Hence very few lists of politically active Jacobites actually compiled by the Jacobites themselves have survived to the present day. In the French foreign ministry archives at La Corneille, however, there is a rare and previously unknown/unused example of such a list. ‘The Rolls of Parliament as they stand’, is a classic printed, marked list of all the lords entitled to sit in, and commissioners elected to, Queen Anne's Union Parliament. It identifies the political allegiances of the great majority of the sitting commissioners and peers, and in particular the Jacobites among them. Rather better known, yet hitherto seldom consulted or used, is a debriefing document describing the political alignment of a great many of those in parliament and the general political inclination of their constituents written by Captain Harry Straton for the Jacobite King James III and VIII in August 1706. These two sources are the basis of the analysis that follows. Through petitions, subjects protested the effect of these grants on their trades and livelihoods. In the parliament of 1621, the Commons’ standing committee for grievances emerged as an important recipient of anti‐monopoly petitions. Moving beyond the current historiographical focus on institutional and procedural developments in parliamentary petitioning practice, this article offers a close rhetorical analysis of anti‐monopoly petitions and counter‐petitions in 1621, highlighting the dialogic nature of petitioning disputes. An emerging language of corruption and modes of politic reasoning will be shown to have shaped petitionary appeals, as subjects used the concepts of faction and conspiracy to oppose and defend monopolies. Nowhere was this blend of significant change, yet pervasive lack of passion (or interest) more apparent than devolution to Wales. Drawing upon recently released archival documents, this article will explore the New Labour government's approach to devolution in Wales. These papers provide fresh evidence of the second order nature, and treatment, of Welsh devolution compared to the attention provided to Scottish devolution, as well as of the narcissism of small details which pervaded Whitehall's discussions of Welsh devolution (with considerable energy, for example, dedicated to questions about the titles which leading figures in the Assembly would be given).
