This paper uses content analysis in 1) identifying the fourth industrial revolution technologies available for youth and women's empowerment 2) exploring the capacity of 4IR technologies for empowering youth and women 3) investigating the difficulties faced by young and women in using these (4IR) technologies 4) exploring approaches that may encourage the use of these (4IR) innovations by young people and women. An analysis of the literature was carried out and included reports, scholarly journal articles, and conference proceedings. The keywords used were the Fourth Industrial Revolution, Youth, and women. The study adopted survey research design where 56 academic staff been all academic staff in the Faculty of Education were purposively selected to participate in the study. In all, 49 were retrieved valid which accounted for 87.5% rate of returned. The questionnaire termed” Information Literacy skill Scale” (ILSS) Electronic resources utilization scale” (ERUS) and reason for using electronic resources scale (RUES) instrument were validated by five (5) expert in the Faculty of Education and three (3) other lecturers outside the faculty. The reliability of the instrument was determined by using Cronbach’s’ co-efficient alpha (α) values with the following α scores: ICT literacy skill = 0.81, electronic resources utilization = 0.87, Purpose of using electronic resources = 0.76. Data gathered were analyzed using descriptive statistics (simple percentage, mean & standard deviation) and regression analysis . Findings from the study revealed a high level of ICT literacy skill and a high level of electronic resources utilization. The top notable purposes of electronic resources utilization as indicated by the sampled audience were to update knowledge/research purposes, to share knowledge, for publication of journal/ articles, for writing of thesis /dissertation among many others. Besides, the findings also revealed a significant relative influence of ICT literacy skill on electronic resources utilization. It is hereby recommended that special notice board through the library should be created across faculties in the university on lists of electronic resources and how to assess them. Women in developing countries are facing economic and social hardships and have limited access to ICT, which in turn translate into their lack of skills, lower literacy rate and restricted social engagement. Therefore, present study explores the role of ICT on women empowerment in 51 developing countries by conducting dynamic panel data modelling over the period of 2000-17. The study finds that ICT has significant and positive contribution on female labor force participation rate. We have used Generalized Method of Moment (GMM) for handling estimation of dynamic panel data. Control variables like GDP growth and government expenditure on education have positive and statistically significant role to enhance women empowerment. Findings of this study implies that the ICT has an impact on women empowerment and ICT can help in achieving the SDGs related to women empowerment. However, most existing schemes have the common characteristics of reducing the call drop probability and increasing the call block probability; this decreases the general network performance. The reservation of channels for the use of handoff calls alone has not proved to be an efficient approach to optimally utilize the network limited channel resources. These approaches are such that even when the reserved channels are not in use, new calls could still get blocked if there are no channels among the shared channels to allocate to the new calls. In trying to maintain an improved QoS for handoff calls while ensuring an acceptable QoS for new calls, different methods have been suggested for new calls to access and use the reserved channels while priority is still given to handoff calls since it is more frustrating to have an on-going call dropped than blocking a new call. Network parameters such as call drop probability and traffic intensity had been used separately to determine when new calls could be granted access to use the reserved channels or otherwise. Handoff queuing and other call admission control approaches have also been used. This paper proposes the use of traffic intensity and call drop probability to decide whether the new calls could use the reserved channels or not. Also proposed is the need to keep the number of reserved channels fixed rather than calculating the numbers to reserve per time therefore reducing the computational complexity of the scheme. Interestingly both the method produces same decision result in various cases. The model for supplier selection showed by Foriborz Jolai (2011) based on AHP with TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution) is a matter of modification replacing by Fuzzy AHP and Modified Fuzzy TOPSIS methods in order to introduce ‘Fuzzification’ and ‘Defuzzification’ which is not available in existing model. Banking industry is one of the numerous services in which the customer satisfaction has had an ever increasing importance in the corresponding research areas. The problem here is the complexity of dealing with customer satisfaction due to super abundant factors engaged in it. In this paper the applications of Fuzzy Cognitive Maps (FCM’s), as a decision making tool, in banking industry, a very vital part of a country’s economy, has been discussed. The paper focuses on the development of customers' satisfaction model in banking sector using fuzzy cognitive map. A questionnaire assessing customer’s opinions to give a clear perception of factors affecting customer satisfaction in banks was designed based on Complaint handling, Service quality, Service feature, Competiveness and Convenience, which are the five major factors considered. The questionnaire was administered to bank managers, other bank staff and the customers within selected banks (First bank, Polaris bank and Wema bank) in Ogbomosho environ, Oyo state South-West Nigeria. The opinions from the administered questionnaires were quantitatively analysed using descriptive statistic in Statistical Package of Social Sciences. The analysis on five factors considered which are: Complaint handling, Service quality, Service feature, Competiveness and Convenience and defining the relationship between the factors were then used to develop the FCM model with the use of mental modeler software. The nodes of the FCM model represent the main factors affecting customer satisfaction in banking sector and running of ‘what if’ scenario to determine how the model might react under possible change. The simulated results show that Service quality and Complain handling has a degree of effect on Customer satisfaction while other factors has no effect on customer satisfaction which could be positive and negative impact on customer satisfaction in banking sector. This implies that Service quality and Complain handling are important factors in predicting the customer satisfaction in banking sector. Most of the modern commercial spell checkers use a straightforward approach to finding misspellings, which considered a word is erroneous when it is not found in the dictionary. However, this approach is not able to check the correctness of words in their context and this is called real-word spelling error. To solve this issue, in the state-of-the-art researchers use context feature at fixed size n-gram (i.e. tri-gram) and this reduces the effectiveness of model due to limited feature. In this paper, we address the problem of this issue by adopting sentence level n-gram feature for real-word spelling error detection and correction. In this technique, all possible word n-grams are used to learn proposed model about properties of target language and this enhance its effectiveness. In this investigation, the only corpus required to training proposed model is unsupervised corpus (or raw text) and this enables the model flexible to be adoptable for any natural languages. But, for demonstration purpose we adopt under-resourced languages such as Amharic, Afaan Oromo and Tigrigna. The model has been evaluated in terms of Recall, Precision, F-measure and a comparison with literature was made (i.e. fixed n-gram context feature) to assess if the technique used performs as good.  The experimental result indicates proposed model with sentence level n-gram context feature achieves a better result: for real-word error detection and correction achieves an average F-measure of 90.03%, 85.95%, and 84.24% for Amharic, Afaan Oromo and Tigrigna respectively. The study employed a multiple-stage random sampling technique. The study used primary data gathered from a sample of 500 consumers with the help of self-administered questionnaire. Both descriptive and multivariate statistical techniques were used to analyse the data. The study disclosed a significant relationship between consumers buying decision and the variables of interest including branding, price, technical features, and quality of phones. It is, therefore, recommended that manufacturers should do aggressive advertisement about functionality and the quality of their phones to build strong brand loyalty among the youth. Also, manufacturers should make mobile phones with enhanced technical features and improve upon the quality of their mobile phones. Furthermore, mobile phones should be produced on large scale and be sold at a reduced price to enable the youth and middle income earners to purchase phones of their choice. Not only but also, wholesalers and retailers should purchase and sell mobile phones with enhanced technical features and strong brands. It is relatively efficient as it consumes lesser amount of power with pre-determined operation times that are non-optimal for the surrounding environment. It is also a self-sustaining device. This research paper designed and implemented an improved four directional automatic street lightning system. It involved calculating the design parameters after selecting the appropriate devices and the cables. A solar street light is a form of renewable energy which is a stand-alone system in supply of electrical energy to be used for lightning. Solar radiation energy is used to charge the battery during daytime, and offer energy to the LEDs light equipment at night. A dimmable Modula is designed and integrated to the system to dim the LEDs at night from 01:00-06:00am.This system has a double advantage as it utilizes renewable energy and also reduces cost. The objectives of the study are to assess the status of access and utilization of agricultural information of rural farmers in Gedab Hasasa district; to identify the constraints faced by farmers to access and utilization of agricultural information to rural farmers and to determine the relation between dependent and independent variables. The sample size was 138 respondents. Random sampling was used in identifying the respondents. A questionnaire was used to solicit responses from the respondents. Data was analyzed using descriptive statistics. As a descriptive statistic, frequency, percentage, minimum, maximum, and range was used. In relation to statistical tests, one-way ANOVA, F-value, Chi-square and spearman’s rho were applied. Data was analyzed using SPSS and presented in tables. From the study, except Age all explanatory variables were positively significant relation with information access and utilization categories of the farmers.  One of the major challenges to access to AIs was lack of awareness, inadequacy of facilities or professional and DAs biasness in the area. The others, such as lack of credit services, lack of money (Unaffordable price of inputs) and untimely delivery of agricultural inputs was the main constraints to utilized accessed information among the farmers. It was therefore, recommended the need for government, NGOs and public intervention to provide appropriate extension services, to improve DAs capacity through training and create conducive work environment and also establish training sectors for the rural farmers to access the agricultural information as well as to strength the capacity of the existing rural financial institutions and establishing new financial institution, encouraging the farmers to participate in cooperative organization and others local organization  to increase accessed information utilization of  the farmers.
