In this paper, we present a Foucauldian discourse analysis of Australian electronic media representations of the tiny house to better understand how this dwelling type might challenge the normalisation of the Australian dream home. Our analysis suggests that the tiny house is a crucial site both for contesting and normalising sets of ideas that constitute the Australian dream home. Those advocating for tiny house living tap into narratives of ‘less is more’ and ‘debt free living’ that trouble dominant Australian housing social norms by generating material spaces that suggest affinities with affordability, slower-paced off-grid living, and enhanced sustainability. Yet, the electronic media representation of the tiny house simultaneously reproduces dominant housing social norms around luxury (even ‘in nature’) and a still unfettered material consumption. To conclude we draw out the broad implications of these contradictory media representations of the tiny house for Australian planners.","PeriodicalId":45599,"journal":{"name":"Australian Planner","volume":"55 1","pages":"164 - 173"},"PeriodicalIF":1.2,"publicationDate":"2018-10-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/07293682.2019.1632360","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"41624309","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

A significant challenge for the acceptance of THOW relates to ambiguity on how they should be treated under regulations. The construction of THOW straddle both caravan regulations and housing regulations, which can raise significant debate in the tiny house sector, and a review of the National Construction Code Volume 2, Housing Provisions reviews how a THOW could be constructed to include the key elements of the Housing Provisions, or where dispensation maybe sought.","PeriodicalId":45599,"journal":{"name":"Australian Planner","volume":"55 1","pages":"241 - 245"},"PeriodicalIF":1.2,"publicationDate":"2018-10-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/07293682.2019.1636838","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"47244846","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The article also offers a conceptually driven appraisal of this potentially important new housing form that raises serious questions about planning and urban policy. The aim is to present a grounded review of the tiny house movement, and its wider policy resonances, rooted in an empirical review of current practice. After the empirical practice notes are presented, the article concludes by going beyond building, construction, and regulatory issues and offers some critical reflections on the promise and limitations of the tiny house movement. These intricacies and potential difficulties include frictions with wider housing and urban policies in Australia, especially those that have favoured transition to higher residential densities and which are themselves fraught with challenges especially around social equity. In offering a sympathetic critique of tiny houses and asking some hard questions, this review and analysis seeks to present a richer and fuller understanding of the tiny house movement in a way that helps the movement progress and avoid unnecessary pitfalls.","PeriodicalId":45599,"journal":{"name":"Australian Planner","volume":"55 1","pages":"198 - 208"},"PeriodicalIF":1.2,"publicationDate":"2018-10-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/07293682.2019.1634111","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"46349373","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

For many reasons, this is unsustainable. Tiny Houses (dwellings less than 37.2 m2) are at the opposite end of the spectrum of house size. It is well understood that smaller houses use less materials than larger houses, less energy in their construction and use, and it can be argued that they produce less waste. Thus, a Tiny House is generally seen as being more sustainable than the average Australian house. However, the exaggerated reduction of size and function in some Tiny Houses means that they can end up being unliveable for many people in Australia. In contrast, Tiny Houses are the norm in many other countries. This suggests that there are many elements of choice in Australian housing that are considered a necessity. This paper investigates house size and elements of necessity and choice. It argues that to be sustainable we need to reconsider housing options. Tiny Houses could become a much larger proportion of housing stock, but the definition, understanding, design and production of the Tiny House needs to move beyond just achieving a prescribed floor area, to including the functional and amenity needs of the household occupants.","PeriodicalId":45599,"journal":{"name":"Australian Planner","volume":"55 1","pages":"209 - 220"},"PeriodicalIF":1.2,"publicationDate":"2018-10-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/07293682.2019.1634112","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"45018354","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This represents an almost four-fold increase in population (an additional 3,700,000 people) all within the next 41 years. Given the ambiguities in the White paper about the distribution of this population, this paper ventures three settlement pattern scenarios to explore the issues these may pose. The paper concludes that population growth of the scale projected will require comprehensive, long term planning – without such planning the scale of population growth projected could result in negative environmental and societal consequences. As such, the discipline of planning in Australia should be aware of this emerging situation.","PeriodicalId":45599,"journal":{"name":"Australian Planner","volume":"55 1","pages":"103 - 125"},"PeriodicalIF":1.2,"publicationDate":"2018-04-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/07293682.2019.1620302","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"48591287","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Underpinned by a theoretical cross-fertilization of the global city and the knowledge city theses, this study investigates migrant knowledge workers (MKWs) in Melbourne, which has multiple identities as a global city, a knowledge city and a migration city. By doing so, this study aims to use migration as an alternative indicator of a global city and unpack the association between MKWs and the formation of a global knowledge city. It analyses Melbourne’s knowledge economy, and socio-economic attributes and spatial patterns of MKWs compared with other demographic groups. The results show that Melbourne has a higher concentration and stronger growth of knowledge intensive industries than Australia’s national average, for which MKWs provide the substantial workforce. Further, the MKWs demonstrate a different set of socio-economic attributes and settlement patterns that have profound impacts on local communities. This paper concludes with a discussion linking the global city, the knowledge city and migration theories through the nexus of MKWs, to provide a better understanding of associated urban transformations and inform policy implications for a contemporary global knowledge city.","PeriodicalId":45599,"journal":{"name":"Australian Planner","volume":"55 1","pages":"126 - 144"},"PeriodicalIF":1.2,"publicationDate":"2018-04-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/07293682.2019.1620303","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"48735622","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

But, in a dramatically changing world, urban design and planning also influence many more aspects of people’s quality of life within towns and cities which lead to the possibility of good, and hopefully even better, productive, happy, healthy, meaningful lives, as individuals and as communities. Increasingly the evolving body of neuro-scientific knowledge helps us understand better the range of human needs that ‘go beyond the basics’, and how they are constant while varying in relative emphasis among people. The literature is reviewed regarding the role that these types of tools play, including their challenges, implementation issues and suitability that may support the need for possible alternative processes. An analysis of the Green-Star rating tool was undertaken on the master-planned $8 billion City to the Lake (C2L) urban infill project in Canberra, Australia. Data was collected through a semi-structured interview process to gain an ‘insiders’ view of Green-Star. The analysis helped shed light on the performance of Green-Star on the C2L project and suggested that there is a need for an alternative process. The C2L analysis showed that whilst Green-Star had benefits, there were some perceived weaknesses that included a scoring system that may not reflect real project outcomes, point chasing mentality of designing to a list, implementation issues due to complexity and size of the project, localisation issues, difficulty in innovating and cost implications.","PeriodicalId":45599,"journal":{"name":"Australian Planner","volume":"55 1","pages":"84 - 92"},"PeriodicalIF":1.2,"publicationDate":"2018-04-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/07293682.2019.1569077","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"45690952","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

We undertook a case study at Albury, NSW using an online survey, focus groups and park observations to explore the way older people (>65) value and use open spaces. While exhibiting diverse views, older Australians’ voices provided recommendations that can maximise the benefits of open space. Well-designed facilities support walking and other physical activity, social interaction and neighbourliness, and potentially reduce feelings of vulnerability. Issues associated with access are complex and require early and ongoing strategic planning. Ensuring open space is responsive to these needs requires both State and local government development and environmental planning and attention to the design and maintenance of park microfeatures.","PeriodicalId":45599,"journal":{"name":"Australian Planner","volume":"55 1","pages":"73 - 83"},"PeriodicalIF":1.2,"publicationDate":"2018-04-03","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/07293682.2018.1521454","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"43545627","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
