It was found that, despite the difficult socio-economic situation of the post-war period (lack of high-calorie nutrition, underdevelopment of sports infrastructure, lack of coaching staff and sports equipments), physical culture and sports work was carried out among all groups of the population of the region, including rural residents. Since Xianfeng year, the number of the officials in the capital became unprecedentedly inflated. This essay analyzes the capital middle-lower-levels officials in number changing and its reasons, to clarify the reason of the increasing candidates in late Qing Dynasty in three aspects.
