Se busca con ello examinar la composicion vegetativa, filiaciones culturales y cargas tributarias de indios originarios y forasteros del territorio de estudio. El resultado de tales indagaciones devela la prevalencia de poblaciones locales y forasteras naturalizadas como originarios en oasis y valles interandinos, situacion que se constata en revisitas y tasas, que vienen a expresar la existencia del migrante como un “otro”. Igualmente, se identifican las reconstituciones tardias de la influencia altiplanica en la epoca colonial en los cacicazgos de los siglos XVI al XVIII. EnglishThis article will analyse the socio-cultural interactions and demographic changes of the indigenous populations of the Altos de Arica and Tacna. It seeks to examine the vegetative composition, cultural affiliations and tax burdens of native Indians and outsiders of the territory of study. The result of such inquiries reveals the prevalence of local populations and outsiders naturalized as originating in Oasis and inter-Andean valleys, a situation that is noted in revisits and rates, which come to express the existence of the outsider as an \"other\". Adomilli","doi":"10.22199/issn.0718-1043-2020-0002","DOIUrl":"https://doi.org/10.22199/issn.0718-1043-2020-0002","url":null,"abstract":"This article deals about territoriality processes related to the ethno-cultural configuration of fishing villages of the south coast of Rio Grande do Sul (RS), Brazil, through migratory flux, partly triggered by conflicts related to the port-industrial and agro industrial expansion on the fishing territories of the coastal zone, as well as the development of the fishing market. Faced with these situations of change, survival strategies of these groups were taking place, leading in turn to the integration and cultural diffusion among different ethnic groups, considering their work practices and their kinship logic. Thus, I seek to present processes of migratory flows of ethnic groups mainly by the way of territorial conflicts and by the native orientation of \"going behind the fish\". It also points to the configuration of a \"territory of the socially excluded\", where the beach offers possibility of surviving these groups, through working and relationships between local communities, to those who come from outside. Borrero","doi":"10.22199/issn.0718-1043-2020-0014","DOIUrl":"https://doi.org/10.22199/issn.0718-1043-2020-0014","url":null,"abstract":"Much of the discussion on the human biogeography of the lake system south of Lago Argentino (southern Patagonia) has been focused on the “dead ends”, near the Andean lakes, its link with continental ice as an important barrier to human movement, and the Baguales Range immediately to the east. Other minor barriers were discussed recently. Among the latter, here we add the plateaus, their edges and the small fluvial valleys at the foot of the plateaus locally called ensenadas or \"inlets\". The methodology includes a least-cost pathways analysis based on multi-criteria cost surfaces, a hierarchical spatial model based on landscape resistance to human circulation, the use of GIS (Geographic Information Systems) tools and remote sensing techniques on satellite images. A scheme of priority and alternative pathways is derived, whose availability and potential spatial disconnections at times of snowfall, reinforce the logistical exploitation of the area. Un análisis basado en el caso de Chile","authors":"Andrea Riedemann, Carolina Stefoni, Fernanda Stang, Javier Corvalán","doi":"10.22199/issn.0718-1043-2020-0016","DOIUrl":"https://doi.org/10.22199/issn.0718-1043-2020-0016","url":null,"abstract":"espanolEl articulo plantea la pregunta de si el Programa de Educacion Intercultural Bilingue (PEIB), la politica educativa chilena enfocada en aquellos grupos que historicamente han sido considerados como representantes de la diversidad cultural en el pais –aquellos pueblos reconocidos por la Ley Indigena de Chile-, es aplicable al contexto relativamente nuevo que ha emergido en las escuelas a raiz de la migracion internacional. Para ello, se presenta brevemente el origen del PEIB y el contexto en el cual emergio, un analisis de dos de sus caracteristicas centrales, y una discusion sobre los eventuales vasos comunicantes de ese programa con el contexto migratorio. En base a un analisis documental de los aspectos mencionados y de las evaluaciones hechas al PEIB, se llega a la conclusion de que es poco conveniente considerar esta politica educativa como un punto de partida hacia una politica pertinente a la realidad migratoria. Ante esa conclusion, se presentan al final algunas reflexiones sobre los desafios a los que se enfrenta el sistema educativo chileno, profundamente inmerso en un modelo neoliberal de sociedad, para avanzar a una buena educacion para todos y que tenga en cuenta la diversidad cultural. EnglishThis article poses the question if the Intercultural Bilingual Education Programa of Chile (PEIB, for its name in spanish), the education policy designed for those groups that historically have been considered as representatives of cultural diversity –those groups recognized by the chilean Indigenous Law- is suitable for the rather new context that has emerged in schools due to international migration. The analysis presents the origin of PEIB and the context that made it possible, focuses on two central features of the PEIB, and then discusses the possible connection points with the new context. Based on a document analysis of the aforementioned aspects and some of the evaluations the program has gone through, we conclude that it is rather not recommendable to use the PEIB as a starting point for a education policy that attends to the migration context. Mi observacion etnografica, ademas de revision bibliografica y de prensa, dan cuenta de una dinamica regional latinoamericana en la que en las grandes ciudades de aquellos paises cuya identidad estado-nacional es mas bien imaginada como “no-india”, se vienen presentando, desde mediados del siglo XX, un declinio del festejo del dia de los muertos. Paralelamente, en aquellos paises que incorporan las identidades “indias”, la celebracion viene en aumento. Esta investigacion posiciona a Buenos Aires en ambas esferas: observandose una disminucion del festejo local por parte de la poblacion autoctona y el crecimiento de las celebraciones protagonizadas por migrantes aymara, qolla y quechua, provenientes de los Andes centrales. A partir de las informaciones etnograficas, identifico como estas personas radicadas en Buenos Aires generan procesos de comunalizacion y dinamicas relacionales en la resignificacion de la celebracion a los difuntos y el entierro de los suyos en este nuevo espacio. It analyzes the representations and symbolic practices that Pentecostalism constructs on the border, showing the processes that take place between center and border Pentecostalism and specifying what we call an \"altiplanization of Pentecostalism\". The methodology consists of the systematic review of the “Fuego de Pentecostes” magazine between 1973 and 2007, seeking to analyze such processes in the Chile-Bolivia border. For this reason, we considered important to conduct a comprehensive analysis and evaluation of these contexts and provide documented information about a site that is considered a fundamental reference in structuring the chronological sequence of the agroalfarero period of San Pedro de Atacama.\u0000Coyo Oriente has the second most Tiwanaku objects in San Pedro de Atacama, and also includes an important presence of Aguada material culture (NW Argentina). Here, we also discuss the issue of ethnicity and foreignness. Status indicators and their behavior over time are analyzed. In the Chilean population, most published articles on the subject have been carried out with populations from southern Chile, leaving a gap on our knowledge about northern populations. In order to delve into population dynamics of the coast and interior valleys of the Antofagasta region, we analyzed 207 individuals from the cities of Antofagasta and Calama, to determine the frequency of mitochondrial haplogroups in each one. The results show a significant difference between the coast and the valleys; despite their geographical proximity, the genetic differences between them suggest they can be considered different population units.
