This article examines the role of crisis management as a key element in the formation of a financial mechanism for the sustainable development of the agricultural sector. It analyses the main aspects of crisis management in agricultural business and its impact on the formation of a sustainable financial mechanism. The relationship between crisis management and sustainable development of the agrarian sector is studied. The possibilities of using the principles of crisis management to improve the financial stability and competitiveness of agricultural enterprises are determined. As a result, the article emphasizes the importance of crisis management as a key factor in the formation of a sustainable financial mechanism for achieving sustainable development of agricultural businesses. As follows, the scientific novelty in the article lies in several key aspects: integration of crisis management and sustainable development; application of crisis management principles to agriculture; emphasis on financial mechanisms: the article focuses on the financial aspect of crisis management and sustainable development in agriculture. Thus, the scientific novelty of the article lies in its innovative approach to integrating crisis management principles into the agricultural context, emphasizing the financial mechanism involved in the pursuit of sustainable development in the agricultural sector. The study was based on materials from the State Statistics Service of Ukraine, scientific developments of foreign and domestic scientists on the defined topic, and financial statements of the agricultural enterprises of Vinnytsia region LLC «Ahrokompleks «Zelena dolyna», PJSC «Dashkivtsi», LLC «Selyshchanske», PE «Dary sadiv», PE «Fortuna» the main type of economic activity of which according to Classification of economic activities 01.11 – cultivation of cereals (except rice), legumes and oilseeds. The article develops and presents a non-classical approach to the assessment of the competitiveness of agricultural enterprises has been developed, which is based on the principles of neural network modelling. It allows to obtain a well-founded quantitative indicator, which can be easily interpreted into a linguistic evaluation on a three-level scale of competitiveness and used for comparison, monitoring and making sound decisions on improving the competitiveness of agricultural enterprises.The non-classical approach complements traditional methods of competitiveness assessment, expanding their capabilities and eliminating certain limitations. The object of the study is to ensure the FES of the state. The scientific task is to formulate blocks for improving the mechanism of administrative and legal ensuring for the FES of the state, taking into account measures to counter the negative impact of threats to this type of security at the state level. The methodology includes methods, such as the method of analysis and synthesis for research and work with information and information on the issue, as well as the abstract-logical method, which helped to generalize this and draw conclusions, expert analysis to determine the main threats and the method of paired comparisons to streamline administrative and legal measures to counter the main threats to ensure the FES of the state, which serves as the basis for improving the mechanism. The study proves that the mechanism of administrative and legal ensuring for the FES of the state should include measures to counter the negative impact of the main threats, the influence of which is increasing due to the dynamism of the external environment. A methodology for determining the priority of implementing administrative and legal measures to counter threats to ensuring the FES of the state is presented, which served as the basis for improving the mechanism. The author's novelty lies in the presentation of the improvement process the mechanism of administrative and legal ensuring for the FES of the state. Проте сучасні глобальні тенденції можуть мати суттєвий негативний вплив на фінансові ринки, що прямим чином відображається на банківських структурах. Це зумовлює необхідність постійного перегляду та вдосконалення банківських стратегій, зокрема інвестиційних. Метою дослідження є формування пріоритетних напрямів інвестиційної стратегії банківського сектора в умовах нестабільності фінансових ринків. У роботі використано методи економіко-статистичного аналізу, а саме – горизонтальний і вертикальний аналіз, прогнозування на основі ретроспективних даних, а також метод порівняння та метод радара. На основі аналізу тенденцій інвестиційної діяльності банків України визначено, що банківському секторові характерна низька інвестиційна активність, а банки здійснюють інвестиції здебільшого в державні цінні папери. Порівняння інвестиційного портфеля українських та німецьких банків надало змогу визначити високу залежність обсягу портфеля українських банків від геополітичних подій, тоді як німецькі банки демонструють більшу стійкість. Запропоновано загальні напрями інвестиційної стратегії банків в умовах нестабільності фінансових ринків (диверсифікація, моніторинг, забезпечення ліквідності) та визначено більш специфічні напрями такої стратегії: інвестиції в сталість та резилієнтність, інвестиції у відновлення та розвиток постконфліктних регіонів, посилення фінансової інклюзії. Практична цінність роботи полягає в можливості використання її результатів державними управлінцями та керівництвом банків для підвищення ефективності інвестиційної стратегії в довгостроковій перспективі. Міграційні процеси з часом лише набирають обертів, що може мати певний вплив на показники людського капіталу в країнах ЄС. Для того щоб мати можливість відстежувати ці процеси, важливо мати уявлення про існуючий стан і тенденції динаміки людського капіталу в європейських країнах. Саме тому автори статті проаналізували стан і тенденції розвитку людського капіталу на прикладі Словацької Республіки, використовуючи інтегральні оцінки міжнародних інституцій та організацій і показники національної статистики Словаччини. Запропонована система розподілу становить основу для узгодженого розвитку туристичної інфраструктури та комплексного управління природними цінностями. Висновки, сформовані під час дослідження національних парків у Китаї та Киргизстані, підкреслюють відмінність підходів до управління та фінансування туризму в економічно розвинених країнах порівняно з країнами, які перебувають на етапі розвитку, що вимагає системних рішень для підтримки галузі. В умовах глобальних обмежень, викликаних пандемією, змінено основи підходів до менеджменту туризму, що вплинуло на потоки туристів та прибутковість, але водночас відкрило перспективи для сталого розвитку в майбутньому.Запропонована організаційно-менеджментна схема формує стратегічний план керування фінансовими аспектами управління туристичними підприємствами в національних парках. Запропонована інноваційна схема є адаптивною до динамічних фінансових викликів сфери екотуризму. Схема менеджменту екотуризму ефективно розділяє труднощі фінансового управління на дві різні, але взаємопов'язані сфери: управління туризмом та управління природними цінностями. The methodological basis of the article is the methods and forms of scientific knowledge accepted in science, such as methods: of comparative and abstract-logical analysis, induction and deduction, abstraction, and mathematical formalization. A stratification of the factors of the negative impact of globalization, which slow down the implementation of the innovative strategy and create threats to the activity of agricultural enterprises, is carried out. It is indicated that the main directions of improvement of the innovation strategy should be assessment, consideration, and neutralization of the influence of globalization factors. It is also indicated that this leads to the heterogeneity of the implementation of the innovative management strategy of agricultural enterprises. Prospective directions for the implementation of innovative strategies in agricultural production are stratified. The stages of the implementation of the innovation strategy in the conditions of globalization and the tasks of management for the implementation of the innovation strategy in the global conditions are determined. Peculiarities of the implementation of innovative strategies in Ukraine are revealed. A mathematical model was developed to assess the influence of uncertain global factors, which will allow for reducing risks for the implementation of significant innovative strategies. It is indicated that significant innovative projects could lead to the transformation of agribusiness activities and the need for permanent implementation of innovative processes. It is indicated that thanks to the systemic innovation process, a synthesis of the resource and innovation model of enterprise development could be formed. The research seeks to understand the impact of smart business models, driven by technology, entrepreneurship, and sustainable practices, on the resilience and growth of these regions, especially considering the challenges posed by the ongoing war in Ukraine. The research utilizes a comprehensive index of smart business models based on the entropy method. Modelling and forecasting were conducted using three scenarios involving Markov chains. The study allows us to understand which components of smart business models have the greatest impact on the recovery of the EU and Ukraine and how they can improve their metrics to stimulate innovation and digital transformation. The research identified a group of indicators related to sustainability and social responsibility as the most significant for the application of smart business models. It highlights how these innovative models, driven by cutting-edge technologies and sustainable practices, offer a path to economic rejuvenation and long-term stability.
