Applying community empowerment is one of the solutions to increase the economy. As an alteration, the region will be a sample for people to change the economy and a new industry will be established. People of Karang Dayu Village is an agrarian that have problem of flood and they work as fishery processors and marketers. To resolve economy problems which happened at POHLAKSAR in Karang Dayu Village in 2009, Minister of Maritime Affairs and Fisheries had launched National Maritime Affairs and Fisheries of Independent community Empowerment program (PNPM-MKP). The purpose of this research is to describe and analyze how to apply social economy of community program and the alteration of social community caused by Direct Community Assistance (BLM) Development of Rural Mina Business (PUMP) Fishery Program. This research uses descriptive quality method which referring to how the procces of applying the program and how the alteration of POKLAHSAR social community. Data collection technique uses primary data through interview. and secondary data from online media that discuss about community empowerment. The fact shows that the quality of application services is such an important issue given the technical aspects of its implementation. This study aims to analyze the quality of administrative services and the factors that influence the quality of administrative services based on E-Government, especially in the BMW type B application service in Sukodono District. This research uses descriptive quantitative research methods. The population of this study took 21 respondents. This analysis uses the e-GovQual dimensional approach. The analysis technique of this research uses the Importance Performance Analysis (IPA) method and data processing techniques. The results show (1) The analysis conducted by the researcher using Importance Performance Analysis (IPA) shows that of the 35 sub-indicators studied, the quadrant A variable consists of 11 sub-indicators, quadrant B consists of 7 sub-indicators, quadrant C consists of 9 sub-indicator, and quadrant D consists of 8 sub indicators. There are three actors in apprenticeship programs to Japan, namely academics, business and government. This study aims to describe and analyze who the actors are and how their respective roles in the Triple Helix partnership. The theory uses Widya Fitriana (2015) which states that each actor has their respective roles such as government actors who have the role as regulators, investors, facilitators and advocacy. Business actors have the creative role of entrepreneurship, technology, products, and the driving force of innovation, driving the development of other industrial sectors, contributing to the development of resources. Academic actors have the role of producing research and scientific research, diffusion technology, participating in participatory planning processes and public decision making, providing expert consultation, creating business incubators. It uses descriptive qualitative method. Data collection techniques are obtained through interview, observation, and documentation. With the Qualitative method, as well as data collection techniques through Observation and Interview to elderly patients directly to get an idea of how the quality of health services at the KlampisNgasem Health Center in Surabaya, especially for the care of elderly patients.The results of the research conducted by the researchers can be concluded that the research on the Improvement Process of Elderly Health Services at the KlampisNgasem Health Center in Surabaya City using the Donabedian Theory through three approaches, namely the structural approach (input), the process approach, the outcome approach (output ) found two indicator that become service priority that is Service Statement or statement of ability and obligation of organizer to perform service in accordance with service standard and Service Time that is the time period needed to finish all service process from each service type. As they have the background of being a coachman in the markets and terminals without paying attention to the courtesy and hospitality, the technical guidance activities for the coachmen were carried out on the courtesy and hospitality of serving the tourists as the passengers. The result of the technical guidance activities shows that after the evaluation implementation, most of Cidomo coachmen have been able to practice the knowledge and skills obtained from the technical guidance activities in their work. However, there still some Cidomo coachmen are negligent or not used to saying greetings, hello and thank you. The main constraint faced in the implementation of this technical guidance is in terms of setting up the time and schedule of the activities, because not all Cidomo coachmen have the same time to attend the implementation of the activities. The number of samples of 3 companies from 18 companies. From the analysis result indicate that the variable of DER, ROA, CASH, GROWT simultant influence to dividend payout ratio, but partially variable of DER and ROA have positive but not significant effect which company must strengthen cash position and ability to get profit enhanced in order company ability paying dividends and firms in distributing dividends depends on the firm's strong earnings, so companies should be able to predict the increase in profits earned by the company. Due to the stability of profits earned and the payment of a stable dividend will make investors more interested in investing funds for the company.
