European Union institutions and domestic reformers advocated the reforms in order to increase the competitiveness and productivity of the Italian economy. We sketch how the crisis erupted, the main measures and strategies adopted by the national executive, the role of the experts, and the interaction with other political actors and institutions. We also explore the second phase and how the political reaction evolved towards a more consensual approach.
