It therefore becomes imperative for Information and Communication Technology (ICT) as well as social-cultural factors to be harnessed in meeting the desired goals of education. No doubt, since the past few decades, ICT has become an essential component of the education system used in building skills and competencies of students as well as the use of native languages, signs and symbols. Unfortunately, review of various research findings has shown the poor utilization of ICT and social-cultural approaches such as native languages, cultural tools, as well as Zone of Proximal Development (ZPD) in the education system which has in turn affected education. This is due to poor knowledge on the use of ICT devices and programmes as well as the inability of most teachers in the application of social-cultural theory in education. This paper discusses the integration of ICT and socio-cultural factors in teacher education. The contribution of this paper to knowledge is on the current debates on bridging the gap between qualified and unqualified teachers which has become a bane for future development of knowledge by harnessing ICT and socio-cultural opportunities. Ideas related to dilemma motives and concepts like the dilemma tales leave listeners and audiences analyzing whilst making informed and critical choices presented among dicey alternatives. Given that these choices are quite difficult and may question the ethical, moral and legal thoughts of the individual; dilemma motives leave the audiences to judge the comparative skills and abilities of characters presented in the dilemma situation. The richness of dilemma concepts cannot be ignored when blended in the lyrics of African beats. An idea of African Rhetoric is indicating the critical thinking skills of the forbearers before the inception of written literature. Oral Ghanaian literature made use of dilemma motives to develop individual analytical skills and in effect arrive at the resolution of conflicting ideas embedded in woven choices.For instance, Ghanaian oral literature use dilemma motives to develop individual analytical skills, and in effect arrive at the resolution of conflicting ideas embedded in dicey choices. These choices are difficult such that it tends to question the ethical, moral and legal thoughts of the individual. Thus, leaving the audience to judge uses comparative skills and abilities of characters presented in the situation. In PaapaYankson’s song, the audience is presented with a dilemma, a husband is given a choice to save either the wife or mother who are both drowning. The historical demystification of the human understanding of the world, the gradual decrease of religion in the public sphere and the privatization of religious beliefs characterize our modern secular age. However, the assumed linear progression of religion’s decline has been challenged by a resurgence of religion and belief in both western and non-western societies, especially in the latter where religion is entangled with questions of the authority of knowledge and culture. This proves that the secularization thesis of religion’s inexorable decline cannot remain unquestioned. We must explain the continuous development of religion in modern life. What are the theoretical frameworks that explain the Abstract: To critique the traditional thesis of secularization, which prioritizes secularism over religion, I shall refer to both Charles Taylor and Talal Assad’s significant contributions to secularization studies. Taylor’s proposition examines the historical narrative of secularity and provides an in-depth philosophical understanding of secularization theory. He justifies the reemergence of religion by the fact that religion does not disappear but rather it adapts itself to the secular age. However, Assad adopts an anthropological approach that seeks to disclose the contradictions of secular modernity and liberal democratic states. Assad is more interested in the formation of the secular as an epistemic category than secularization as a historical process or secularism as a political doctrine. His main concern is to problematize the concept of the secular through a genealogical method that seeks to consider different sensibilities and practices like the myth, the sacred and pain in the formation of the secular. These striking examples provide helpful materials in the construction of the secular from other non-secular or religious practices. They also prove that there has been always a relationship between religion and the secular. Therefore, I argue that the concept of the secular cannot be analyzed in isolation from the religious, nor can it be universally identified as a totality. My intention here is to underscore the idea that any rigid division between religion and the secular or any attempt to put them in sequential, linear or dichotomous positions will only impoverish both. I argue also that the more secularism identifies itself with reason and supposedly Eurocentric universal attributes the more religion reinforces its ‘essence’ against secularism. The research design employed for the study was a descriptive survey. Twenty-four (24) RME tutors were involved in the study. The census method was used to involve all the 24 RME tutors in the Colleges of Education in the two regions for the study. The main instrument used for data collection was questionnaires. Statistical Product and Service Solution (SPSS version 16.0) was used to process the data. Descriptive statistics such as percentages, means, and standard deviations were used to analyse and discuss the data. The study revealed that RME tutors have positive perception (in terms of perceived usefulness and perceived ease of use) towards technology integration. It is recommended that RME tutors be encouraged and motivated to use technology frequently in teaching-learning activities. Again, tutors should do well to provide a conducive and technology-enabled classroom in order to give pre-service teachers the opportunity to learn how to integrate technology into their lessons. Further research should also be conducted on a nationwide basis to provide a more in-depth study into issues relating to technology integration in the Colleges of Education. teachers have positive perception towards technology integration. It was found that the use of technology assists students in improving their academic achievement and grades. Moreover, a study conducted by Amengor (2011) on history teachers’ perception of ICT showed that the use of technology promotes teaching and learning in that it makes teaching more effective (95.6%); it helps to meet the varying needs of learners (80.6%); and increases productivity (85.1%). The study was a census survey and was conducted among 78 history teachers in both Cape Coast and Kumasi Metropolises. The questionnaire was used to collect data from the respondents. The results of the study showed that respondents had fairly good perception towards technology. Sim and Lau (2014) researched into teachers’ perceptions of the use of information technology as an instructional tool in Mathematics and Science in Malaysia. The study made use of survey method to collect basic data on the current practice of ICT in the teaching of Mathematics and Science in secondary schools, and to investigate teachers’ needs for training and support in relation to the effective use of ICT. The objectives of the study were to; examine the Relationship between the effect of dispute and conflict resolution in South Sudan, assess the indicators of effect of disputes in South Sudan and to examine the relationship between conflict resolution and organization performance in south Sudan. The descriptive design using a case study of Jonglei state and both qualitative and quantitative approaches were used. The study population was 182. Sampling technique was purposive and simple random. The Sample size was 55 respondents from the employees and beneficiaries of Equatorial State in South Sudan and Data was analyzed using descriptive analysis option of SPSS version (20.0). The major findings of the study were that there is a significant positive correlation between; effect of disputes and organization performance (r = 0.632, P-value < 0.01), conflict resolution and organizational performances (r = 0.512, P-value < 0.01) and the attributes explained 59% of the variance of effect of disputes (R Square =.518) as the level to which they can predict the level of organization performance in Jonglei State of South Sudan. Such that unit change in effect disputes processeswill contribute to a change in the possibility of organization by (.581) while a one unit change in Conflict resolution and effect of disputes will contribute to a change in the organization performance sinjonglei State and other states of South Sudan (343). The study recommends that the State and Country leaders should develop foreign relations with other international communities that aim at empowering people with education values and promoting an electoral process that serves the purpose of national renewal and peace commitment, need to make more use of an integrated application of litigation, alternative dispute resolution mechanisms and traditional justice systems in the management of natural resource conflicts and alternative Dispute Resolution mechanisms such as negotiation, fact finding facilitation and mediation should be adopted since they have the potential to enhance environmental justice since they allow parties to enjoy autonomy over the process and outcome; they are expeditious, cost-effective, flexible and employ non-complex procedures. The results of the study indicated that 11.6% had been in service with the office for <1 year, 41.9% had been in service with the county for 1-3 years, 46.5% had been in service with the county for 4-9 years.
