W świetle danych statystycznych phishing to najpopularniejszy typ cyberataku w Polsce, zatem bez wątpienia jest bardzo istotnym przestępstwem wymagającym sporo uwagi. Cyberprzestępcy stosujący phishing tworzą coraz to nowsze sposoby swoich działań i narażają ofiary na ogromne straty finansowe. Celem artykułu jest omówienie zjawiska phishingu w Polsce jako przestępstwa. Aby dokładnie zobrazować to zagadnienie konieczne jest zapoznanie się z głównymi pojęciami omawianego tematu oraz ukazanie skali zjawiska. Na początku zostaną nakreślone ramy definicyjne środowiska, w którym funkcjonuje phishing, czyli cyberprzestrzeni oraz przedstawiona zostanie liczebność jej użytkowników. Następnie scharakteryzowane zostanie pojęcie phishingu i poddana analizie będzie skala omawianego zjawiska. Poruszony zostanie temat odpowiedzialności karnej sprawców phishingu oraz profilaktyki tego przestępstwa. Problem badawczy pracy brzmi następująco: jak kształtuje się przestępstwo phishingu w Polsce? Hipoteza badawcza to: wraz ze wzrostem liczby użytkowników sieci Internet zjawisko phishingu stanowi coraz większe zagrożenie w Polsce i istotne wyzwanie dla polskiego cyberbezpieczeństwa. Przedstawiono oficjalne wypowiedzi przywódców politycznych w mediach oraz poglądy autorów zajmujących się problematyką bezpieczeństwa Polski. Artykuł rekomenduje kierunki działań poprawiające bezpieczeństwo Polski w aspekcie działań wojennych Rosji na Ukrainie. Poszukując odpowiedzi na pytanie: Jaki wpływ na bezpieczeństwo Polski mają działania wojenne Rosji na Ukrainie?, studiowano literaturę przedmiotu, przeprowadzono analizę dokumentów rosyjskich i polskich oraz oficjalnych wypowiedzi przywódców politycznych w mediach, a także poglądów autorów zajmujących się problematyką bezpieczeństwa Polski. Wyniki przeprowadzonych badań wskazują, że Polska samodzielnie nie byłaby w stanie na obecnym etapie modernizacji armii odeprzeć ewentualnej agresji Rosji na nasz kraj. Jedynie ścisła współpraca z Paktem Północnoatlantyckim oraz rozlokowanie większej ilości wojsk amerykańskich na obszarze RP i państw flanki wschodniej daje gwarancje bezpieczeństwa naszego państwa. Legal entities suffered significant losses, being the main subjects of economic activity and, as a result, individuals became insolvent. This was followed by the energy crisis, which caused a second recession and massive bankruptcy of businesses and individuals - consumers. In the conditions of a difficult epidemiological, economic and geopolitical situation, the EU countries were forced to create additional legal mechanisms in order to more effectively regulate the institution of bankruptcy. The purpose of the study is to analyze the consequences of the COVID-19 pandemic and the energy crisis, their impact on the growth of bankruptcies in the EU countries and measures taken to improve the economy and protect the fundamental rights of individuals to return them to economic circulation. The trends and conclusions formulated by the author made it possible to emphasize the importance of applying bankruptcy proceedings. {"title":"Ignorance, Disinformation, Manipulation and Hate Speech as Tools of Political Power","authors":"Marcin Konieczny","doi":"10.34739/dsd.2023.01.08","DOIUrl":"https://doi.org/10.34739/dsd.2023.01.08","url":null,"abstract":"The outbreak of the pandemic, military conflicts and political maelstrom have changed the constellation of the information environment, generating a noticeable increase in ignorance, disinformation, manipulation resulting in fake news, conspiracy theories and the hate speech. The phenomena are escalated and intensified by rapid technological progress, widespread digitization and its impact on all areas of life, especially political activity. Due to the changes brought about by the digital revolution, a new social formation has emerged, known as the information society represented not only by politicians and social activists. The modified architecture of digital space causes the formation of new instruments, influence factors, and harmful social phenomena – previously present and recognized, but never before so intense. This article describes and analyses the issue of ignorance, misinformation, disinformation and manipulation as potential and actual tools of political power and terrorism. The study assesses the impact of disinformation, manipulation and hate speech disseminated through social media sites and abused by politicians who use it to build and extend political power. It also examines the impact of these detrimental and injurious phenomena on the functioning of the rule of law, democracy and fundamental human rights. The article defines the terms of ignorance, misinformation and manipulation proving that a language, as a means of communication should be neutral, is actually used for promoting ideology, coming to power, serving hatred, violence, and inciting criminal acts and crimes. The paper presents an analysis of the collected statistical data, which clearly indicate a significant increase in the number of obese people in the world in recent decades (illustrated on the basis of data from the USA, Poland, Germany, the UK, Sweden, Norway). The author presents the trends and threats resulting from the increase in the number of obese people in the societies of individual countries and regions. An obvious consequence of the outlined problem is a significant burden on health care systems and an increase in their maintenance costs. {"title":"The First Year of the Conflict in Ukraine: Political and Military Consequences for Central and Eastern Europe","authors":"Raimonds Rublovskis","doi":"10.34739/dsd.2023.01.01","DOIUrl":"https://doi.org/10.34739/dsd.2023.01.01","url":null,"abstract":"The outcome of the conflict in Ukraine will bring fundamental political, military, economic and social consequences, and define global and regional balance of power and fate of number of international organizations, including European Union and NATO. The aim of this paper is to analyze political and military consequences of the first year of the conflict in Ukraine for countries of Central and Eastern Europe, including the Baltic States and further development of trans-Atlantic link for European security, including development of NATO Alliance until 2030. Fundamentally different threat perception in Russian Federation and in NATO, EU countries, and Ukraine led to the beginning of military action of Russian Federation against Ukraine in February 24, 2022. Since then, military conflict in Ukraine has evolved into full-scale war on terrain of Ukraine, and increasingly negative escalation of political, military and economic relationships between Russian Federation and NATO, EU and other actors, bringing parties to nuclear standoff. War in Ukraine has brought substantial political and military endurance test for NATO and European Union. The immediate political consequences of the first year of war in Ukraine have been outlined in NATO Summit in Madrid in summer of 2022 and in NATO Agenda 2030. Continuation of NATO Open Door Policy has led to invitation of Finland and Sweden to join the Alliance thus fundamentally changing security environment in Central and Eastern Europe and the Baltic Sea Region. The Summit also declared to strengthen military posture on the Eastern flank of the Alliance thus countering hypothetical military threat of Russian Federation to the Baltic States and Central and Eastern European states. From the pure military perspective- NATO has substantially increased military support of Ukraine via creation of decision-making platform of Ramstein format as well as increasing understanding of NATO members for need to spend more resources allocated to defense. On the other hand, European Union has granted status of candidate for Ukraine, as well as provided continuous economic and financial support for Ukraine. Moreover, European Union has staged continuous and increasing policy of economic sanctions towards Russian Federation. However, despite substantial increase of political and military coherence and coordination of efforts of NATO and EU countries after the first year of the war in Ukraine, there are mounting challenges and risks. Firstly, increasing economic challenges in EU and NATO member- states which, subsequently, can lead to fundamental political consequences thus leading to diminished political and military support to Ukraine. Secondly, potential challenges for further military support of Ukraine and NATO Open Door Policy. NATO members- Turkey and Hungary-have different point of view on the enlargement of the Alliance and support of Ukraine. Problem badawczy został ujęty w pytaniu: jakie powinny być kierunki prowadzenia polityki w celu zapewnienia bezpieczeństwa międzynarodowego Polski. Z metod badawczych służących weryfikacji przyjętej hipotezy i rozwiązania problemu badawczego wykorzystano głównie analizę wykazanej w bibliografii literatury oraz wnioskowanie, a także syntezę i uogólnianie wyciągniętych w wyniku analizy wniosków. Udzielona została odpowiedź na pytanie badawcze, która jest rozwiązaniem podjętego w artykule problemu badawczego. Założoną hipotezę badawczą zweryfikowano, a wnioski ujęto w podsumowaniu. Ład ten podlega oddziaływaniu wielu współczesnych wyzwań i zagrożeń (tj. globalizacji, rewolucji technologicznej, zagrożenia terrorystycznego, itd.). Po zakończeniu zimnej wojny i wzmocnieniu pozycji Stanów Zjednoczonych Ameryki na świecie demokracja miała stać się najbardziej pożądanym typem ustroju państwowego, a wiodąca pozycja międzynarodowa USA miała również zagwarantować demokratyczne podejście do budowania nowego ładu światowego opartego na równej partycypacji i poszanowaniu wszystkich uczestników stosunków międzynarodowych. Jak się jednak okazało, demokracja nie stała się panaceum na problemy współczesnego świata, a statystycznie odnotowano przyrost liczby państw autorytarnych.
