This study investigated the effect of vote buying in Nigeria, a study of 2019 general elections. Specifically the paper sought to examine the extent to which vote buying has affected Nigeria’s democracy. \u0000Methodology: The study adopted is qualitative method of data collection and analysis where some informants with an experience and classified information on the subject matter were consulted for interview in addition to secondary sources. The paper adopted stokes theory of demand and supply in 2007. Public buyers spend more than 16% of the EU’ GDP. By using the Public Procurement effectively by contracting authorities, one can have positive social impact (such as the reduction of criminal rate because of the employment of ex-offenders or immigrants) and contribute to sustainable development. Public procurement is a powerful tool for public authorities to spend public money in an efficient, sustainable and strategic way, especially in times of budgetary constraints (EU Commission, 2017). Annual spending on public procurement in the EU amounts to €2 trillion, so managing it effectively can save significant resources for public budgets and investments, while supporting social and environmental policies. A public procurement strategy requires a change of attitude from public authorities, so that public procurement is no longer seen as a mere administrative process, but as a tool to serve broader objectives and needs, while respecting the rules governing the EU (EU Commission, 2017). With this in mind we will refer to the Action Plan for the Social Economy in the EU (2021) in the light of Socially Responsible Public Procurement in relation to Greece. \u0000Methodology: Concise review of the Action Plan for the Social Economy in EU in the Light of the Socially Responsible Public Procurement. For this reason, we will refer to Socially Responsible Public Procurement, European policies supporting the Social Economy, and the EU Action Plan for its development. The basic three functions of a parliament are a) law-making; b) representation; and c) oversight. Thus, parliament plays a crucial role in the development, people participation, rule of law, ensuring accountability and transparency, making laws and policies that promote good governance. Though Bangladesh has started its journey as a parliamentary form of government and past 48 years of its independence amid some(16) years of military intervention, however, the parliament of Bangladesh is not still effective to ensure the core elements of democratic or good governance by its three basic functions. Besides, the parliament of Bangladesh has been facing several problems and challenges to ensure its viability and effectiveness. The paper is a case-oriented qualitative study and based on secondary sources of materials. \u0000Methodology: The study adopted desktop literature Method \u0000Findings: The finding of this study is that a democratically elected parliament is the true voice of the people and responsible to the people which serves as the main platform of democratic governance. The work has five chapters, each chapter structured in analysing the Boko Haram crisis in Nigeria and how it affects the socio-political development of Borno State. \u0000Methodology: the research developed twelve questions, these questions were administered in form of questionnaires to 400 people who were selected as a sample of the population primary and secondary data were used as a source of data while tables and percentages were used in organizing and presenting the data collected. \u0000Findings: The data analysis revealed that Boko Haram crisis has created so many backwardness, hatred, national disintegration and lack of unity in Nigeria. \u0000Unique Contribution to Theory, Practice and Policy: The researcher therefore recommended that for Boko Haram crisis to be prevented, the government should take adequate measures to shut down any training terrorist camps operated by the Boko Haram sect. These included Teachers, current students, School Management Committee (SMC) members and Parent Teacher Associations (PTAs). \u0000Findings: It was also revealed that the impact of the conflict on educational activities were school closures, absenteeism of both teachers and students, movement of teachers to other districts, disruption of examinations and child rights abuse. During the conflicts GES schools were shut down over a year so no academic activities took place during the period. Pupils remained at home with their parents for safety reasons. \u0000Unique Contribution to Theory, Practice and Policy: The study recommends that the Ministry of Youth and Local Government may liaise with the National House of Chiefs and the Northern Regional House of Chiefs to employ the indigenous methods of conflict resolution within the district to resolve the conflict between the Chokosis and the Konkombas. The paper adopted Richard A Joseph (1996) Prebendalism theory on corruption. The data obtained was interpreted for analysis and findings. \u0000Findings: The paper discovered that as laudable as the intentions and effort of the government to curb corruption through the EFCC and laws, they have left much to be desired. The Ordinary Least Squares was used to analyze the impact of internally generated revenue on infrastructural development in Delta State; the data used covered the period between 2008 to 2018. \u0000Methodology: The data was generated from a combination of publishing materials and data from Delta State Ministry of Finance \u0000Findings: The study findings indicate that the internally generated revenue has an insignificant impact on government expenditure on health. This indicates that the fund generated internally within the state has not improved the spending on the health infrastructure. On the contrary, on education infrastructure, the result indicates that the internally generally revenue by the Delta State Government has a significant impact on government expenditure on education infrastructure. This result indicates that the internally generated revenue from Delta State has improved the money spent on the educational infrastructure. \u0000Unique Contribution to Theory, Practice and Policy: Based on the findings, the researcher recommends that the government should spend at least 40 percent of the internally generated revenue in financing the health sector through improved budgetary provision. This will improve the development process in Delta State. {"title":"Assessment of Pedestrian Mobility on Road Networks in the City of Kigali","authors":"David Nkurunziza, Rahman Tafahomi","doi":"10.47604/jppa.1794","DOIUrl":"https://doi.org/10.47604/jppa.1794","url":null,"abstract":"Purpose: The aim of this study is to analyze and assess the pedestrians’ mobility issues that are affecting their free movement and safety in the City of Kigali by outlining the major challenges in the City and providing alternative solutions and measures for improving the mobility and safety of Pedestrians.
 Methodology: This study was designed based on qualitative method with application of structured and unobtrusive. Referring to the paper findings about the mobility challenges of pedestrians within the City of Kigali, it is noted that the mobility of the pedestrians and their safety is still low and typical problems including road crossing viewed as the second challenges about pedestrians mobility, walking along the road networks due to lack of footpaths, lacking of enough road signs, lacking of information about pedestrian behavior on road networks, and improper functioning of existing traffic signals as the first challenge.
 Findings: The study found that the majority of road networks in the City of Kigali did not provide walkways, traffics signals designs and availability is very poor and some of them not functioning, zebra crossing facilities were not provided adequately, pedestrians shelter on bus stop are almost absent and ignored, vehicles travelling speed is still high and does not allow pedestrians to move freely and the mobility of disables people has been forgotten and there is a need of introducing the pedestrian overpass bridges in clouded zones of Nyabugogo, Kicukiro Sonatube and Remera Giporoso areas of the City of Kigali.
