{"title":"Evaluation of development partnership scenarios of the Croatian seaports using MAMCA analysis","authors":"Ana Perić Hadžić","doi":"10.31217/p.36.1.16","DOIUrl":"https://doi.org/10.31217/p.36.1.16","url":null,"abstract":"The aim of this paper is to evaluate development partnership scenarios of the seaports in the Republic of Croatia using the Multi-Actor Multi-Criteria Analysis (MAMCA). Previous author’s research indicated a number of effects and criteria that PPPs need to achieve in order to ensure sustainable port development. However, implementation of partnership models in seaports in the Republic of Croatia has not reached its full potential although there has been significant progress over the last ten years. For that reason, the evaluation of the partnership models in Croatian seaports is a poorly researched issue. The author has defined three models of port development according to the degree of private investors’ involvement in Croatian ports (status quo, minimal participation and maximal participation of private sector). The author uses MAMCA as a tool to evaluate the PPP model, using relevant criteria for the evaluation of public-private partnerships (economical-financial, organizational, technical-technological, social criteria and the criteria aiming at harmonization with the policies of the European Union), from relevant stakeholders’ point of view (public interest, private interest and the interest of the wider community). The research results show that the best-evaluated model is maximal participation of private sector. It is critical that the main engines operate smoothly at all times so that they can respond quickly while performing their duties, thus enabling fast and early detection of faults and preventing failures that are costly or take longer to repair. The aim of this study is to create and to develop a model based on current data, to select machine learning algorithms and ensemble methods, to develop and explain the most appropriate model for fast and accurate detection of malfunctions that may occur in 4-stroke high-speed diesel engines. One such example is railway transport in the Republic of Croatia, whose activity was completely stopped in April 2020, which also affected the business of the company Croatian Railway Passenger Transport Ltd. {"title":"Marine spatial planning in Croatia","authors":"M. MSP is more than a process that regulates the activities on the sea. It is an analytical approach to the setup of human activities in the marine area. As a maritime country, Croatia has ratified the Protocol on Integrated Coastal Zone Management and undertook the obligations of the Barcelona Convention. However, an appropriate document has not yet been made that would enable quality management of marine space. MSP and its onshore version contribute to the establishment and development of various activities, taking into account environmental, natural, economic, and sociological criteria. MSP is a continuation of spatial planning of the mainland area and must undoubtedly consider the more expansive coastal environment and the activities there. One of the tools in marine area mapping is the Geographic Information System (GIS), which has proven to be a very high quality and effective tool, especially in decision-making processes. The authors analyze the existing legal framework for marine spatial planning. Particular emphasis is placed on the obligations facing the Republic of Croatia to implement marine spatial planning. Therefore, understanding of the relationship between service quality, customer satisfaction and behavioral intentions in liner shipping is of critical importance for global competition. From this standpoint, this study aims to determine whether customer satisfaction creates an alternative effect through its mediating effect on the causal relationship between core service quality and customers’ behavioral intentions in liner shipping sector. To do so, it obtains data through survey from forwarder companies that operate in Turkey and analyzes the obtained data using SPSS v22 and AMOS v22 statistical package software. This study concludes that core service quality has a positive effect on customer satisfaction and behavioral intentions, and that customer satisfaction has a mediating effect on the relationship between core service quality and behavioral intentions. It reveals that core service quality and customer satisfaction are important constructs for future behavioral intentions. {"title":"Survey of reliability of offshore oil and gas infrastructure in South Baltic conditions","authors":"P. In the existing offshore oil and gas infrastructure of the region should be mentioned drilling platforms (C-9 and D-6), an underwater oil pipeline from the D-6 platform to the Romanovo oil collection point, the Pionersky marine regasification terminal. The experience of operating these infrastructure facilities shows that despite the low salinity of the Baltic Sea and the practical absence of ice conditions in this area, oil and gas infrastructure objects are subject to significant technical degradation. The existing offshore pipeline, which transports oil from the D-6 platform, is influenced by a complex of external factors, internal corrosion and erosion wear associated with sulphur compounds, oxygen, and the presence of abrasive particles. The study presents a factor analysis of the causes of corrosion wear of infrastructure oil and gas facilities on the shelf of the Kaliningrad region, analyses the dynamics of the processes of physical and chemical degradation of equipment surfaces. Various solutions of the reliability ensuring of these units in marine conditions are considered. Nacional marine ports play an increasingly important role in promoting and develoing the tourism sector. Zadar is the second largest domestic and international passenger port in the country and the third largest cruise port. In addition, the port serves several anchor clients in the dry bulk, liquid bulk and general cargo sectors. After analyzing Croatian ports of international economic interest in general, trends and developments in the port sector, and the destination states of Croatian ports, the authors in this paper focus on the segments of the Port of Zadar that are important for the development of tourism. The paper provides an overview of the current state, recommended targets and status of the Port of Zadar. {"title":"Interpretation of the provisions on re-entry of officially deleted boats in the register","authors":"N. Therefore, all ships, which previously had been entered in the boat ledger, were transferred to the Register of ships. At the beginning of 2020, when such a single Register of ships came into use, the Ministry of the Sea, Transport and Infrastructure issued a special Ordinance regulating the entry of ships into register, maximum permitted age and technical specifications for entry of ships into the Croatian Register of ships. At the end of 2020, the Ministry of the Sea, Transport and Infrastructure, in compliance with the Maritime Code, officially deleted from the Register of ships about 20,000 boats whose owners did not have harmonized data or did not have a correct or non-existent personal identification number (PIN). The Ordinance prescribes the procedure for re-entry of boats in the Register of ships, with special provisions relating to such cases. At the beginning of 2021, and after the official deletion of such boats from the Register of ships, the Ministry of the Sea, Transport and Infrastructure sent the Instructions on the procedure after the decision on the official deletion of maritime crafts to all Harbour Master Offices. The Instruction, inter alia, requires from the Harbour Master Offices to perform an occasional inspection of boats on the basis of their request for re-entry. The author considers such an Instruction disputable and considers that it does not correctly interpret the provisions on re-entry of ships in the Register after the official deletion of such boats from the Register of ships, more precisely that it does not properly interpret the provisions of a special Ordinance prescribing the mentioned procedure. The local population directly affects the tourism in the destination, and vice versa, tourism is increasingly influencing the local population in sociological, cultural, and economic terms. The purpose of this work is to investigate the impact of tourism development on the quality of life of the locals in a tourist destination, to scientifically formulate the research results, and to propose implementation of measures for creating a balance between the needs of the locals, tourists, and other participants in a tourist destination. This work aims to investigate the attitudes of the local population on the development of tourism on the Elaphite Islands (Lopud, Šipan, and Koločep). Namely, the local population constitutes an important interest group, and the quality of the tourist product depends on their satisfaction with the development of tourism in situ, and their participation in the competitiveness of the tourist destination.\u0000In order to prove the above hypothesis, this work undertakes to analyse the results of the author’s primary research. The results of the research show that the local population supports the development of sustainable tourism as well as the overall progress of the Elaphites and, with the exception of some minor harmful effects on the environment that have been observed, the local population believes that tourism contributes to economic and social benefits of the destination. In terms of simulations, the inner tube of the double-walled tube on the TSR-18008 ship designed by SU Ar-Ge Dizayn ve Mühendislik A.Ş. is considered. Two different simulations were made; the first analysis was a computational fluid dynamics analysis and the results obtained from this were imported into the finite element analysis also known as structural analysis and the structural analysis was undertaken together using these data. The mesh used in the simulations has 2,985,116 elements and 2,135,093 nodes. The inlet velocity of the gas is 6.5 m/s and the temperature value is 108 K as boundary conditions. Seventeen cylindrical support elements are used to ensure the strength of the Liquefied Natural Gas pipe system. Three different pipe materials, which are structural steel, stainless steel, and aluminium alloy, have been considered for the numerical structural analysis.
