However, when public sector capacity and institutions are weak, these guarantees can generate moral hazard in the bidding process and lead to contractual renegotiations, resulting in a loss for taxpayers. With over 2.5 million idle wells in the United States, this is a large problem that requires engagement across the public, private, non-profit, and civic sectors. This article conducts a focused case study on orphaned and abandoned well reclamation in Pennsylvania. Elite interviews, government document review, and scholarly literature reveal the barriers to effective collaboration across the sectors, but also substantial potential. Using the public-private-citizen partnership (PC2) and collaborative governance regime (CGR) frameworks, the article proposes a PC2 CGR that could leverage the influx of federal well plugging funds for greater effectiveness in solving this big problem. {"title":"Advantages and Disadvantages of Closing Rail Crossings: A Case Study From Louisiana","authors":"Guang Tian","doi":"10.1177/1087724X221110230","DOIUrl":"https://doi.org/10.1177/1087724X221110230","url":null,"abstract":"Road-railroad crossings are where different modes of transportation meet, which brings safety concerns and the potential for hampering transportation efficiency and creating other issues. By surveying and interviewing professionals in Louisiana, this study aims to investigate incentive programs and their effectiveness in reducing the number of at-grade crossings for policy implementation. The results show that most agencies in Louisiana were concerned about safety at railroad crossings with one third supporting closing crossings to alleviate their concerns. In addition, stakeholders were also concerned about the condition and maintenance of crossings, traffic management, and access for active transportation. Among five identified programs, road improvement was ranked as the most effective program, and the combination of multiple programs may be more effective than any individual program. An early assessment and screening of technically suitable project alternatives in the form of applicability verification could yield significant cost and time savings for planners, decision makers and stakeholders. The objective of this paper is to develop a comprehensive approach for the technical applicability verification of tramway systems. The proposed method considers different applicability aspects in a systematic manner and allows for quickly assessing whether a project may be implemented, in the context of a preparatory process. When considering the high costs and complexity of these projects, the importance of analysis is highlighted a little more than traditional value for money when such projects are carried out in a public-private partnership. This article examines the state of the art of research on evaluating public-private partnership performance considering evidence of value for money. For this purpose, a systematic literature review was conducted based on the scientific production available in the Scopus and Web of Science databases. The main contributions of this study consist of presenting (1) a set of papers on performance evaluation that considers VfM as a complement to its evaluation systems, comparatively or inclusively in its analyses; (2) a methodological framework; and (3) guidelines for future research. {"title":"Fracking and Traffic Crashes in Eagle Ford Shale of Texas","authors":"S. R. The ubiquitous use of heavy trucks in fracking leads to traffic congestion and damages to the existing infrastructure in energy producing corridors. This makes driving hazardous for drivers of both commodity and passenger carriers, leading to traffic crashes near fracking sites. In this exploratory study, the case of Eagle Ford Shale of Texas has been analyzed to determine the impacts if any, of the variables of energy production, truck vehicle miles traveled, and other socio-economic factors on traffic crashes. Using both descriptive and statistical analyses of data, it has been found that some of the aforementioned variables have an impact on traffic crashes in the energy producing corridor.
