Humanity has been facing an invisible disease and man needs to rethink consumption patterns, as well as the negative environmental impact generated by these patterns. To this end, we aimed to analyze the scientific productions on companies, accounting information and sustainability in the context of the pandemic (Covid-19). This study is classified as a descriptive, bibliographic and qualitative research, as it sought to identify information to highlight the socioeconomic and environmental impacts generated by the pandemic (Covid-19) in organizations. In this sense, the quality of information about these impacts are indispensable issues for analyzing the sustainable development of corporate business. The general objective is to analyze the economic feasibility and sustainability of the tariff policy adopted in January 2021 by DAESA. The specific objectives of the work are: to carry out a documental survey on national and local legislation about the institution of social tariffs in environmental sanitation services; analyze the temporal evolution of tariffs applied in Sousa-PB by DAESA and, finally; to prepare a comparative study between the tariff structure proposed by Assis, Vieira and Oliveira in 2018, seeking to achieve the financial balance of the autarchy and the current tariff structure adopted in 2021. To do so, it uses the deductive approach method and the procedure method comparative in the construction of a documentary, bibliographic, applied and quali-quantitative research. Thus, aimed to analyze a possible origin of the absentee ownership in context of human development with the nomadic lifestyle, characterized by the absence of fixed dwelling and a constant process of migration to another regions. Thereat and using the contemporary context as parameter, it was studied on legal texts aiming establish the nomenclatures adopted, as well to understand their insertion in the social environment, specifically in São Paulo and Rio de Janeiro using as a focus the right to housing as fundamental and inherent in the condition of the human person. Therefore, used as a methodology the bibliographical, documental and legislative reviews about the topic, concomitant with the empirical method that served to analyze the situation of the properties. In this way, observed along with the data released by the 2010 Census, over 200 thousand in the number of abandoned properties in relation to the Brazilian housing deficit. Although it is necessary to recognize the innovations brought about, it is essential to analyze and seek legal protection in line with human dignity, ensuring balance and maintenance of life for present and future generations. In this context, there is a necessary problem for the development of the research: How are the guidelines of the water market established under the perspective of federal law 9,433/97 and its correlation as a fundamental right to life in the legal system? As a method of approach, the deductive method will be used, the method of procedure will be qualitative, and the research technique will be exploratory, documentary and bibliographic. In fact, the commodification of water in Brazil has been the subject of a series of discussions among scholars, environmentalists, jurists and even society in general. The issue has caused several divergences and, for the most part, has been treated as an unfeasible proposal, as it emphasizes the privatization of water, a measure prohibited by the Federal Constitution and, therefore, unconstitutional. The national politic of hydric recourses make newness when decentralizes the management of the hydric bodyes and garante the participation of the civil society on the decisions. In other way the new law of basic sanitation developing the investiments of privicy sector which looking for offer better services of sanitation and increase their reach. The cientifical search looked to analyze the participating management with focus on the hydric management and the basic sanitation on the light of Federal Law nº 9.433/97 and the law nº 14.026/2020, making juridical interpretation of the legal wordings and the institutional structure of the diferentes faces of the power. The methodology used was the juridic hermeneutics because is enable to understand the real mean of the juridic laws, the institutional staff and social relationships. During the research realized the necessity of conversation between public management of water and sanitation, because they are complementary politics, forward the bigger integration between the public power and the social circles. At this juncture, there is a necessary problem for the development of the research: The application of the water market would be viable in Brazil for the preservation of environmental resources, or would generate more scarcity and concentration of water in a limited number of people, as a result of the commercialization of water ? In this sense, this work seeks to evaluate the conditions of supply systems in the municipality of Pombal in the State of Paraiba. Therefore, the analysis of secondary data collected from the National Sanitation Information System (SNIS) was considered, we considered information and rates of losses in distribution, losses in revenue, population served, per capita consumption, and volumes of water produced, consumed and billed in the period 2010 to 2019. The results show that the city has a slow tendency to reduce real and apparent losses, an adequate per capita consumption; trend of increased demand due to population growth, reduction of the volume of water produced and increase in volumes consumed and billed. .
