This article responds to this problem by examining a community-led response to a large natural disaster (the Queensland floods of 2010–11). The findings emerge from the application of a novel ethnographic method, uniquely informed by an insider’s view of the disaster, which generated narratives from ‘the ground’. The results of a quantitative content analysis show that PISA is used by all actors to support a wide range of policy measures and ideological positions. Other evidence, however, is only used to support single specific policy positions. These findings demonstrate the ubiquity of PISA. A comparative analysis of citizens in 47 countries suggests indirect and heterogeneous consequences of decentralisation. First, while various dimensions of decentralisation are significantly associated with political trust at the country level, no dimension has a direct effect on political trust at the individual level. Second, not all forms of decentralisation contribute to the promotion of political trust. Its reputation suggests that it is relatively comfortable with local discretion and variations in policy outcomes. Yet, policymakers are subject to ‘universal’ processes – limited knowledge, attention and coordinative capacity, and high levels of ambiguity, discretion and complexity in policy processes – which already undermine central control and produce variation. If policy is a mix of deliberate and unintended outcomes, a focus on policy styles may exaggerate a government’s ability to do things differently. Using data drawn from a large-scale survey of senior public managers in France, Germany, the United Kingdom (UK) and Norway, we find support for the idea that administrative tradition influences the participation of citizens in public policy. We also identify key institutional factors determining the importance of citizen participation.
