Assessing maturity level is usually a first step to start audit process in an organization. Maturity Level adjustment can be a significant input to improve the process. CobiT4 has provide some maturity level characteristic for assess the existing condition in an organization, but in facts, there were some constraints to map existing condition into one exact score of maturity level measurement. Pederiva[2] proposed some approach to modify the maturity level measurement method which is more realistic approach for mapping the existing condition to some maturity level characteristics. The modified method for maturity level assessment then implemented on audit process at PT.Pos Indonesia using CobiT4 Framework. During the audit process, site visit, interview and questionarrie were using to collect data directly from all stakeholders. The scope of audit was limited into one control objective from CobiT4 framework, AI1, Identify Automated Solution. The audit results provide more realistic score for maturity level adjustment which are derived from fact finding and can express some real existing condition. Analysis from fact finding also can give some recommendation for improve IT resource management, especially on AI1 Control Objective scope.","PeriodicalId":432800,"journal":{"name":"Proceeding of the 3rd International Conference on Information and Communication Technology for the Moslem World (ICT4M) 2010","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2010-12-13","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130445120","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This paper is historical and doctrinal in nature, attempting to discover the Islamic formulation that corresponds to the theories and practices of information security as adopted by various industries today. The aim of this paper is to ultimately portray that Islam is indeed a universal and modern religion caring no less about the issues of information security. To achieve this goal, this paper examines how the principles and the practices of information security were recognised and implemented in the early Islamic civilisation. Those practices are further analysed so as to get a more comprehensive view of the criticality of information security to the Muslim society. It restricts its scope to mainly the two fundamental sources of knowledge and laws in Islam, embodied in the holy Qur'anic injunctions and the Prophetic traditions (Hadith) that are of particular relevance.","PeriodicalId":432800,"journal":{"name":"Proceeding of the 3rd International Conference on Information and Communication Technology for the Moslem World (ICT4M) 2010","volume":"283 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2010-12-13","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"123432981","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Unequal Cluster-based Routing Protocol (UCR) to mitigate hot spot problem was defined in previous researches [1, 2]. Hot spot problem arises when a Cluster Head cooperates with another Cluster Head. The Cluster Head near to the Base Station is burdened with heavier relay traffic data and tends to die a lot faster. UCR chooses Cluster Head based on distance and energy of the node. When a node is at a distant from the Base Station, it may be weak but it may have higher energy than other nodes in the cluster, so it is difficult to choose a Cluster Head from the nodes. It creates a hot spot problem. For this reason, we propose a Weight-Based Unequal Clustering Routing (WBUCR) Protocol in Wireless Sensor Network to mitigate hot spot and to achieve balanced energy consumption and prolong network life time in WSN. WBUCR is based on weight metric to choose Cluster Head. The sensor field is divided into energy levels and in every level we choose one Cluster Head as a Cluster Head Leader. This Cluster Head Leader collects data from other Cluster Heads in this level and sends data to another Cluster Head Leader another level. Finally the last Cluster Head Leader in chain sends the aggregated data to the Base Station. We will show how WBUCR outperforms UCR with several experiments.","PeriodicalId":432800,"journal":{"name":"Proceeding of the 3rd International Conference on Information and Communication Technology for the Moslem World (ICT4M) 2010","volume":"15 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2010-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121789345","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Even though the adoption of ICT in higher education has been extensive since mid 1990s, it has failed to produce the radical changes in learning and teaching. While many studies have been conducted on ICT usage in higher education especially in the developed countries, similar studies in the context of Islamic-based higher education institution (IHEI) are scarce. IHEI are unique institutions because its mission and vision are based on Islamic teachings and values. While it is well recognized that ICT implementation is a complex process, planning its use in the context of IHEI posed a greater challenge due to the cultural factor and the negative attitude towards the technology. This paper presents the analysis of ICT implementation barriers and organizational issues at UIN Jakarta, as a case study of an Islamic-based higher education institution in Indonesia. The findings revealed that the barriers include aspects related to organizational constraints, technological constraints, IT management problems, individual and cultural factors. While most factors are common, the aspect of organizational culture factor that relates to its being a religious institution is unique to this HEI.","PeriodicalId":432800,"journal":{"name":"Proceeding of the 3rd International Conference on Information and Communication Technology for the Moslem World (ICT4M) 2010","volume":"106 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2010-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116268513","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Rather than to follow what the online technology norms and limitations dictate the way Muslims behave and conduct their activities online, the requirements of our distinctive features should be defined towards a betterment of Islamic cultural understanding to web developers and technology creators, who mainly come from western countries. This study reports an initial investigation on the presence of Islamic identity, traits and usability in Islamic websites by using a Muslim User Interface Evaluation Framework (Muslim-UI) adapted from Islamic genre website Checklist established by Wan Abdul Rahim, Shafie and Nor Laila (2006). Samples of 100 websites were identified and selected by using convenient sampling from Islamic portal at http://www.2muslims.com. The evaluation process was done by using personal observation and the adapted checklist as the research instrument. The study revealed several issues concerning the characteristics of Muslim User Interface (Muslim - UI) for Islamic Genre Website. We end our study with a few recommendations for further improvement of the Muslim User Interface for Islamic Genre Website.","PeriodicalId":432800,"journal":{"name":"Proceeding of the 3rd International Conference on Information and Communication Technology for the Moslem World (ICT4M) 2010","volume":"438 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2010-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115956850","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Today, little is known regarding the present quality rating of both design & content features of Islamic websites. This paper proposes several criteria to evaluate Islamic Websites: navigation, interactivity, legitimacy, objectivity, authority, relevance, attractiveness, credibility and reliability. A single-user evaluation has been conducted for fifty (50) selected Islamic Websites by using the proposed criteria. The results suggest that the quality of Islamic websites may change significantly over time. The findings also revealed that different design and content features contributes differently to the overall quality of Islamic websites. The paper suggests that the nine (9) identified criteria for both design and content features are suitable for the evaluation of different category of Islamic website's quality.","PeriodicalId":432800,"journal":{"name":"Proceeding of the 3rd International Conference on Information and Communication Technology for the Moslem World (ICT4M) 2010","volume":"64 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2010-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"123354035","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Not only knowledge has been viewed as an important factor of production, but also as an important source of wealth. As a consequence, the challenges facing nations today, including Muslim countries, are measured in their capabilities to absorb, apply and create knowledge. The aim of this paper is to highlight the importance of building a knowledge-based economy in Bahrain. In recent years, the government of Bahrain has been making efforts to convert its economy into a knowledge-based economy by introducing reforms in such areas as trade, finance, education, skills and Information and Communication Technology (ICT). Also, the ICT industry in Bahrain has been growing rapidly which is important for building a knowledge society. Recently, Bahrain has gained number one status in the Arab World for ICT services, especially e-government.","PeriodicalId":432800,"journal":{"name":"Proceeding of the 3rd International Conference on Information and Communication Technology for the Moslem World (ICT4M) 2010","volume":"82 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2010-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122276095","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

UDP as the default signaling transport protocol for SIP based mutlimedia communication signalling brings an issue of call drop possibilities during network congestion, leads to impossibility to realize reachibility of service. The paper aims to present the idea of using Datagaram Congestion Control Protocol as signaling transport protocol for SIP based call control protocol to overcome the issue of call drop regarding to network congestion. It assumed that DCCP has a solution to detect network congestion that leads the upper layer protocol from sending an application traffic when the congestion occurs. To proof the concept, the simulation study was performed to run SIP module on NS2, with independently developed DCCP SIP module. The obtained result indicate that DCCP has been more reliable to avoid call drop event due to network congestion compared to UDP. On the other hand UDP as a transport signalling protocol still have a better performance regarding SIP call setup delay than DCCP.","PeriodicalId":432800,"journal":{"name":"Proceeding of the 3rd International Conference on Information and Communication Technology for the Moslem World (ICT4M) 2010","volume":"78 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2010-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116068711","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
