Although experts with academic backgrounds are gaining a presence in policy debates, empirical studies deliver inconclusive results on whether experts have a cueing effect. Moreover, while most studies focus on cases where experts propose or recommend policies, the influence of their criticism on government policy has not received much research attention. To fill this gap, through an online survey in Japan, we test the effect of constitutional scholars’ criticism on people’s support for a dispatch of the Japan Self-Defense Forces (JSDF). Since constitutional academics, regarded as influential experts, have historically criticized the constitutional legitimacy of Japan’s security policy, they provide a suitable case to examine. The results show that such criticism has no causal effect on public attitudes even among the most liberal respondents or those with high confidence in constitutional scholars. Contrary opinions from retired general officers decreased support for the dispatch among individuals who were conservative or had high confidence in the JSDF. Utilizing selected concepts from social movement theories (SMT), this case study-driven exploratory analysis focuses on the activities of YamatoQ-kai, a civil society organization that originated in a group of conspiracy-theory influencers and whose activities included the dissemination of an anti-immunization agenda. By analysing online posts on the organization’s homepage and journalistic reports on the organization, the article illuminates the underlying implications of the conspiracy theorists’ activism and demonstrates how the group adopted QAnon’s conspiracy rhetoric whilst taking a Japanized form. Second, it explains YamatoQ’s pivotal place amongst the Japanese societal actors espousing vaccine-hesitant attitudes. Finally, it shows how the group—as an unconventional case of conspirituality—created tangible experiences for followers and demonstrates the affective impact of group solidarity. Iseki, Sohei Shigemura, Shun Ikeda, Hideo Ishima","doi":"10.1093/ssjj/jyad027","DOIUrl":"https://doi.org/10.1093/ssjj/jyad027","url":null,"abstract":"\u0000 To manage the COVID-19 pandemic, the Japanese government has cooperated with multiple actors, such as experts, prefectural governments, and medical professionals, who generally attract limited attention in non-crisis times. While cooperation with such actors allows the central government to mobilize knowledge and utilize resources it does not have, such collaboration could diffuse the responsibility of COVID-19-related measures onto other actors. To empirically test this conjecture, we conducted an online survey experiment prior to the 2021 Japanese general election. It investigated whether the government’s cooperation with experts, prefectural governors, medical professionals, and the International Olympic Committee obscured its responsibility in the declaration of stay-at-home advisories, securing of beds, and conducting of the 2020 Summer Olympic Games. The results deliver no evidence that informing people of the influence of any actor diffused the government’s responsibility for the implementation of COVID-19-related measures.
