We report a comparative experimental evaluation of the two controllers in free motion experiments. Puget Sound, Washington, is a potential site to deploy tidal power generating devices. The risk of injury for killer whales needs to be managed before the deployment of these types of devices will be approved by regulating authorities. A passive acoustic system consisting of two star arrays, each with four hydrophones, was designed and implemented for the detection and localization of Southern Resident killer whales. Performance evaluation of the passive acoustic system was conducted at Sequim Bay, Washington. A total of nine sound source locations were chosen, within a radius of 250 m around the star arrays, to evaluate the accuracy of our localization approach. A localization algorithm, a least square solver, was applied to obtain a bearing location to a sound source from each star array. The sound source location was estimated by the intersection of the bearings from the two star arrays. Bearing and distance errors were computed to compare calculated and true (from Global Positioning System) sound source locations. Observed bearing errors were within 1.04° for eight of the nine test locations; location 3 had bearing errors slightly larger than expected due to a high level of background noise. The distance errors for six of the test locations were between 1.91 and 32.36 m. The ultimate goal of the collaboration was to better serve the information needs of researchers, scientists, operational managers, and the public. In this CWP, we provide some background on the motivation and justification for why CO-OPS and NDBC participated in this effort and elaborate on some of the experiences of these two Federal partners during that project. We enumerate a series of general outcomes of the project and identify lessons learned by CO-OPS, NDBC, and the larger IOOS data management community. These processes define a methodology that requires a minimal amount of user input to visually aid the side scan interpreter. The initial focus of this project was to find mine-like objects in high clutter density areas while maintaining a high probability of detection. In order to meet this requirement, a methodology had to be established to combine multiple analytic algorithms. There was also a concerted effort to create a methodology that could be used on a variety of side scan sonar systems. However, in order to discriminate contacts on multiple sonar systems, certain system specifications would have to be incorporated into the process. The key differences between side scan sonar systems necessary for this study are the optimum operating altitude and the along and across track resolutions of the imagery. Since altitude dictates the pixel area encompassed by contacts and resolution determines distortion of the contacts in the imagery, the iterating texture measurement window was built around these two concepts. Implementing a polygon discrimination algorithm became necessary to locate and find the centroid of polygons in the imagery that met textural analysis threshold requirements for a mine-like contact. We formed a consortium and started to study about a floating type current turbine system last year. A floating type concept with the twin-turbine is proposed as a minimum weight ocean current generator. The float is moored by a single mooring line and the tension force is balanced with the thrust force and the buoyancy of the turbine. This system is supposed to have a weathervane function and the depth is controllable by adjusting the buoyancy and the blade pitch. Due to the ever finer spatial details in the data and complex tidal regime, extensive water level data was collected at 19 stations to allow the reduction of the LiDAR survey data. A model with the ability to provide the water level at any location and instance in time was developed to replace the traditional tidal correction method of discrete tide zoning. Offshore wind is envisioned as being part of that renewable portfolio. To meet this goal New Jersey passed the nation's first offshore wind renewable energy standard which requires that at least 1,100 megawatts (MW) by 2021. Currently NJ has 0 MW of offshore wind energy. In order to reduce the risk associated with installing these turbines, the Rutgers University Coastal Ocean Observation Laboratory has undertaken a two year study of the ocean winds and currents to provide insight to the wind farm developers to the best locations for siting the wind turbines. A 13 MHz HF radar network was installed to measure the surface currents every 2 km out to a range of 60 km from the coast. These surface current measurements were validated against surface wind measurements from available meteorological stations. While the ensemble of atmospheric forecast models accurately predicted the hurricane timing and track, the hurricane intensity was consistently over-predicted. Traditional quasi-steady state-space models developed for autonomous underwater vehicles (AUVs) tend to neglect these effects. Reynolds-averaged Navier-Stokes (RANS) simulations were used to assess the impact of asymmetrical inflow due to forward appendages as well as changes in the flow field created by an operating propeller on control surface effectiveness. For the AUV tested, substantial asymmetries in the flow field near the upper and lower rudders create significant differences in their respective performances. This discrepancy between the rudders has the potential to create considerable and unsuspected maneuvering reactions.
