Special attention should be paid to the question of the impact on the thematic agenda of current public challenges. Blinov","doi":"10.3103/s0147688224010088","DOIUrl":"https://doi.org/10.3103/s0147688224010088","url":null,"abstract":"<h3 data-test=\"abstract-sub-heading\">Abstract</h3><p>The stated main goal of restructuring the network of scientific organizations that was accompanied by the creation of Federal Research Centers (FRCs) was to increase their efficiency, that is, specific research performance. The first FRCs were established in 2014. Despite the ambiguous attitude of the academic community to the amalgamation of institutes and the FRC management experience accumulated to date, there are still no quantitative studies of the effect of the amalgamation of institutes and the creation of multidisciplinary regional research centers. This work attempts to fill this gap with the help of a specially developed research performance indicator that allows a comparison of scientific organizations by efficiency in different areas of research, with multitopic studies included. The characteristics of artificial intelligence as a branch of computer science are presented, and the contribution of neuroinformatics to its development is noted. The common features and differences of the main types of machine learning developed to date are considered: classical, deep, hybrid, and automatic learning. The features of the functioning of artificial neural networks are presented, including their internal structure, order of operation, distinctive features, areas, and conditions of application. Examples of the practical use of artificial intelligence tools in modern scientometric research are given: central attention is paid to the advanced developments of the Indian scientific school. The urgently demanded method of article-by-article classification of scientific literature, as proposed by Arab scientists, is also outlined. Generating abstractive summaries can help readers quickly grasp the main topics, yet prior work has mostly focused on short texts and also has some of the drawbacks such as out-of-vocabulary (OOV), mismatched sentences and meaning less summary. Hence, to overcome these issues the hybrid approach for automatic text summarization using the TextR-BLG pointer algorithm. In this designed model, the long document is given as an input for automatic text summarization and are evaluated for the word frequency length, based on the threshold value the sentences are split into extractive and abstractive approach. The text algorithm used in this model finds out the sentence similarity score and is validated with the plotted graph. Likewise, the sentences above the threshold level are considered as the abstractive approach. The optimized BERT-LSTM-BiGRU (BLG) based pointer algorithm is used for learning the meaning from the sentences by word embedding, encoding and decoding the hidden states. Finally, the reframed sentences are considered for attaining the similarity score and plotting graph. The sentences from the abstractive and extractive approach are ranked based on the plotted graph for generating the summary. For evaluating the performance of the model, the ROUGE 1, ROUGE 2, ROUGE L, Bert Score, Bleu Score, and Meteor Score are 59.2, 58.4, 62.3, 0.92, 0.78, and 0.67, which are compared with the existing model. From the evaluation of proposed and existing summarization techniques, the proposed model attains better text summarization than the existing model. Methods of information analysis based on scientometric and statistical indicators are applied. Scientometric indicators include an analysis of the growth (decline) rate in the number of publications in dynamics over several years; publications of Russian authors in Russian and foreign journals (territorial coverage); the most popular journals, where authors prefer to publish the results of their studies; author affiliations; and other considerations. To provide information support for decision-making, trends in statistical indicators are analyzed and, additionally, the level of their correlation is checked. To assess the relationships, matrices of paired correlation coefficients are formed that allow determining the strength and stability of the correlations among the indicators from 2010 up to 2021. It is concluded that almost all of the considered tools in the field of cinematography influence both the social sphere and the economic development of the country in general. However, this dependence is not unidirectional. In this respect, economic development directly affects the steady growth of indicators characterizing the development of Russia’s cultural industries. It is critical to these industries to ensure the reproduction and growth of highly skilled personnel and adopt cutting-edge technologies and innovations.
