As a result, the Congolese government and other peace stakeholders in the Great Lakes region and beyond signed the Addis Ababa Peace and Security Cooperation (PSC) Framework in February 2013, paving the way to the adoption, a month later, of Resolution 2098 by the United Nations (UN) Security Council. Notwithstanding the constructive criticisms these two policy documents have received due to, amongst other things, the shortcomings they may harbour, this article argues that the Addis Ababa PSC Framework and Resolution 2098 have the potential of instilling a new dynamics into the search for peace and stability in the DRC and the Great Lakes region. The UN has the means to prevent such conflicts and disputes from emerging and escalating into armed confrontation. This article examines the challenges faced by the United Nations as it practises PD with specific reference to Africa. The Charter of the UN sets out the legal basis of PD for the UN, and for regional and sub-regional organisations. Contributions of four UN Secretary-Generals on matters of PD are examined, and special note is taken of the way in which the current Secretary-General, Mr. Ban Ki-moon, uses a four-pronged approach to matters of PD in Africa. The UN has performed well in PD in Africa, especially in collaboration with sub-regional organisations. While the UN derives its mandate to conduct PD from Articles in its Charter, its options are limited to peaceful settlement of disputes, and its action is restricted by rules of international law on intervention, especially with regard to the prohibition of the use of force. The UN is challenged by its inherent problems such as its structures, and its lack of early warning systems and finances. Challenges arising from the principle of state sovereignty also limit the UN in preventing internal problems, especially at the pre-conflict stages. This article concludes by proposing that strengthening the Secretary-General’s good offices, enhancing conflict early warning systems and encouraging the international community to work together could give legitimacy to UN preventive diplomacy endeavours. But the truth be told, Congo is not yet free. In more ways than are easily fathomable, the country continues to be buffeted by various reincarnations of greed and chaos – some externally driven, others internally motivated. This paper begins with a historical contextualisation of the conflicts in the DRC, before proceeding to take stock of the organisation’s balance sheet thus far as it grapples with imminent peacekeeping, peacebuilding and post-conflict reconstruction challenges in the country. Successes achieved by the United Nations Organisation Mission in the Democratic Republic of the Congo (MONUC) (now MONUSCO, the UN Organisation Stabilisation Mission in the DRC) are then pitted against setbacks in this regard. Finally, a prognosis of the UN’s future role in the territory is built on the template of the political, social and economic realities prevalent in the territory. Within the present dispensation in the Congo, how can the UN play a more effective role in disarming the country’s conflicts, while arming its capacity for lasting peace and security? In what ways can the broader international community muster its leverage more robustly in stemming the troubling tide of ‘conflict resource hunting’ in the Congo? Over the last decade, however, Shell has gradually become responsive to the inevitable need of getting involved in State and non-State initiatives for finding sustainable peace in the Niger Delta region. At formal and informal levels, these initiatives are becoming evident although challenges remain. This essay proceeds from the premise that the Niger Delta conflict is not interminable. Extrapolating from the various efforts made by Shell towards resolving its conflicts with the peoples of the Niger Delta, this essay accentuates some of the missing links between top-down efforts and bottom-up initiatives in building sustainable peace in the region. Drawing from learned experiences of Shell’s successes and failures as well as of Nigeria’s power relations and institutional architecture, this essay contends that while compensatory gestures could play a major role in the resolution of conflicts, that approach alone cannot guarantee conflict resolution and reconciliation in the Niger Delta. Land in Sub-Saharan Africa has been subject to conflict, conquest, expropriation and exploitation thus resulting in the many discrepancies that exist today. This has greatly influenced the socio-economic and political positions of different groups of people. This situation has resulted in numerous land conflicts, and in most Sub-Saharan countries the land question and past inequalities remain unresolved. This article shows that there are various types of land conflicts in Sub-Saharan Africa. Furthermore, land conflicts are generally influenced by a range of complex and interrelated factors. Specifically, aspects relating to poverty and inequality as well as land reformation processes are relevant given that contestations over land resources are most noticeable among the poor. Additionally, land conflicts are intensifying and becoming more widespread. The article also discusses key aspects that need to be considered when managing land conflicts. It is important to note that this article draws heavily on a South African perspective and is not an exhaustive review of the range of land-related conflicts on a diverse continent where significant variations exist. If efforts are not made to reintegrate the youth and access their potential in Southern Sudan, post-conflict recovery will have limited success. Disarmament, Demobilisation and Reintegration (DDR) programmes are the primary instruments that external actors can apply to induce spoilers of peace into the peace process or to reduce their threat to microlevel dynamism and to promote creative life strategies of war-affected individuals who are primary stake-holders in the nation-building process. By providing for the educational, vocational and other social needs of young ex-combatants and enabling them to gain skills and competences that facilitate their economic and social integration, the youths may be brought to a point where they find the alternative of returning to combat unattractive. In meeting the needs of the youths, it is important not to homogenise them as either security threats or passive victims needing special sympathy, but as complex and heterogeneous individuals with multiple skills, aspirations and limitations of their own. Effective DDR programming must factor in the wartime history of individuals. However, recent manifestations of electoral violence have assumed an unprecedented magnitude and changing form and character, with negative implications for democratic stability and consolidation. This paper analyses electoral violence in Africa, with emphasis on its manifestations, causes, implications and possible solutions. The paper argues that rising electoral violence in Africa is closely connected with the neo-patrimonial character of the African state, the nature of contestation for power, the weak institutionalisation of democratic architectures, including political parties and electoral management bodies (EMBs), and the fascinating political economy of electoral violence. This is complicated by the absence/paucity of democrats, with democratic mindset, to play the game of politics according to established rules. Worse still, avenues for democratic redress, including the judiciary and civil society, are also deeply implicated in the deepening contradictions of the state. The result is the deinstitutionalisation of the people in the democratisation process. Electoral violence is thus a major source of democratic instability with palpable threats of deconsolidation.
