This study of the cooperative relationship is based on the notion that politics and administration is intertwined, making interaction between politicians and administrators necessary. The study focuses on how political fragmentation affects cooperative relations between politics and administration. Using data from both Norwegian mayors and municipal directors (436 respondents from 303 municipalities), the effects of three different types of political fragmentation are investigated: number of political parties in council and the steering coalition, the Laakso-Taagepera index, and ideological distance between parties. The findings indicate that cooperative relationships get worse with increasing ideological distance and improves with political fragmentation in the council under the conditions of divided government (political parties in the steering coalition spanning both sides of the left–right dimensions). But what motivates migration from larger to smaller cities, which are acknowledged to offer fewer available jobs and prospects? This study’s empirical findings, in the context of South Korea, reveal that an individual’s willingness to move to a smaller-sized, secondary city is positively associated with the perception of local public goods there, but, surprisingly, not significantly aligned with job opportunities. However, this valuation differs by marital status and family-life-cycle stage. In addition, our results illustrate the importance of non-employment factors: dissatisfaction with current residency and place ties (e.g., length of previous residence and psychological place attachment) are strong factors motivating internal migration intention to smaller secondary cities. While many studies have explored the determinants of local savings behaviour, few have taken fiscal interactions among local governments into account. To fill out this gap, this study explores whether spatial interdependence in fiscal slack exists horizontally between counties and vertically across counties and municipalities through the unreserved fund balance of local governments in New York State from 1996 to 2016. In particular, the Antideficiency Act Amendments of 1982 (ADA) has triggered government shutdowns and imposed institutional restrictions on the federal government’s ability to stabilise the economy.2. Interchangeably used with fiscal savings and slack resources, the term fiscal slack generally refers to the pool of resources available to a government in excess of what is necessary to produce a minimum level of services (Jacob and Hendrick Citation2012, 17). Fiscal slack is usually accumulated in the forms of unreserved fund balance at the local level and budget stabilisation funds or rainy-day funds at the state level.3. In this study, we express spatial effects in local fiscal slack using such neutral terms as fiscal interactions and interdependence as our study is not designed to identify potential sources of the interrelationships (e.g., spillovers, yardstick competition, mobility-based competition). Instead, we theoretically infer the mechanisms of fiscal interdependence using concepts such as spillovers, mobility-based or yardstick competition, and policy learning or emulation in the theoretical background section.4. The Tiebout hypothesis, commonly recognised as the origin of the mobility-based competition model, assumes that residents have perfect mobility and information on each local government’s tax rates and spending levels; thus, residents have incentives to choose and migrate to local governments that provide their preferred fiscal packages (Tiebout Citation1956). As a result, local governments come under pressure to compete with other local governments to prevent such mobile resources that provide tax bases from leaving and attract new ones.5. To sustain or even increase the number of participants in the long run, it is crucial to start raising a new politically active generation already during their youth and even early adolescence. This article presents School Forums as an extracurricular participatory method involving early adolescents (11–15 years old) in decision-making concerning their school and municipality. We made a field experiment on a sample of 480 Czech secondary school pupils to examine the potential of School Forums to enhance prerequisites for youth’s political engagement. Our results revealed a positive effect of School Forum attendance on the sense of internal political efficacy and interest in local affairs.
