Due to its significance, there is much discussion of its design, development and use. Although equally important, the management of public space lacks attention in academia and policy. This is regrettable given concerns about the quality of public space and calls for substantial changes in public space management. Moreover, while multi-actor involvement in public space management has become popular, its impact has been less studied. This paper attempts to fill the research gap by presenting an empirical study on Görlitzer Park in Berlin, Germany. Thereby, it focuses on multi-actor involvement in public space management. Based on the results of social network analysis, the paper provides a valuable insight into the actors involved, the actor network and their impact on public space management. Most importantly, the paper argues that the structure of the actor network matters for managing public space. This suggests that improving the actor network can be a key to enhancing the quality of public space. Disparitäten der Einkommensverteilung spielen, unter Berücksichtigung räumlicher Kaufkraftunterschiede, als Messgröße gleichwertiger Lebensverhältnisse eine zentrale Rolle. Die in diesem Beitrag vorgestellte Analyse räumlicher Einkommensunterschiede nutzt konsistente Zeitreihendaten für die bayerischen Kreise im Zeitraum von 1991 bis 2018, die im Rahmen der volkswirtschaftlichen Gesamtrechnung ermittelt wurden. Anhand des Theil-Index kann für Bayern gezeigt werden, dass räumliche Disparitäten beim Primäreinkommen der Kreise durch Steuern und Sozialleistungen deutlich reduziert werden und allgemein in den letzten Jahrzehnten abgenommen haben. Dies gilt sowohl für Unterschiede zwischen und innerhalb von Regierungsbezirken wie auch für Unterschiede zwischen und innerhalb der nach dem siedlungsstrukturellen Kreistyp gruppierten Kreise, die den Urbanisierungsgrad abbilden. {"title":"Wie fußgängerfreundlich sind deutsche Großstädte? Neue Ergebnisse aus der Walkability-Forschung","authors":"J. Eine aktive körperliche Mobilität fördert die Gesundheit und gilt als Voraussetzung für vitale nachbarschaftliche Sozialstrukturen. Der Einsatz datenbasierter Walkability-Bewertungswerkzeuge ermöglicht der Stadt- und Verkehrsplanung in einer einfachen Vorabanalyse, Defiziträume für die Fußgängerfreundlichkeit im Stadtraum zu identifizieren und darauf aufbauend weiterführende Maßnahmen zu planen. Auf dieser Grundlage können Zielsetzungen zur Stärkung des Zufußgehens mit messbaren Kennziffern etabliert und für ein dauerhaft angelegtes Monitoring genutzt werden. Anhand eines neu entwickelten und frei verfügbaren GIS-Bewertungswerkzeugs wird in diesem Beitrag die Walkability der 16 bevölkerungsreichsten deutschen Städte kleinräumig analysiert und kartiert. Die niedrigste Walkability weist Dortmund auf, Frankfurt am Main ist am besten bewertet. Der Beitrag diskutiert die Methode und Ergebnisse. This requires an expansion of mobile networks throughout the country. However, the installation of masts and antennas has often been the subject of conflict in Germany, especially due to fears about potential health effects of electromagnetic fields. Transmitters become both a trigger and a target of social protests. From a discourse-theoretical perspective, we identify central lines of argumentation in the German cellular network conflicts. A triangulation of quantitatively oriented and qualitative analysis components forms the methodological basis. Regional case studies provide an opportunity to identify local differences. A comparison of past and recent conflicts reveals discursive shifts over time. Debates about the possible health effects of mobile radio were particularly contentious in the context of UMTS mobile phone expansion at the turn of the millennium. The (planned) installation of transmitters at the local level often sparked this discussion. During the expansion of the 5G network, in addition to the debate about the health risks of the technology, questions are now being raised about whether and to whom the expansion is necessary. {"title":"Making land available. Cultural legal comparison of the German Building Land Mobilisation Act and the partial revision of the Swiss Spatial Planning Act","authors":"A. To address this apparent dilemma, legislators are increasingly relying on densification. However, a fundamental prerequisite (and often a significant challenge) for this is the availability of the land required. Recent planning law reforms in Germany and Switzerland aim to increase the effectiveness and speed at which land is made available for inner development, thus meeting the seemingly conflicting planning policy goals. This paper compares recent legislative efforts in Germany and Switzerland using the comparative law method. The German Building Land Mobilization Act includes amendments to the Building Code (Baugesetzbuch) and the Building Use Ordinance (Baunutzungsverordnung), intended to enable faster activation of building land and the creation of more affordable housing. To this end, the amendment expands existing instruments for the activation of building land and introduces simplifications to the planning law.
