russian economy has the same effect on the economies of the other member states of the Eurasian Economic Union. The conclusions about the response of macroeconomic variables to economic policy shocks are based on impulse response function analysis. The authors conduct their modelling in two stages. In the first stage, we identify monetary policy shock for the Russian economy by constructing a vector autoregression model using standard Kholetsky decomposition. At the second stage, we analyze the impact of a Russian monetary policy shock on the economies of the EEU member states. The impact of this shock on the main macroeconomic indicators of the countries of the Eurasian Economic Union has been estimated using O. Jorda's local projections’ method. The analysis reveals the significant impact of the monetary policy of the Bank of Russia on the economies of Armenia and Belarus in the short term. The initial assumption that monetary policy shock of Russian economy has the same impact on the economies of other member states of the Eurasian Economic Union is disproved. The authors conclude that the monetary policy shock of the Bank of Russia is transmitted to the economies of the Eurasian Economic Union partner countries primarily through money markets, leading to an increase in market interest rates in Armenia and Belarus and, consequently, to a decline in industrial production. This reflects the operation of the currency channel of cross-border transmission of monetary policy, whereby a rate hike in a large regional economy triggers a rate hike in the region in order to prevent depreciation of national currencies","PeriodicalId":477107,"journal":{"name":"Вестник Евразийской науки","volume":"48 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-04-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135777511","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
