The recent move towards harnessing mobile and big data has also been unable to resolve the data issues due to accessibility, privacy, as well as ethical and methodological intricacies involved with such data sets. In this paper, we explore a new set of data known as visitor location register (VLR) and roaming data, which is recorded and reported by mobile service providers. The reporting model of VLR data used and presented in this paper is not only free from privacy and ethical concerns but also methodologically sound and simple to compute as compared to any previous approaches. Drawing on VLR data, this paper finds direct evidence of unusually high interstate net reverse migration during the first and second COVID-19 lockdowns in India (44.13 and 26.3 million, respectively), and thereafter quick return migration back to cities during unlocks. The findings from this paper also provide insights into evolving migration directions, precarity, pockets of origin and destination and state policies in containing reverse migration during lockdowns in India. This paper explores this kind of reverse transition, that is, when the Lewisian dream of having an industrial job comes to an end, and workers are forced into a reverse migration. Specifically, the paper focuses on the post-industrial experiences of former Indian garment workers leaving the National Capital Region and moving back to Bihar. Emphasis is placed on workers’ reasons for leaving the industry and their current employment and reproductive strategies. Findings are based on a sample of 50 former workers, identified in urban industrial hamlets and traced back to their place of origin. Respondents’ experiences are analysed based on semi-quantitative questionnaires and life histories. Findings reveal that upon leaving the factory, workers find alternative informal employment through caste or social networks whilst using land as safety net. They suggest that farming and informal work are not alternative but rather complementary income and work strategies. This calls for a fresh enquiry into state institutions such as Village Authority, Autonomous District Councils and District Rural Development Agency within the understanding of decentralization. The article looks into the complex interplay of the institutions of the state and explores the different equations of power within them, giving rise to new elites. It shows how development schemes are distributed and implemented in the villages, the difficulties in getting access to those schemes, and the means people employ to access them. A federal structure like India’s, characterized by overlapping policy design and implementation responsibilities, provides opportunities for diffused credit attribution. Therefore, the question of electoral returns depends on the ability of voters to assign credit for welfare benefits to different levels of government. We investigate voter attribution of credit for welfare policies and their electoral consequences using data from a large sample survey from the 2014 parliamentary elections in India. Our results indicate that welfare delivery and credit attribution mattered to the electorate and was one of the few factors that worked in favour of the incumbent United Progressive Alliance, but it was not decisive enough to yield an overall electoral victory. There are strong political imperatives for the roll-out and expansion of welfare schemes, as well as contestations around credit claims. Our analysis provides empirical support for intense party competition over credit for welfare benefits in a federal structure—which has been widely observed and commented upon in the media but has not been econometrically tested for its electoral significance. The article is set predominantly against the backdrop of surrogacy in India following the Surrogacy (Regulation) Bill of 2016, currently passed by the Lower House as the Surrogacy (Regulation) Bill of 2019, which calls for banning commercial surrogacy while only permitting altruistic surrogacy by a ‘close relative’. The state argues that commercial surrogacy must only be altruistic in nature, to protect women against trafficking or exploitation. The logic of altruism, or surrogacy without payment, is perceived as the solution to unchecked exploitation and to deter impoverished women from turning to commercial surrogacy as a means of livelihood. A 2016 Parliamentary Standing Committee (PSC) proposed a ‘compensated’ model of surrogacy where the surrogate mother’s medical expenses and loss of wages are covered. The article attempts to look critically at these framings of commercial, altruistic and compensated relations by analysing the connections between individual choice, the role of the family and the relationship between the private and the public. The article will draw from government reports published in the wake of the 2016 Surrogacy Bill, specifically the report passed by the PSC on Health and Family Welfare which submitted the 102nd report in August 2017, and the report submitted by the Select Committee of the Rajya Sabha (RSC) in 2019 to offer a critique of altruism and ‘compensation’ by looking at the ways in which the family, the market and the state interact. Beginning as a concept to understand shifts in political economy, it has increasingly focused on the role that morality and values play in non-capitalist economies. Resource-dependent communities are viewed as exemplifying moral economies, embodying morals that are based on notions of equality and reciprocity and thus seen to be the anti-thesis of modern capitalist societies. Such a formulation shifts the focus from social change—the foundation of the earlier moral economy framework—to a focus on morality and participants in ‘moral’ economies. This article argues for a return to the older conceptualization of the ‘moral economy’ where class remains an important determinant of action such that different political economic regimes represent different kinds of moral economies. Based on a study of the Koli caste community of fishers in Mumbai, this article explores the messy ways in which community and class identities intersect in response to a capitalist transformation. Though in a state of limbo at present, PMRDF created a complex template where binaries such as state/people, top-down/participatory and security/development were transcended and new ways of belonging generated, so as to make the developmental state an everyday reality in the lives of people. In this potential of PMRDF as a knowledge field to move beyond developmental platitudes, we encounter the limits of academic vocabulary to adequately capture how development matters on the ground. The article draws from critical literature on the postcolonial developmental state, secondary material on the experience of the PMRD Fellows as well as primary sources drawn from the authors’ interaction with a Fellow from Odisha. It is proposed that through PMRDF, the developmental state established its legitimacy by reaching out to people in underdeveloped regions even as it vernacularized its authority and undermined its own bureaucratic institutions. While most of the studies on economic growth in India focus on the demand and supply factors, which determine the growth rate, volatility as a major determinant of long-run growth (Kydland & Prescott, 1982, Econometrica: Journal of the Econometric Society, 1345–1370) has been ignored by most researchers. The present study attempts to fill the gap using data from 17 major states of India in a spatial panel data framework for the period 1995–2015. The results of empirical analysis clearly reveal that a significant and inverse relationship exists between volatility and growth in India. Also, the significant spatial effects in the growth regressions, highlight the importance of the role played by spillovers from adjoining areas, in the growth process.
