Krook","doi":"10.1017/s1743923x23000454","DOIUrl":"https://doi.org/10.1017/s1743923x23000454","url":null,"abstract":"In September 2022, I had the opportunity to organize a roundtable at the Annual Meeting of the American Political Science Association (APSA), connected to my 2021 APSA Distinguished Award for Civic and Community Engagement. First conferred in 2020, the award honors “significant civic or community engagement activity by a political scientist which merges knowledge and practice and has an impact outside of the profession or the academy.” In my case, it recognized work I had been doing since 2015 with the National Democratic Institute and other global practitioners to recognize and combat violence against women in politics as a distinct form of violence aimed at preventing and undermining women’s political participation. Working on this topic has been one of the most challenging, and exhilarating, periods of my academic career. In my research on gender quotas, I listened to many positive stories about how quotas had created opportunities for women to enter and have a voice in political spaces. However, I also heard deeply disturbing accounts of violence, intimidation, and harassment, pointing to ongoing resistance and rising backlash against women as political actors. Through informal conversations, I learned that practitioner colleagues were observing similar patterns in their work on the ground and, like me, were grappling in search of language and a framework to understand this problem. Over a series of workshops and collaborative projects, a growing global network—consisting of politicians, activists, democracy practitioners, academics, and journalists—began theorizing and documenting this phenomenon (Krook 2019). Reflecting on what we could add to these debates as scholars, my then graduate student Juliana Restrepo Sanín and I drafted academic papers, but also presented at practitioner events, helped research and write policy reports, gave feedback on civil society toolkits, and wrote opinion pieces for popular audiences. According to recent research published in three top political science journals, members of historically marginalized groups remain underrepresented and marginalized in submissions, publications, and even reviewer pools (Ayoub 2022; Bell et al. 2020; Reinhardt, Windsor, and King 2022). Expectations that scholars, especially early career researchers (ECRs), “publish or perish” thus exacerbate intersectional inequalities within the discipline (Briscoe-Palmer and Mattocks 2021; McKenzie 2017; Steinþórsdóttir et al. 2018). While research articles remain important for scholars to communicate their research, they are not the only way. Scholars might consider other means to contribute to the scholarship, such as through research notes, book reviews, and review essays (a particular type of literature review). Specific to Politics & Gender, Critical Perspectives and Notes from the Field are two more avenues for scholars to engage in the gender and politics scholarly conversation. Each of these publication types provides a way for scholars to participate in the conversation about current political phenomena, research innovations, or topics of concern in the field. In what follows, I distinguish between the type of publishing opportunities available in the field of political science and the options specific to Politics & Gender. Andrea Krizsán and Conny Roggeband’s book stands out because it approaches the backlash against the Istanbul Convention as a threat to democracy through a comparative study of four countries in the Central and Eastern European region (CEE): Croatia, Poland, Bulgaria, and Hungary. Politicizing Gender and Democracy in the Context of the Istanbul Convention demonstrates with convincing arguments that the Istanbul Convention has become a key site for studying contemporary anti-gender movements. Its comparative approach to national cases brings new and important insights to a phenomenon that represents global trends. This book contributes to the field by engaging with several debates that are undeniably relevant to gender and politics. While gender and politics scholars previously focused on theorizing the expansion and politicization of gender equality norms, they now also focus on the processes responsible for their stagnation and regression. Various academic publications have warned against the dangers of antigender trends, which are particularly alarming for democracy. In this book, the authors posit that because anti-gender attacks are core to democratic erosion, the status of democracy must be assessed using concepts that are sensitive to gender-equal democracies. This book is a valuable contribution as it contextualizes anti-gender politics with local examples of policy backsliding and dismantling in the CEE. Further, the book makes explicit the similarities and differences among the anti-gender movements in the four countries under analysis. For instance, the well-known rhetoric of “gender ideology”—used extensively by anti-gender actors to define the Istanbul Convention “as a tool to promote ‘gender ideology’ and foreign imposition of norms” (v)—takes different shapes in the four countries (see Chapter 3).
