Utilizing a normative legal research methodology coupled with a descriptive-analytical approach, this study carefully examines international legal frameworks, including UNCLOS, and draws upon a diverse range of data sources like legal documents, official statements, and scholarly literature to dissect the nuances of the South China Sea dispute. The findings reveal that the arbitration process, initiated by the Philippines in 2013 and culminating in a 2016 verdict favoring several of its claims, not only holds the promise to fortify international maritime law and foster regional stability but also underscores the critical role of diplomatic efforts in actualizing comprehensive solutions. Nonetheless, the endeavor is not without its pitfalls, notably the absence of stringent sanctions and implementation challenges. Furthermore, the arbitration verdict significantly influences the Philippines-PRC bilateral relations, affecting territorial claims and regional economies, while reaffirming UNCLOS's authority in governing international maritime conflicts. Therefore, the research advocates for sustained diplomatic initiatives and collaboration as a complementary pathway to arbitration, envisioning a harmonious resolution to the complex and multifaceted South China Sea dispute. Highlights: The arbitration case between the Philippines and the PRC reaffirmed the crucial role of UNCLOS in guiding international maritime disputes and fostering regional stability. Despite the potential to enhance international maritime law and prevent conflicts, the arbitration process faces challenges in terms of enforcing sanctions and ensuring comprehensive implementation. The arbitration verdict has deep-seated implications on Philippines-PRC bilateral relations, impacting territorial claims, economic prospects, and necessitating sustained diplomatic efforts for a more cohesive resolution to the South China Sea dispute. Utilizing a TOWS analysis and drawing on expert opinions in maritime security, the research examines the internal and external factors influencing the industry, as well as potential future threats. The relocation of the National Capital to Penajem Pasir Utara, East Kalimantan, emerged as a pivotal factor, offering a geographically centralized location and favorable environmental conditions, and presenting an opportunity to equalize the development of the Galkapnas Industry. The results indicate that almost 60% of Galkapnas are concentrated in Java and Batam, highlighting the need for aggressive strategic action to redistribute the industry and facilitate maintenance functions in ALKI II. The study underscores the importance of coordinated efforts among various ministries, particularly the Ministry of Defense, in achieving this redistribution, and concludes with recommendations for stakeholders to embrace the challenge of building and optimizing Galkapnas through extensive development in the ALKI II region, thereby enhancing the Navy's operational capabilities.Highlights: The concentration of almost 60% of Galkapnas in Java and Batam necessitates aggressive redistribution for optimizing maritime security. The fly ash samples were sieved using multilevel sieve shakers with sizes of 120, 270, and 325 mesh to achieve uniform particle sizes. Chemical and oxide element analysis was conducted using X-Ray Fluorescence (XRF) on 100-gram portions of each sample at the Integrated Research and Testing Laboratory (LPPT) UGM. The results reveal that the fly ash from PT Indonesia Power II Cilacap belongs to class C due to its CaO content exceeding 10% (mass %). The findings contribute to the understanding of fly ash waste characteristics and its potential for further research as an adsorbent. Highlights: Chemical Characterization of Fly Ash: Analysis using X-Ray Fluorescence (XRF) revealed the composition of fly ash waste obtained from PT Indonesia Power II Cilacap, with a significant CaO content of 13.70% (mass %). Categorization into Class C: The high CaO content (>10%) classifies the fly ash as Class C, based on ACI Manual of Concrete Practice guidelines, indicating its suitability for specific applications in further research.
