Madura farmers planted two kinds of corn varieties, namely local and hybrid. The main problem in corn farming on this island was its lower average yield than in other East Java regions. One of the main reasons for this low productivity was farming risk faced by farmers.  This study aimed to identify risky behavior and design risk reduction by using Kountur model.  Data were collected from 120 corn farmers that were chosen to represent corn farming conditions in Madura. The method of analysis used descriptive quantitative by using the Likert scale and contour risk model. The model categorized risk sources based on the opportunities and its impacts. This mapping result was used as a base for designing a strategy to reduce risk. The results showed that the behavior of both local and hybrid corn farmers was categorized mostly (around 80%) as risk-neutral and the rest as risk lovers. The Kountur analysis showed that the sources of risk with high opportunities and its impacts were corn price fluctuation, input price increase, pest and plant disease attacks, and labor force availability. This research suggests that risk reduction can be made by strengthening farmers’ bargaining position, improving the management of tradable input stock, applying integrated pest and disease management (IPM), and revitalizing “gotong royong” working system. AbstrakJagung merupakan tanaman pangan yang banyak diusahakan oleh petani di Pulau Madura. Petani di Pulau Madura menanam jagung varietas lokal dan hibrida. Masalah utama dalam usaha tani jagung di wilayah ini adalah  capaian rata-rata produktivitas jauh lebih rendah dibandingkan daerah lain di Jawa Timur. Salah satu faktor penyebab rendahnya produktivitas adalah tingginya risiko berusaha tani yang dihadapi petani. Penelitian ini bertujuan untuk mengidentifikasi perilaku risiko dan mendesain pengurangan risiko dengan menggunakan Model Kountur. Data dikumpulkan dari 120 petani jagung yang dipilih untuk mewakili gambaran usaha tani jagung di Madura. Metode analisis yang digunakan adalah diskriptif kuantitatif dengan menggunakan skala Likert dan model risiko Kountur. Model ini mengelompokkan sumber-sumber risiko berdasarkan peluang dan dampaknya.  Hasil pemetaan digunakan sebagai dasar untuk mendesain strategi reduksi risiko.  Hasil penelitian menunjukkan bahwa perilaku kedua kelompok petani jagung lokal dan jagung hibrida sama, yaitu sebagian besar petani (sekitar 80%) risk neutral dan sisanya risk lover. Berdasarkan analisis Kountur, diketahui sumber risiko yang peluang dan dampaknya  besar adalah fluktuasi harga jagung, kenaikan harga input, serangan hama dan penyakit, serta ketersediaan tenaga kerja. Rice productivity in the Bangka Belitung Islands was the lowest figure compared to other provinces in Indonesia from 2013 to 2015. The purpose of this study was to provide an overview of rice farming, analyze the technical efficiency and its influencing factors of rice farming, and analyze the income level of rice farming in the Province of Bangka Belitung Islands. The data used in this study were raw data of the 2014 Household Survey of Rice Crop Farming (SPD 2014) conducted by Statistics Indonesia. The analytical method used was the Stochastic Production Frontier. The results showed that the factors influencing rice production were seeds, fertilizers, pesticides and the use of hired labours. The average level of technical efficiency of rice farmers was 20% of maximum production. This shows that rice farming was not yet efficient. Factors that negatively affect the technical efficiency of rice farming were those among other age of the farmer, land preparation equipment, ownership status of land preparation equipment and the planting system. The results of the study also showed that the more efficient the rice farming, the greater the farmers' income. To increase productivity through increasing technical efficiency, it is recommended that rice farmers are facilitated or supported to use a better quality of rice seed. AbstrakProduktivitas padi di Indonesia sangat bervariasi antar provinsi, di mana produktivitas padi di Kepulauan Bangka Belitung menunjukkan angka terendah dibandingkan provinsi lain di Indonesia selama tahun 2013 hingga 2015. Tujuan penelitian ini antara lain untuk memberikan gambaran usaha tani padi di Provinsi Kepulauan Bangka Belitung, menganalisis efisiensi teknis usaha tani padi serta faktor-faktor yang memengaruhinya, dan menganalisis tingkat pendapatan usaha tani padi. Data yang digunakan dalam penelitian ini adalah raw data hasil Survei Rumah Tangga Usaha Tanaman Padi 2014 (SPD 2014). Metode analisis yang digunakan adalah Stochastic Production Frontier. Berdasarkan hasil penelitian menunjukkan bahwa faktor-faktor yang memengaruhi produksi padi di Kepulauan Bangka Belitung adalah penggunaan benih, pupuk, pestisida dan penggunaan pekerja dibayar. Rata-rata tingkat efisiensi teknis petani padi di Kepulauan Bangka Belitung adalah 20% dari produksi maksimum. Hal ini menunjukkan bahwa usaha tani padi belum efisien. Faktor-faktor yang berpengaruh negatif terhadap infesiensi teknis usaha tani padi adalah faktor umur petani, alat pengolahan lahan, status alat pengolahan lahan dan sistem tanam. Objectives of this study were to analyze consumption patterns and demand for animal protein sources in cattle producing centers in West Nusa Tenggara (NTB) and East Nusa Tenggara (NTT) provinces. This study employed 2014 Susenas data. Animal protein consumption levels in both provinces were below the recommended daily nutritional adequacy. Beef consumption participation level was very low (6.06%). Demand elasticities for animal products in rural areas were higher than those in urban areas, except for fresh fish. Income elasticities in urban areas were higher in terms of beef, chicken, milk, fresh fish and preserved fish. Income elasticities of meats and eggs in rural areas were higher for meats and eggs. Beef per capita consumption in 2020 is estimated to be 0.44 kg and in 2025 will reach 0.51 kg. Total demand for beef are projected to be 4,720 kg and 5,734 kg in 2020 and 2025, respectively. To achieve self-sufficiency in animal protein, in addition to beef self-sufficiency program currently implemented, it is necessary to increase other livestock products such as poultry with protein content equal to beef but with cheaper prices. AbstrakAsupan protein hewani menentukan kualitas konsumsi makanan yang diperlukan untuk mendukung hidup sehat, aktif, dan produktif. Penelitian ini bertujuan untuk menganalisis pola konsumsi dan permintaan pangan sumber protein hewani di daerah sentra produsen sapi di provinsi NTB dan NTT. Model AIDS digunakan untuk mengestimasi elastisitas permintaan pangan dan persamaan linear untuk mengestimasi proyeksi permintaan pangan hewani tahun 2020-2025. Data yang digunakan adalah data Susenas tahun 2014 dari BPS. Hasil penelitian menunjukkan bahwa konsumsi pangan sumber protein hewani masyarakat di dua provinsi di Nusa Tenggara  belum memenuhi angka kecukupan gizi yang dianjurkan.Tingkat partisipasi konsumsi pangan sumber protein hewani untuk daging sapi cukup rendah, yaitu sebesar 6,06 %. Nilai elastisitas permintaan pangan di pedesaan lebih tinggi dibandingkan di perkotaan untuk seluruh komoditas kecuali ikan segar. Elastisitas pendapatan masyarakat perkotaan lebih tinggi untuk daging sapi, daging ayam, susu, ikan segar, dan ikan awetan, sedangkan bagi masyarakat pedesaan untuk daging lainnya dan telur lebih besar. Hasil proyeksi menunjukkan permintaan daging sapi dalam periode tahun 2020-2025 terus meningkat. Konsumsi daging sapi per kapita di kedua provinsi tersebut tahun 2020 diperkirakan sebesar 0,44 kg/tahun dan tahun 2025 mencapai 0,51 kg/tahun, sehingga  permintaan daging sapi tahun 2020 dan 2025 diproyeksikan masing-masing sebesar 4.720 kg dan 5.734 kg. This study aimed to analyze egg price fluctuation and its determinants. Conducted from September to November 2018, data of the study were collected by interviewing officers from related agencies, breeders, associations and egg traders in West Java Province. Price fluctuation was estimated using coefficient of variation. Factors influencing egg price fluctuation was analyzed descriptively. Egg price for the last five years kept increasing. Average egg price in 2018 was higher than those in last four years. High egg price at farm level affected its retail price in Jakarta. Increased egg price was due to increases in feed and DOC prices, and decreased egg production affected by disease attacks. At the same time the demand for egg enhanced along with National Religious holidays, school vacations, and foot ball world cup shows. Biosecurity, hygienic pens, and response to disease attack need improvement. Prohibition of AGP (Antibiotic Growth Promoters) should be followed up by farmers with enhancement in good farming practices, such as reducing chicken density. Corn import ban hampers poultry industry which has a negative impact on domestic egg production. AbstrakFluktuasi harga dan pasokan telur ayam ras masih sering terjadi yang menyebabkan permasalahan bagi peternak di kala harga jatuh dan bagi konsumen pada saat harga tinggi. Kajian ini bertujuan untuk menganalisis permasalahan fluktuasi harga telur ayam dan faktor-faktor penyebabnya, dilakukan pada bulan September sampai Nopember 2018. Pengumpulan data dilakukan dengan metoda wawancara kepada aparat dari beberapa instansi terkait, peternak, pengurus asosiasi, dan pedagang telur ayam ras di Provinsi Jawa Barat. Tingkat fluktuasi harga diproksi dengan nilai koefisien variasi dan faktor-faktor yang mempengaruhi fluktuasi harga telur ayam ras dianalisis secara deskriptif. Hasil kajian menunjukkan bahwa harga telur selama lima tahun terkahir terus meningkat. Rata-rata harga telur ayam tahun 2018 lebih tinggi dibandingkan empat tahun sebelumnya dengan fluktuasi tinggi. Harga telur yang tinggi di sentra produksi mendorong kenaikan harga di tingkat konsumen utama di DKI Jakarta. Kenaikan harga pakan dan harga DOC menyebabkan kenaikan harga telur ayam ras. Kenaikan harga telur juga disebabkan oleh berkurangnya produksi telur akibat serangan penyakit. Pada sisi lain terjadi peningkatan permintaan terhadap telur ayam akibat adanya momen Hari Besar Keagamaan Nasional, libur sekolah, dan momen piala dunia. Dari hasil kajian ini disarankan untuk meningkatkan biosekuriti dan higienitas kandang, dan peningkatan respon untuk pengendalian penyakit. At the same time, per capita consumption of wheat products has increased annually.  One of main government policies related to food consumption is to accelerate food and nutrition diversification based on local food sources. Objective of this study was to understand demand for various carbohydrate food sources at household level by introducing socio-economic variables such as household size, wife working status, and characteristics of household head. This research used Susenas 2017 data at national level.  Demand for food was estimated by the AIDS model.  Rice was still as the most favorable carbohydrate source for Indonesian people. Bread and processed food were categorized as luxurious; while rice, wheat flour, cereals, and roots were as normal goods. Own-price demand elasticity for rice, wheat flour, cereals, and roots were elastic, meanwhile for bread and prepared foods were inelastic. Reducing per capita rice consumption, among others, should be conducted by increasing knowledge and awareness of household members of the importance of food consumption diversification. The government should be aware of the continuing increase in wheat flour imports in line with national economic growth due to high income elasticity for bread and processed food. AbstrakPangan sumber karbohidrat yang merupakan pemasok utama energi untuk menjalankan aktivitas sehari-hari penduduk Indonesia masih didominasi oleh beras.  Bersamaan dengan itu, konsumsi pangan/kapita berasal dari gandum meningkat setiap tahunnya. Di fihak lain, Indonesia memiliki beragam pangan lokal sumber karbohidrat. Salah satu kebijakan utama pemerintah terkait konsumsi pangan adalah mempercepat diversifikasi pangan dan gizi berbasis pangan lokal. Tujuan penelitian ini adalah untuk mengetahui permintaan pangan berbagai komoditas sumber karbohidrat di tingkat rumah tangga dengan memasukkan variabel sosial ekonomi yaitu jumlah anggota rumah tangga, status istri bekerja, dan karakterestik kepala keluarga. Penelitian ini menggunakan data Susenas tahun 2017 untuk tingkat nasional dari BPS. Permintaan pangan dianalisis dengan menggunakan model AIDS. Hasil analisis mengkonfirmasi bahwa beras masih menjadi komoditas sumber karbohidrat yang paling diminati masyarakat. Roti dan makanan jadi merupakan golongan pangan mewah sedangkan beras, terigu, padi-padian, serta umbi merupakan barang normal. Elastisitas harga sendiri untuk permintaan komoditas beras, terigu, padi-padian, dan umbi bersifat inelastis sedangkan roti dan makanan jadi tergolong elastis. This policy was issued through the Minister of Trade Regulation No. 57/2017 in effect since 1 September 2017. This study aims to examine the impact of RCP policy on profitability of rice farming, rice prices in traditional and modern markets, shift in rice quality, and paddy and rice procurement by Perum Bulog. This study was conducted in three rice producing provinces, namely West Java, East Java and South Sulawesi. After implementation of RCP policy, profitability of rice farming increased, market prices for medium quality rose approaching the medium RCP, and premium rice price tended to decline but still stable close to RCP. Most rice sold in the markets shifted from medium to premium quality. Government rice procurement conducted by Bulog decreased significantly. Besides profit margins, lack of binding of broken grain criteria for medium and premium rice qualities and absence of certification regarding the differentiation of both qualities may affect rice quality shifting. It is suggested that RCP policy should implemented with clear and firm regulation on rice quality criteria. AbstrakBeras merupakan makanan pokok bagi sebagian besar penduduk Indonesia. Dalam upaya menjaga stabilitas harga beras, pemerintah menetapkan patokan harga eceran tertinggi (HET) berdasarkan jenis beras dan wilayah edarnya. Kebijakan ini ditetapkan melalui Permendag No. 57 tahun 2017 yang berlaku sejak 1 September 2017. Kajian ini bertujuan untuk mengkaji implikasi kebijakan penerapan HET beras tersebut terhadap profitabilitas usahatani padi, harga beras di pasar tradisional dan modern, pergeseran kualitas beras yang diperdagangkan, dan penyerapan gabah-beras petani oleh Perum Bulog Kajian dilaksanakan di tiga provinsi sentra beras, yaitu Jawa Barat, Jawa Timur dan Sulawesi Selatan. Kajian menggunakan pendekatan kuantitatif dan kualitatif. Hasil kajian menunjukkan bahwa profitabilitas usahatani padi meningkat setelah penetapan HET beras;  harga beras medium cenderung naik mendekati batas HET medium, sedangkan harga beras premium cenderung menurun namun masih stabil tinggi mendekati batas HET premium; kualitas beras yang diperdagangkan sebagian  bermigrasi dari beras medium ke premium; dan pengadaan gabah pemerintah oleh Bulog  serapan gabah-beras petani oleh Bulog mengalami penurunan. Selain margin keuntungan, longgarnya kriteria butir patah beras medium dan premium serta belum adanya sertifikasi mengenai pembedaan kualitas medium dan premium ditengarai menjadi faktor migrasi kualitas beras yang diperdagangkan. Disarankan penetapan HET perlu disertai dengan pengaturan yang lebih tegas mengenai kriteria kualitas beras medium dan premium. This study aimed to assess rice production performance, dried paddy (GKG) conversion rate into rice, rice supply chain, dynamics of rice prices among seasons and markets, and rice price establishment. This research was conducted in 2018 in rice producing centers in Central Java, namely Sragen, Klaten and Demak Regencies. This province had a rice production surplus and it was marketed mostly to West Java and Jakarta provinces. Conversion rate from paddy to rice varies between 60-65% or an average of 62.74% depending on varieties grown, drying process, and harvesting machine condition. In general, there are six to seven actors in the rice supply chain. During the main harvest in rainy season, paddy and rice prices usually dropped due to abundant supply. However, during the harvest in rain season in 2017/2018, paddy and rice prices remained high. This case indicated that paddy and rice prices establishment were more determined by supply side. It can be concluded that shorten the rice supply chain will increase paddy price at farm level and reduce rice price at consumer level. To shorten the rice supply chain effectively, it is recommended that rice milling process to be done at the milling industry. AbstrakRantai pasok beras di Jawa Tengah dari tingkat produsen hingga konsumen masih cukup panjang. Kondisi ini berpengaruh pada pembentukan harga beras. Tujuan penelitian adalah untuk mengkaji kinerja produksi padi, besaran rendemen gabah kering giling (GKG) menjadi beras, kinerja rantai pasok gabah dan beras, dinamika harga beras antar musim dan pasar, dan pembentukan harga beras pada setiap tingkatan pelaku rantai pasok beras. Penelitian dilakukan tahun 2018 di lokasi sentra produksi padi Provinsi Jawa Tengah yaitu Kabupaten Sragen, Klaten, dan Demak. Hasil kajian menunjukkan provinsi ini menghasilkan surplus beras yang dipasarkan terutama ke Jawa Barat dan Jakarta. Tingkat rendemen GKG menjadi beras bervariasi antara 60-65% atau rata-rata 62,74% tergantung varietas, proses pengeringan, dan kondisi mesin panen. Rantai pasok beras cukup panjang, sebanyak enam sampai tujuh pelaku. Sesuai pola yang umum dikenal, pada musim panen raya pada musim hujan (MH) harga gabah dan beras turun, namun pada musim panen raya MH 2017/2018 harga pangan ini tetap tinggi. Hal ini disebabkan pembentukan harga gabah dan beras lebih ditentukan oleh aspek pasokan dibandingkan aspek permintaan. Dari hasil penelitian ini disimpulkan pemangkasan rantai pasok gabah dan beras dari petani produsen ke konsumen dapat meningkatkan harga gabah di tingkat petani dan menurunkan harga beras di tingkat konsumen. This paper aims to analyze the sources of growth in the production of soybeans, analyze the possible production increase of soybeans that resulted from each sources of production growth, and that its contribution to the increase of national production. Data used in the study were secondary data collected from various relevant agencies was at national level with two provinces, namely West Java and West Nusa Tenggara as case study. Results of this study concluded that the source of soybean production growth was mostly from the increase harvested area. The possibility of soybean production increase in Java is relatively low and for that reason Jawa should be less priority than the other. AbstrakSumber pertumbuhan produksi kedelai secara garis besar berasal dari peningkatan luas panen dan peningkatan produktivitas. Tulisan ini bertujuan untuk menganalisis berbagai sumber pertumbuhan produksi kedelai di berbagai wilayah Indonesia, peluang peningkatan produksi kedelai dari berbagai sumber pertumbuhan, dan sumbangannya terhadap peningkatan produksi. Data yang digunakan adalah data sekunder dari berbagai instansi terkait. Cakupan kajian ini bersifat nasional dengan mengambil kasus di sentra produksi kedelai yaitu Provinsi Jawa Barat dan Provinsi NTB. Hasil kajian menyimpulkan bahwa sebagian besar pertumbuhan produksi kedelai lebih disebabkan oleh peningkatan luas panen. Peluang peningkatan produksi kedelai umumnya relatif kecil di Pulau Jawa karena produktivitas yang dicapai petani telah sangat mendekati potensi produktivitas yang tersedia. This paper aims to examine the dynamics of revenue and faktors that influence the various agro-ecosystem and different commodity base in rural areas. The data used is Patanas data’s the time period 2007-2015 taking into account the agro-ecosystem-based wetland rice based dry land crops / vegetables, plantation-based dry land. In general, the study results show that: (a) The level of income has increased and the role of agriculture sektor income remained a dominant role; (b) Faktors causing the dynamics and the role of the agricultural sektor revenues include the availability of and access to technology, the profitability of farming, plantation crops are relatifly old, pace of product development and the creation of added value. The implication is required to optimize and harmonize the development of modern agriculture, revitalization of informal non-agricultural sektor in rural areas, and economic integration of rural-urban in perspective agricultural/rural transformation economic AbstrakPeningkatan pendapatan rumah tangga perdesaan merupakan bagian integral dari sasaran akhir pembangunan pertanian. Tulisan ini bertujuan untuk mengkaji dinamika pendapatan dan faktor yang mempengaruhinya pada berbagai agroekosistem dan basis komoditas yang berbeda di daerah perdesaan. Data yang digunakan adalah data survey Patanas rentang waktu 2007-2015 pada agroekosistem lahan sawah berbasis padi, lahan kering berbasis palawija/sayuran, dan lahan kering berbasis perkebunan. Metoda analisis secara deskriptif kualitatif dan tabulasi. Secara umum, hasil kajian menunjukkan bahwa: (a) Tingkat pendapatan mengalami peningkatan dan peran pendapatan sektor pertanian tetap memegang peran dominan; (b) Faktor penyebab dinamika dan peran pendapatan sektor pertanian diantaranya adalah ketersediaan dan akses teknologi, profitabilitas usahatani, tanaman perkebunan yang relatif tua, ketertinggalan pengembangan produk dan penciptaan nilai tambah. Related to provision of animal food sources, Ministry of Agriculture has expanded the target of self sufficiency from beef only to animal protein from livestock. Related to this event, it is needed accurate information on consumption pattern of this food group. Objective of this writing is to present results of analyses on animal food consumption at household level identified by region and income class. Source of data used was Susenas 2014 from Statistic Indonesia with national coverage. Results of the analyses showed that participation rate and animal food consumption per capita were high at urban and highest income class households. At aggregate level, consumption per capita of livestock and fishery products by urban household were higher than that in rural areas. Type of animal food frequently consumed were broiler eggs, broiler chicken, and mackerel/tuna/skipjack. On the average, per capita beef consumption and consumption participation rate were low. Recommendation of this study is that efforts to achieve animal protein self sufficiency are done through intensification program on production and product development of livestock and fishery based products, development of infrastructure and marketing institution to expedite animal products’ distribution, maintain affordable and stable prices of animal protein sources, and intensive promotion of the importance of animal protein consumption in the context of diverse, nutritious balanced, and safe food pattern. AbstrakKonsumsi pangan sumber protein hewani dalam jumlah cukup diperlukan untuk membantu mengatasi berbagai permasalahan gizi, termasuk stunting. Terkait penyediaan pangan sumber protein hewani, Kementerian Pertanian memperluas sasaran swasembada dari hanya daging sapi menjadi protein hewani asal ternak. Sehubungan dengan itu, diperlukan informasi yang akurat terkait pola konsumsi kelompok pangan ini. Tujuan penulisan artikel ini adalah untuk menyajikan hasil analisis berbagai pola konsumsi pangan hewani di tingkat rumah tangga yang dikaji berdasarkan kelas pendapatan dan wilayah tempat tinggal. Sumber data yang digunakan adalah hasil Susenas tahun 2014 dari BPS dengan cakupan nasional. Hasil analisis menunjukkan bahwa tingkat partisipasi dan besaran konsumsi pangan hewani tinggi pada rumah tangga di perkotaan dan pada rumah tangga berpendapatan tinggi. Secara aggregat, konsumsi produk peternakan dan perikanan di perkotaan lebih tinggi dibandingkan di pedesaan. Jenis pangan hewani yang banyak dikonsumsi adalah telur ayam ras, daging ayam ras dan ikan tongkol/tuna/cakalang. Rata-rata konsumsi daging sapi/kapita sangat rendah dan angka partisipasi konsumsi juga rendah.
