Przez Internet można się uczyć, podróżować, poznawać nowych ludzi. Niestety, wielu użytkowników Internetu nie zdaje sobie sprawy z tego, jak bardzo trzeba być ostrożnym w korzystaniu z tej zdobyczy techniki. Zagrożenie Internetem to poważny i naglący problem. W pracy z dziećmi należy zwracać uwagę na brak anonimowości w sieci oraz ukazywać zdrowotne skutki nadużywania Internetu. Innym zagadnieniem, które należy zaakcentować jest to, iż wirtualny świat nie jest sposobem na życie, a kontakty międzyludzkie w świecie realnym to największa wartość. Wielkim zadaniem dla wychowawców jest zwrócenie uwagi na znajomości internetowe z nieznajomymi osobami (na pozór przyjaźnie nastawionymi). Celem artykułu jest ukazanie, czy dzieci są świadome niebezpieczeństw wynikających z korzystania z Internetu oraz próba diagnozy zachowań młodych ludzi w Internecie. Problem badawczy niniejszego artykułu dotyczy zagrożeń związanych z korzystaniem przez dzieci z Internetu i został przedstawiony na podstawie badań przeprowadzonych w krośnieńskich szkołach podstawowych wiosną 2021 roku wśród 326 uczniów. Analizie zostały poddane kwestie odnoszące się do określenia stopnia świadomości zagrożeń płynących z korzystania z Internetu.","PeriodicalId":432439,"journal":{"name":"Kultura Bezpieczeństwa. Celem publikacji \u0000jest weryfikacja hipotezy, że we współczesnym świecie, bez efektywnej, szybkiej wymiany informacji, mających znaczenie dla bezpieczeństwa i porządku publicznego, trudno skutecznie rozpoznawać i neutralizować pojawiające się zagrożenia, a także ścigać sprawców przestępstw. \u0000W celu weryfikacji przyjętej hipotezy dokonano przeglądu najważniejszych krajowych i międzynarodowych baz danych i instrumentów wymiany informacji kryminalnych dostępnych organom ścigania państw członkowskich Unii Europejskiej (dalej UE) i państw trzecich, a także agencjom UE oraz organizacjom międzynarodowym, powołanym do zapobiegania, zwalczania i wykrywania przestępstw (INTERPOL, EUROPOL) oraz ścigania sprawców tych przestępstw. Przedmiotowa problematyka pokazana została w perspektywie historycznego rozwoju narzędzi i instrumentów gromadzenia i wymiany informacji kryminalnych w krajowych bazach danych w Polsce oraz w państwach EU i państwach trzecich. Borowska","doi":"10.5604/01.3001.0014.5940","DOIUrl":"https://doi.org/10.5604/01.3001.0014.5940","url":null,"abstract":"The purpose of the article is to describe, from the perspective of political science and sociology, an alternative approach to security connected with soft power in the context of the endeavour to ensure security to every human being. The authors propose to consider security-related alternatives of the second half of the 21st century as a combination of soft power and hard power – that is, smart power – applied in the area of social and political relations. Conducting politics in the spirit of soft power seems particularly justified and substantial in the face of the contemporary immigration and refugee crisis. Modern states, especially European states and the US, are security subjects that both defend security and seek it using soft power with potential support – when necessary – on the part of hard power. The authors discuss this phenomenon on the example of the US. The article shows, in a manner substantive for security sciences, the relations between knowledge and power, because it is them that determine contemporary societies. A well-functioning public administration is the foundation of the modern state. Working in the public services entails a great deal of responsibility as administration employees must meet certain special requirements. Society expects that the administration, serving its citizenry, act with the common good in mind, which requires that the officials possess a degree of ethical awareness. Officials responsible for decision-making must adhere to applicable laws, in addition to taking into consideration the public interest and the rights of citizens, which frequently leads to conflicts of interest, in particular on the interface of the administration, economy and politics. The purpose of this paper is to present the role of ethics in the functioning of public administration organs in a modern democratic state adhering to the rule of law. Ethical issues are closely related to the legal and institutional aspects of public administration – and should be analysed as such. The focus is on the rescue operations conducted in the area between 2007 and 2015 for the purpose of helping tourists and individuals engaged in various forms of recreation. The paper attempts to meet two types of goals: the theoretical goal is to discuss the security of tourist and recreation activities in the Lake Solina area, with a particular focus on rescue operations, and the practical goal of the article is to analyse the rescue operations conducted in the Lake Solina area related to tourism and recreation, determine their causes and structure and the time of day at which they were most frequently conducted. The sources used in the analysis include incident documentation kept by the Volunteer Water Rescue Service (WOPR), Police and State Fire Service. The analysis is also complemented by a questionnaire study conducted among WOPR members operating in the Bieszczady area. For Polish-Czech relations the crucial period in this respect is 1918–1945. The matter of the conflict were borderlands, with the most important one – Zaolzie, that is, historical lands of the Duchy of Cieszyn beyond Olza River. Originally, the land belonged to the Crown of the Polish Kingdom, then to the Kingdom of Bohemia and Austrian Habsburg dynasty. After World War I, local communities took control of the land. Czechoslovakian military intervention and a conflict with Bolsheviks caused both parties to agree to the division of Zaolzie through arbitration of powers in 28 July 1920. Until 1938, key parts of Zaolzie belonged to Czechoslovakia. In that year, Poland decided to annex territories lost according to the arbitration. After World War II tension between Poland and Czechoslovakia heightened again. Czechoslovakia made territorial claims on parts of Silesia belonging to Germany. Poland once more tried to reclaim Zaolzie, but military invasion was stopped by Stalin. Negotiations failed, but the escalation of the conflict was stopped. Two years later the relationship between the parties was eventually normalized, the final agreement was signed in 1958 and it is still in place today.\u0000\u0000","PeriodicalId":432439,"journal":{"name":"Kultura Bezpieczeństwa.
