This was a dramatic shift in both countries’ foreign and security policies, but a logical consequence of their European Union membership and close partnership with NATO in the post–Cold War era. For both Finland and Sweden, the key motivation for joining NATO was the need for greater strategic stability in the face of Russia’s invasion of Ukraine. The same countries also bore the brunt of the European sovereign debt crisis a decade earlier, when they were forced to undertake severe budget austerity measures in return for financial support from European institutions. Austerity left their economies and health care systems weakened when the pandemic arrived. Focusing on transformations in the country’s political system over the past decade, this article argues that Czech democracy has proved resilient and defied the Central European illiberal trend. The starkly divergent outcomes are attributable to differences that set the Czech political tradition apart from those of Poland and Hungary. Under Petro’s predecessor, however, each of these structures weakened and Colombia entered an accelerated period of change. Petro won on the promise of shepherding Colombia through a dual transition: from endemic violence to “total peace,” and from reliance on fossil fuels to green development.
