There have been significant migrations in Kazakhstan since the collapse of the USSR. Today’s migrations are no longer a result of major economic policies, but a result of individuals’ personal choices. Every year, more and more well-educated young people leave Kazakhstan for a better future. This situation has negative consequences for the country. On the other hand, many immigrants migrate to the country to live in Kazakhstan. The number of immigrants in the country has reached 20% of the country’s population. This study discusses the far from one-sided classical methods of research by M. Eliade. His concepts of spiritual values are important for Eastern and Western religious studies, philosophy, cultural and literary studies. It is necessary to use applied religious studies and myths bald facts to understand Eliade’s records. He explains in detail the meaning of religious structure and phenomena and also notes that mythical and cultural symbols enlighten a person and give an intuitive understanding of the principles of life in his writings. Such intuitive cultural instincts have their own inner reality. In conditions of restricting creative freedoms and spiritual decline, a person can overcome everything through the “inner cultural reality”. Thus, Eliade’s conception hopes to find something at the origins of true religious life. The concept of “god” was replaced by the word “sacred” in the religious project of the thinker. It is said that for the full disclosure of the meaning of “sacred” it is necessary to look from the rationality and irrationality point of view. Coming to the fore “planetary humanism”, which M. The history, cultural ties and valuable relics and artifacts of sacred and holy places were analyzed. It tells about the importance of artistic and cultural achievements, the lessons of history and the heritage of ancestors, and it was summed up that the younger generation is obliged to protect and cherish it. The prospects for the development of various types of tourism in Kazakhstan are confirmed by the fact that, in addition to a direct increase in the tourist flow, cultural and educational tourism makes a significant contribution to the development of tourism in the region as a whole, as well as to improving the social situation, creating new jobs and investment. The subject of fiqh is taught for eight years in educational centers belonging to Dar al-Ulum Deoband. All the books selected as textbooks in the field of fiqh are works recognized by the Hanafi madhhab. These works are considered basic literature not only in Deoband educational institutions, but also in centers of religious education in other countries, such as Turkey and Central Asian countries, where the Hanafi school is taught. In the Deoband educational system, the books of the Hanafi school were selected based on their volume and content in order to teach fiqh on a step-by-step basis. In the first year “Nur al-Idah”, in the second year “Masail al-Quduri”, in the third year “Sharh al-Uqayya”, in the fourth year “Kanz al-Daqaiq”, and in the fifth, sixth and seventh years the book “Al-Hidaya” by Imam Al-Marginani, which is very popular in Central Asia, is taught in full. And in the eighth year, which is called “Tahassus”, some issues are selected from Imam Ibn Abidin’s “Hashiya” and researches are conducted on those topics. This article provides extensive information about the above-mentioned fiqh books. The names of those books and the chain of teachers of the authors are given, and their connections with the Kazakh country are determined. The library and manuscript funds of Kazakhstan also contain information about how much they are preserved. In the post-war era, Japan’s powerful central bureaucracy contributed to rapid economic growth, high standards of education and health care, domestic stability, and peaceful international relations. The apparatus of civil servants combined democratic politics with strong administrative potential and partial isolation from the pressure of interest groups. Central ministry officials devised a compromise between autonomy and involvement in which they played a distinctly political role in facilitating deals among key interest groups. However, the power and isolation of the bureaucracy also limited the participation of civic groups and minority interests in the political process, limited accountability to the general public, and encouraged collusion with politicians and interest groups. The dominance of the bureaucracy began to erode in the 1970s when politicians went beyond the Treasury budget to expand the welfare state and increase public works spending for their constituents. The authors use the methods of phenomenological, post-structuralist analysis, as well as an interdisciplinary approach to study Islamic tolerance. The position of the authors boils down to the fact that Islam has an impressive positive potential for the Kazakhstani society, since the axiological content of tolerance for interfaith relations of the multicultural population of Kazakhstan is of enduring importance. A retrospective look at Islam made it possible to come to the conclusion that Islam, from the very beginning, recognized the right to life of all the traditions with which it coexisted, which predetermined the focus of Islam on international, interfaith interaction. Of particular relevance is the phenomenon of Islamic tolerance in post-normal time, developed by the Muslim scholar Z. Sardar. The authors analyze the concept and causes of post-normal time, and also interpret them in relation to the life of Kazakhstani society.
