Alternatively it can be looked upon as a verb, to silence or to be silenced. The EM-home detention programme in Victoria was abolished in 2011 by the conservative coalition parties, which formed the state government in late 2010. Programme closure was a part of coalition parties’ wider agenda of ‘improving sentencing practices and enhancing community protection by ‘getting tough on crime.’ Other law and order reforms included abolishing suspended sentences, tougher minimum sentences for serious offences, extra police on the street, and the introduction of Victoria Police Protective Services Officers at train stations. Although at first hand it simply seems that a populist political ‘tough on crime’ agenda resulted in the closure of the EM-home detention programme, an important underlying issue over the years had been that the programme struggled to attract sufficient offender numbers due to a lack of stakeholders’ support. At first glance, EM technologies appear to be tools with the potential to stimulate criminal justice innovation: new modes of virtual regulation suited to the digital world that global citizens inhabit. Yet, closer scrutiny of the use of EM across the globe unveils a sprawling, amorphous industry in commercial techno-corrections that both stimulates penal growth in domestic markets and facilitates policy transfer across international jurisdictions. The pioneering EM markets of North America, the UK and Australasia act as testing stations for the next generation of developers across Europe, Latin America and South East Asia. This paper emerges out of a doctoral project concerned with the investigation into the crimes (in particular of violence) committed by Iraq and Afghanistan veterans post war and conflict, and their experience of punishment in England and Wales.
