The Role of ICTs in Climate Change Adaptation: A Case of Small Scale Farmers in Chinsali District 信息通信技术在气候变化适应中的作用:以金萨利地区小农为例

To this effect, a descriptive survey was conducted on a sample of 278 randomly selected small scale farmers, out of an estimated population of 1000 in Chinsali main farming block. Out of the 278 questionnaires, 267 were successfully filled and returned. The results were tested for reliability and normality. According to the results, small scale farmers in this area lack information about climate change and this make it difficult for them to adapt to its effects. The study also establish that, using ICTs to create awareness, provide access to climate change information as well as capacity building in the use of various ICTs to identify the effects of climate change can help these farmers to adapt to its effects. Based on this, the study recommended that deliberate policies should be put in place to ensure that ICT services such as the internet, mobile networks and SMS are widely used in disseminating information about climate adaption to small scale farmers in the district. It was also recommended that handheld device such as mobile phones and PDAs which most of these farmers have access to should be used to sensitize them about the effect of climate change and how to adapt to it. The study further recommended that building adaptive capacity, such as on ICT-enabled interventions in the agriculture sector, should be spearheaded to enhance adaptation to climate change. The model has seven non-linear differential equations, which describe the effects of awareness programs by media on the spread of COVID-19 Pandemic diseases. Analytical study carried out to investigate the model analysis and existence of stability of system, given threshold parameters known as the basic reproduction number, which obtained using next generation matrix method. The equilibrium of COVID 19 models is determined. In addition to having a disease-free equilibrium, which is globally asymptotically stable when the basic reproduction number less than one, COVID 19 model manifest one's possession of (a quality of) the phenomenon of backward bifurcation where a stable disease-free equilibrium co-exists (at the same time) with a stable endemic equilibrium for a certain range of associated reproduction number less than one. The people responsible for making decisions in the learning institution will able to make informed data-driven decisions. This paper explores the value of the Internet of Things (IoT) in capturing and mastering massive data for online courses to assess and identify typical learning scenarios for learners. In the algorithm design stage, the advantages and disadvantages of the existing load balancing algorithms are analyzed, combined with the characteristics of the SDN network architecture, and the bandwidth, delay and link rate of the network link are comprehensively considered. Based on this, multiple performance factors are defined, and a load balancing algorithm based on multiple performance factors (MPF-CMP) is designed and implemented. In the strategy implementation stage, build a multi-path network topology based on the SDN architecture, and use the depth-first traversal algorithm to traverse the global network to obtain the required link information; Subsequently, the MPF-CMP algorithm and OpenFlow group table technology are combined to complete the proportional distribution of network traffic to each available path, thereby achieving multi-path load balancing of the SDN network. The simulation experiment results show that the strategy effectively exerts the SDN controller's overall network monitoring and scheduling functions, can obtain link information in real time and distribute and transmit network traffic according to the situation.
